Generations Living Off Future Generations

Jefferson wrote in 1792: “As the doctrine is that a public debt is a public blessing, so they think a perpetual one is a perpetual blessing, and therefore wish to make it so large that we can never pay it off.” Prior to 1861 it as common for American presidents to view that indebting future administrations was both immoral and unconscionable.

Generations Living Off Future Generations

“On September 6, 1789, Jefferson admonished James Madison from Paris that the country should get straight, “at the threshold of our new government,” how we are to keep the debt from destroying the democracy. Jefferson’s premise, which he believed to be “self-evident,” is that one generation cannot – either morally or in fact – bind another.

It follows that “No generation can contract debts greater than may be paid during the course of its own existence.” The “earth belongs in usufruct [trust] to the living . . . [T]he dead have neither powers nor rights over it.” If one generation can charge another for its debts, “then the earth would belong to the dead and not to the living generation.”

Jefferson continued: “The conclusion then, is, that neither the representatives of a nation, nor the whole nation itself assembled, can validly engage debts beyond what they can pay in their own time.”

Madison wrote back that he generally agreed but thought debt was justifiable if it built a project that benefited the future taxpayer – a useful bridge, for example. Jefferson answered that the power to borrow was too dangerous to allow exceptions – any exception would expand or destroy the prohibition.

Madison’s argument seemed plausible, but Jefferson’s camel’s-nose-under-the-tent concern was right. No government will stay within Madison’s exception. World War II, the last time this country could make any kind of legitimate case for a benefit to future generations, was in fact financed 47 percent by pay as you go taxes, which provided $137 billion out of a total cost of $304 billion.

Jefferson could not get his 1798 amendment adopted, but the country got more chances to adopt Jeffersonian principles in 1994, 1995, and 1996 when Sen. Sam Nunn (D., GA) proposed a Balanced Budget Amendment. At the time, the national debt was large (about four trillion dollars) but could have been dealt with. It was not yet a perpetual debt.

Senator Nunn called his legislation the “Jefferson Amendment.” It required that Congress balance expenses with revenues [and] the public constantly supported Nunn’s amendment by 75-percent margins. But he was defeated by the Clinton Cabinet, which argued that the economy would crash if the federal government couldn’t borrow.

A New York senator said the amendment’s passage could “lead to the devastation of the banking industry.” With the defeat of the Nunn Amendment, the boat sailed for the Republic.”

Where, Then, Did Jim Crow Come From?

What is known as “Jim Crow” began in the antebellum North and spread southward after Reconstruction. In a region already hostile to black participation in social and political life, New York in the 1820’s proscribed free black votes by raising property requirements and essentially disenfranchising them. They fared no better in Philadelphia which Frederick Douglas referred to as the most racist city in the US.

Where, Then, Did Jim Crow Came From?

“Before the War, Savannah had Negro units in the local militia and Negro volunteer fire departments. Negro ministers preached from the pulpits of city, as well as rural, churches. Frederick Law Olmstead’s concise “Journey in the Seaboard Slave States” reported Negro passengers in the coaches of railroad train across Virginia and “Negro passengers admitted without demur.”

An Englishwoman, the Hon. Miss Murray, touring prewar Alabama, wrote: “From what we hear in England, I imagined Negroes were kept at a distance. That is the case in the Northern States, but in the South they are at your elbow everywhere and always seek conversation.”

Where, then, did “Jim Crow” come from?

Describing a train ride from Boston to Lowell, Massachusetts in 1842, Charles Dickens wrote: “There are no first and second class carriages with us; but there is a gentleman’s car and a ladies’ car; the main distinction between which is that, in the first, everybody smokes; and in the second, nobody does. As a black man never travels with a white one, there is also a Negro car, which is a great blundering clumsy chest such as Gulliver put to sea in from the Kingdom of Brobdignag.”

That was thirteen years after Garrison founded the “Liberator,” a few blocks from Boston’s North Station, and eight years before Mrs. Stowe would ride in the same Jim Crow’d trains to Brunswick, Maine, to start work on Uncle Tom’s Cabin.

Eli Whitney had died in 1825. But the assembly line firearms he perfected “back home” in New Haven would eventually become standard equipment for Federal armies during the War.

