A Warning of Things To Come

“It is been said of General Robert E. Lee that he often expressed the fear lest posterity should not know the odds against which he fought. [The] daily witness of incredible heroism, daily spectator of the dauntless courage with which a decimated army faced undismayed an overwhelming foe, the chieftain of your armies, gentlemen, feared lest the examples of knightly valor and splendid fortitude, which you have exhibited to the ages, might, through the incapacity or incredulity, or venal mendacity of the historian, be finally lost to the human race.

And there is, I will venture to say, scarcely a soldier of the Confederacy who does not share this apprehension that posterity may not do justice to the cause for which he fought. Soldiers, you cannot bear to think that your children’s children shall have forgotten the fields on which you have shed your blood. You cannot think with equanimity that a day will come when Virginia shall have suffered the fame of her heroes to be lost in obscurity, and the valorous achievements of her sons to fade from memory.

And if you thought, to-night, that the muse of history would turn traitor to your cause, misrepresent the principles for which you fought, and deny to you the attributes of valour, fortitude and heroic devotion you have grandly won, your souls would rise up within you in immediate and bitter and protesting indignation.

This apprehension is thought by some to be not altogether groundless. The North, it is said, is making the literature of these times, has secured the ear of the age and will not fail to make the impression, unfavorable to you, which time will deepen rather than obliterate.

Diligent fingers are carving the statues of the heroes of the Northern armies, writing partizan and distorted versions of their achievements, altering, even in this generation, the perspective of history, until, at no distant day, they shall have succeeded in crowding out every other aspirant of fame and beguiled posterity into believing that the laurels of honor should rest, alone and undisturbed, upon the brows of your adversaries.”

Searching for Harriet Tubman

The recent decision to replace Andrew Jackson’s likeness on the US twenty-dollar bill with that of Harriet Tubman has generated much discussion regarding her background and true place in American history. Hard evidence of her life and contributions to American history has been elusive and the question has been posed: is this paying homage to a deserving historic figure, or, it this an act of pure political correctness – or what is called cultural Marxism? Only a small amount of open-minded reading and research is required to determine who she was, what she did, and what impact her life and actions had on American history.

There seems to be little to recommend her for a place on US currency amid several who adorn our bills and somehow linked to the financial history of the country. Washington was of course the first president; Hamilton, a proponent of a national banking; Jackson, an opponent of a national bank; Lincoln created national fiat money, the greenback; and Grant was embroiled in schemes of government and corporate financial scandals.

Leader of an  “Underground Railroad”

To begin, a recent news article referred to Tubman as “the leader of the underground railroad” and “Moses of her people,” the title emanating from an 1869 biography by children’s book author Sara Hopkins Bradford  (1818-1912), of New York.  Bradford married prominent New York attorney, and later judge, John M. Hopkins. Their two eldest sons were killed in the War.

In 1869, Bradford penned “Scenes in the Life of Harriet Tubman” after several interviews with the illiterate Tubman and transcribing her recollections. Both the 1869 and 1886 books have been criticized for lack of documentation and thoroughness in historical methods, and both relied heavily on Tubman’s oral history and the reminiscences of anti-slavery leaders rather than traditional and objective sources. No bibliography, footnotes or index are provided.

The “underground railroad” of that era was not a physical entity but a term of exclamation made by a Southern planter of the luring away of slaves from their plantations as well as the aid given to them. It was a useful tool of the imagination by Northern abolitionists which created scenes of liberty and freedom for slaves if they simply left their homes in the South. In reality, the antebellum North offered little in the way of improved conditions for black people and was a far more regimented and segregated society than existed in the South. Bradford’s book does not address this important side of the story.

Importantly, Frederick Douglass was a contemporary of Tubman, born three years before she and in the very same part of eastern Maryland, though he seems not to know of her exploits, nor is she mentioned in his 1892 autobiography, the “Life and Times of Frederick Douglass.”

Another book pertaining to Tubman and considered to be a primary source is Wilbur H. Siebert’s “The Underground Railroad, From Slavery to Freedom,” published in 1898. This book is also extensively criticized for lack of documentation and credible sources, and in it the author describes Tubman as “Moses” and most likely drawn from Bradford’s 1886 book.

Siebert’s version of prewar events and people depends on recollections and reminiscences of elderly abolitionists, was published in 1898 and 50-plus years after the events it recalls. Neither book can be considered thoughtful, well-researched or scholarly treatises on Tubman or the underground railroad. Many dramatic descriptions of Mrs. Tubman’s heroic exploits fill the pages and appear copied from Bradford’s earlier book.

Appendix D, Bibliography of Siebert’s book states: “The materials upon which in large measure this book is based are reminiscences gathered by correspondence and conversation with more than a thousand persons many of whom were old-time abolitionists, while the remainder included the families and intimate friends of abolitionists, and a number of fugitive slaves.”

Siebert attests that “There are few volumes that supply us with numerous illustrations of the Underground Railroad in operation.” And all, like Siebert’s book itself, are postwar creations with the earliest being Eber M. Pettit’s 1879 “Sketches in the History of the Underground Railroad.” The others were published in the 1880s and 1890s, and none written in the late antebellum period to describe what was later claimed to be a widespread antislavery effort by the North between 1850 and 1860.

To support Tubman’s oral history, Bradford cites statements from prominent abolitionists like Gerrit Smith who wrote in 1868: “Of the remarkable events of her life I have no personal knowledge, but of the truth of them as she describes them I have no doubt.”

Another, Franklin B. Sanborn of Massachusetts averred that “I never had reason to doubt the truth of what Harriet said in regard to her own career, for I found her singularly truthful.”

Siebert also tells us that Tubman’s travels were mostly in the Border States rather than the Deep South, and her only experiences in the latter were a short time with the Northern army at Hilton Head, South Carolina and briefly at Jacksonville, Florida. More on this later.

Tubman’s Early Life

The current St. Catherine’s, Ontario website notes that the town was “the final terminus of the underground railroad for hundreds of slaves in the 1820s.” If this is true then it may have been others who carried slaves northward rather than Tubman who was born in 1820 or 1821, and we are not made aware of how those slaves arrived there. The city also claims that Tubman resided there for seven years, though in which particular house is not known.

Her birth name was Araminta Ross, and Bradford writes that she was the daughter of Benjamin Ross and Harriet Greene, both slaves, and born in Dorchester County, Maryland; she took her mother’s name sometime later. Araminta was one of ten children.

Put to learning the art of weaving as a child to provide clothing for the family and slaves, she resisted learning and developed a hatred for her mistress. Araminta was then hired out in her early teens as a field hand with duties described as “in the rudest labors – driving oxen, carted, plowed, and did all the work of a man – sometimes earning money enough in a year, beyond what she paid her master [for her keep], “to buy a pair of steers” worth forty dollars. She also “worked frequently for her father,” a timber inspector.

She was married about 1844 to John Tubman, a free colored man. In 1849 and after the death of her master, she walked away from her Baltimore home and husband to Philadelphia where a white lady took her in. With a little money earned she returned to Maryland in 1850 and found her husband “married to another woman, and no longer caring to live with her.”

The Anti-Slavery Career Begins

Siebert tells us that in December 1850 Tubman “went to Baltimore and abducted her sister and two