Now, in the sordid years of Reconstruction, “Jim Crow” finally migrated from Boston, too, down past [Eli] Whitney’s grave . . . Slave ships – gin — “Uncle Tom” — Whitney & Ames rifles — Jim Crow. The Yankee cycle was complete.”

An Opportunistic Amalgamation of Factions

The American republic was only 45 years-old when the political seams began bursting and the Founders fears of unbridled democracy had firmly gained root. The Whig’s combined somewhat opposing factions which would not last long in alliance, especially Southerners who strictly interpreted the Constitution and allied to the various isms, higher-law abstractions, and centralizing instincts of New England. From this latter poisonous cauldron Lincoln’s ill-named Republican party emerged.

An Opportunistic Amalgamation of Factions

“To call the Whig coalition a political party is to do it a service above and beyond the call of historical accuracy. It was not a party – not in the European sense, certainly, and probably not in the modern American sense. It was, instead, a loose confederacy of warring factions bound vaguely together by a common hatred of the new popular democracy in general and of General Andrew Jackson and Martin Van Buren in particular.

The party grew out of that hatred in 1833-1835 and it collapsed in confusion of its own internal intellectual and factional contradictions in 1853-1854. During its twenty-year history it elevated two bewildered generals to the White House, William Henry Harrison in 1840 and Zachary Taylor in 1848, and it nominated another – General Winfield Scott – in 1852. These leaders were chosen to head the Whig coalition primarily because they stood for nothing controversial, antagonized no one, and because they could be sold to the voters, as Andrew Jackson had been marketed in 1828, wrapped in an aura of military glory.

When in 1844 the Whigs did nominate a man who stood for something, Henry Clay, the Democrats beat him with James Polk, a political unknown. Party platforms and statements were scrupulously avoided by the Whigs for fear the brawling factions would disintegrate the party in a gigantic internal explosion.

The Whig party was an opportunistic amalgamation of two major factions. Foremost in its councils were the National Republicans, descendants of Hamiltonian Federalism. Led by Henry Clay, Daniel Webster, and John Quincy Adams, they supported the nationalistic American System – tariff protection, internal improvements, national bank – and they were generally loose constructionists of the Constitution. They had no use for slavery . . . [and were] the best organized, best-led, and most influential faction. They most consistently represented the interests of the merchants, shippers, and the new industrialists of the North and Northeast.

Second in power and prestige within the Whig coalition, were the State’s rights Whigs of the South. Former Jeffersonian Democrats, they were variously disenchanted with Andrew Jackson for his spoils system, his Force Bill, and his removal of the Bank deposits . . . They remained . . . strict constructionists, free-traders, and anti-nationalists, and they looked to the continued domination of the national political process by gentlemen. Their hatred of the egalitarian Jackson and all his works was summed up in Mrs. John Floyd’s heated characterization of the General as a “bloody, bawdy, treacherous, lecherous villain.”

Finally, there were the Anti-Masons, that strange and emotional sect that came bursting out of western New York and onto the American political scene in 1831 with little more for a program than the naïve and half-crazed belief that Freemasonry and Americanism were somehow incompatible. Skilled and practical politicians like Thurlow Weed, William H. Seward, and Francis P. Granger quickly moved in on this lunatic fringe and made of it an anti-Jackson, anti-Van Buren faction on the Empire State, dedicated in its principles to the protective tariff and to internal improvements.”

Quoting John Rolfe’s account of the event, John Smith noted that “About the last of August came in a Dutch manne of warre that sold us twenty Negars.” Thus began the importation of Africans to America though their early status of servants or slaves may still be questioned.

White and Black Servants in Early America

“Thanks to John Smith we know that Negroes first came to the British continental colonies in 1619. What we do not know is exactly when Negroes were first enslaved there. This question has been debated by historians for the past seventy years, the critical point being whether Negroes were enslaved almost from their first importation or whether they were at first simply servants and only later reduced to the status of slaves.

During the nineteenth century historians assumed almost universally that the first Negroes came to Virginia as slaves. So close was their acquaintance with the problem of racial slavery that it did not occur to them that Negroes could ever have been anything but slaves.

Philip A. Bruce, the first man to probe with some thoroughness into the early years of American slavery, adopted this view in 1896, although he emphasized that the original difference in treatment between white servants and Negroes was merely that Negroes served for life.

James C. Ballagh . . . took the position that the first Negroes served merely as servants and that enslavement did not begin until around 1660, when statutes bearing on slavery were passed for the first time. Writing on the free Negro in Virginia for the Johns Hopkins series, John H. Russell in 1913 tackled the central question and showed that some Negroes were indeed servants but concluded that “between 1640 and 1660 slavery was fast becoming an established fact. In this twenty years the colored population was divided, part being servants and part being slaves, and some who were servants defended themselves with increasing difficulty from the encroachment of slavery.”

Ulrich Philips of Georgia, impressed with the geniality of both slavery and twentieth-century race relations, found no natural prejudice in the white man and expressed his “conviction that Southern racial asperities were mainly superficial, and that the two great elements are fundamentally in accord.”

[Sociologists and social psychologists] . . . “Liberal on the race question almost to a man, [tended] to see slavery as the initial cause of the Negro’s current degradation. The modern Negro was the unhappy victim of long association with base status. Sociologists, though uninterested in tired questions of historical evidence, could not easily assume a natural prejudice in the white man as the cause of slavery. Prejudice must have followed enslavement, not vice versa; else any liberal program of action would be badly compromised.

Ironically there might have been no historical controversy [regarding when racial prejudice began] if every historian dealing with the subject had exercised greater care with facts and greater restraint in interpretation. Too often the debate entered the realm of inference and assumption. For the crucial years after 1619 there is simply not enough evidence to indicate with any certainty whether Negroes were treated like white servants or not. No historian has found anything resembling proof one way or the other. The first Negroes were sold to the English settlers, yet so were other Englishmen.

That some Negroes were held as slaves after about 1640 is no indication, however that American slavery popped into the world fully developed at that time. Many historians . . . have shown slavery to be a gradual development, a process not completed until the eighteenth century. [Some] Negroes served only the term usual for white servants, and others were completely free. One Negro freeman, Anthony Johnson, himself owned a Negro. Obviously the enslavement of some Negroes did not mean the immediate enslavement of all.”

Lincoln as a senatorial candidate used his opponent’s popularity to gain valuable platform time, but ended up losing the race anyway. In these famous debates, he exposed not only his own, but also his own party’s uncompromising vision of sectional hatred, and ultimate war between Americans.

Why Cannot We Act as Our Fathers Did?

“Before the debates, in their Senatorial campaign, Douglas had arranged speeches at Chicago and Springfield. His popularity brought great crowds to hear him. Lincoln sat in the back of the crowds both times, waited for Douglas to finish, and then, as the crowd started to leave, Lincoln announced from the platform that in an hour, “so you can eat dinner,” he would answer Judge Douglas’ speech. The crowd roared, “We’ll be here.”

Douglas publicly denounced this tactic. Then Lincoln proposed that the candidates meet jointly, one against the other, several times in the future. Douglas’ advisors urged him to refuse. Why should he provide the big crowds of voters to hear Lincoln? However, it appeared that it would be politically advisable to go ahead and agree to the debates.

Telegraph lines worked all night and nearly all of America read the next morning what the candidates had said and read greatly contradictory reports on who won the last debate. For example, as to one debate, Republican newspapers said, “Honest Abe chewed up the Little Giant and spit him out to the delight of the crowd.” Of the same debate, Democratic newspapers said, “Douglas knocked out Lincoln’s spindly shanks from under him and as he struggled for composure, the crowd roared at the spectacle.

At a subsequent debate, the “House Divided” speech came up again and Douglas said,” Why cannot we act as our fathers did? In Washington’s army there was no sectional strife. These brave soldiers fought under a common policy; they sought a common destiny, and no one was ready to forego a common aim because he did not agree with his fellows on every idea.”

You might say that Douglas won the debates because after the campaign, the Illinois Legislature voted 54 to 46 in favor of Douglas, and he returned to his senatorial seat.”

South Regards Itself as Unbeatable

Southerners in early 1861 exhibited the same intense desire for political independence and fighting spirit as their revolutionary fathers. Though Russell did not fully know at the time why his country would not come to the aid of the Confederacy, after September 1863 it had more to do with hostile Russian fleets in Northern ports and threats against British shipping.

South Regards Itself as Unbeatable

“[William H. Russell’s] Diary is as rich in historical value as in interest, which is saying much. His energy and reputation at first carried him everywhere, and his courage made him signally outspoken. In New York, where Mayor Fernando Wood and half the press were opposed to the war, he was shocked by the apathy and want of patriotism . . . The pages of the Herald and several other journals were filled with the coarsest abuse of the Great Rail Splitter, but contained not a word to encourage the government in any decided policy. In Washington the correspondent found much bustle and nervousness, but complete uncertainty.

When he saw the District of Columbia militia and volunteers drilling before the War Department Building, he set them down as a sorry crowd. “Starved, washed-out creatures most of them, interpolated with Irish and flat-footed, stumpy Germans.”

Crossing to the South, the correspondent found a far more belligerent spirit than among the Northerners. At Norfolk a crowd was yelling “Down with the Yankees! Hurrah for the Southern Confederacy!” and threatening the frigate Cumberland. On the Wilmington [North Carolina] quay there were piles of shot and shell, which a resident identified as “anti-abolitionist pills.” All along the way in the Carolinas he found Confederate flags whipping in the breeze, troops waiting for the train, and an excited buzz about Fort Sumter, which had just been captured.

At Charleston the fury, the animosity, and the eagerness for war astounded him. He went out to Morris Island, where there was a camp, full of life and excitement. Tents were pitched everywhere, the place was full of tall, well-grown young men in gray, and the opening of hostilities had plainly put everyone in high spirits:

“But secession is the fashion here. Young ladies sing for it; old ladies pray for it; young men are dying to fight for it; old men are ready to demonstrate it. The founder of the school was St. Calhoun. Here his pupils carry out their teaching in thunder and fire. States’ Rights are displayed after its legitimate teaching, and the Palmetto flag and the red bars of the Confederacy are its exposition.

The utter contempt and loathing for the venerated Stars and Stripes, the abhorrence of the very words United States, the immense hatred of the Yankees on the part of these people cannot be conceived by anyone who has not seen them. I am more satisfied than ever that the Union can never be restored as it was, and that it has gone to pieces, never to be put together again, in its old shape, at all events, by any power on earth.”

At Pensacola, Mobile, and New Orleans he was struck by the same intense fighting spirit, reporting that “as one looks at the resolute, quick, angry faces around him, and hears but the single theme, he must feel that the South will never yield to the North, unless as a nation beaten beneath the feet of a victorious enemy.”

The South regarded itself as unbeatable. But from one other belief, the belief that England would intervene, Russell strongly dissented. “Why, I expect, sir,” one Charleston merchant told him, “that if those miserable Yankees try to blockade us, and keep you from our cotton, you’ll just send their ships to the bottom and acknowledge us.” Russell said no.”

Wilmot the Hatchet Man

As the North had done earlier, the American South could have dealt with African slavery – a relic of the British colonial labor system and perpetuated by Northern slave traders – in its own time and its own way. Regretfully, no peaceful or practical solutions to the riddle of slavery were forthcoming from the North.

Wilmot the Hatchet Man

“At the time of the Missouri Compromise, anti-slavery Thomas Jefferson, old and dying in his debt-ridden hilltop mansion, had warned the Southerners in Washington that they were making a mistake. Jefferson said that if the South allowed a precedent which admitted the restriction of slavery anywhere, a principle would have been established and the north would use it in gradual encroachments for the restriction of slavery everywhere.

Only sixteen years later, his prophesy came true over the admission of Texas and with the rise of an anti-slavery bloc in Washington.

The Westerners thought [President James] Polk had been less aggressively interested in their expansions, in Oregon and California, than in the Southerners’ movements in the Southwest. The Westerners held a long resentment anyway, because the Southerners chronically opposed internal improvements at government expense for the Midwest and free lands to the immigrants. To retaliate, the Westerners made a new issue over slavery in order to create trouble for Southern projects.

As their hatchet man the Westerners selected David Wilmot, and you will look in vain for national monuments to this political hack from Pennsylvania. Yet, with one unexplainable gesture, he contributed more to the sectional war than any dedicated patriot. As Wilmot had been an administration wheel horse, his independent act is obscure as to motive, except that he was aware of carrying out the Westerners spitefulness.

Specifically (in 1846), to an appropriations bill for the purchase of territory from Mexico, the former wheel horse attached a “proviso” which forbade slavery in any of the new territory to be obtained from Mexico . . . in the Senate only the aroused Southerners narrowly prevented its becoming law.

This Wilmot Proviso alarmed and enraged Southerners of all persuasions. It showed the most Union-loving Nationalists that they were in a fight against containment. The Southern States were to be restricted to their present territory while the North gained new States which would give it majority power.”

The Wise But Unschooled Uncle Remus

The antebellum plantation culture informally educated the African workers in European trades and agriculture, customs and traditions; the postwar Southern economy needed people informally schooled in the useful arts of agriculture and mechanics, and little if any use for workers with advanced university degrees and speaking Latin or Greek. Thus Booker T. Washington’s method was far more acceptable and productive than DuBois’ method of political agitation.

The Wise But Unschooled Uncle Remus

“Southern historians, trapped by the belief that education is a cure-all, have exaggerated the accomplishments of formal schooling. They like to prove that Sir William Berkeley was inaccurate when he said that there were no free schools in seventeenth-century Virginia. They are dazzled that today we have “a triumphant “progressive” education which progresses even faster than the North.” They gloss over the defects of our much-praised educational system.

The historians would be wise to admit the defects of Southern education as measured by the proclaimed goals of American public schools; indeed they might be skeptical of these goals. They might admit that Berkeley was not a complete fool when he inveighed against schools and presses.

In New England the Prussian-type school was loaded with antislavery sentiments and with notions of social reform repulsive to a region of Christians not dominated by hopes of earthly perfection. The leveling tendencies of the new schools ran counter to the Old South’s conception of hierarchy. Their content was more suited for those who need guidance in town life than for a people whose chief task was to subdue a wilderness and to establish farms.

Someone should tell that the South’s resistance to formal schooling did not grow out of laziness or stupidity. Their resistance was vital part of the region’s attempt to survive as a social and cultural entity. The South unconsciously fought against the idea that the school be allowed to iron out provincial differences in order to make the Southern States into undifferentiated units of the republic.

Southerners have preserved their folkways and ancestral superstitions. Thereby they have avoided the fate of the people of Hawaii, a people who have deliberately escaped their ancestral heritage in order to become Americanized through the public schools. Such a people lack creative originality.

Our chroniclers of the past should quit being ashamed of the cloud of illiteracy which once hung over their province. They should wake up to the fact that Uncle Remus was among the wisest Southerners. They have stressed to such a degree the benefits of the schools that they have neglected the triumphs of informal training outside the school.

This informal education was good because it was useful. Our colonial and frontier ancestors put the art of subduing the wilderness first; they learned to use the ax and the rifle extremely well. With some justice they regarded formal education as an adornment of the upper classes.

The dark spot on Southern civilization of denying formal education to the slaves can be wiped out by an understanding of what was accomplished in the so-called school of the plantation in which the barbarian captive of Africa was Anglicized. This was a type of training more effective than anything the South had experienced since.

The slave was so well inoculated with Anglo-American culture that almost all elements of his African background disappeared. The Negro imbibed the rich heritage of European folklore and became so skilled in English handicrafts and in the intricate practices of plantation agriculture that he was perhaps better educated in the industrial arts than those Negroes who had lived since the time of Booker T. Washington.

State Sovereignty Paramount

Jefferson Davis and other West Point graduates of his time were taught from Rawle’s “View of the Constitution,” and understood that should a State subvert its republican form of government, “the national power of the Union could be called forth to subdue it. Yet it is not to be understood that its interposition would be justifiable if a State should determine to retire from the Union . . . The secession of a State . . . depends on the will of the people of such a State.”

State Sovereignty Paramount

“On my way home from Boston I stopped in New York once when the ex-President of our Confederacy and Mrs. Davis were there in the interest of his book, and I went to see them.

“Mr. Davis,” I said, “had I come from the South I should be laden with loving messages from your people. But even in abolition Boston you are held in high esteem as one sincere, honest and earnest.”

“Yes,” he said, “though we disagreed on many issues, I believe I held the respect of my fellow Senators from Massachusetts.”

“But you were not a secessionist in the beginning, Mr. Davis, were you?”

“No; neither in the beginning nor the ending,” he smiled.

“But to me the sovereignty of the State was paramount to the sovereignty of the Union. And I held my seat in the Senate until Mississippi seceded and called upon me to follow and defend her. Then I sorrowfully resigned the position in which my State had placed me and in which I could no longer represent her, and accepted the new work.

I was on my way to Montgomery when I received, much to my regret, the message that I had been elected provisional President of the Confederate States of America. I regretted it then and I have regretted it ever since.”
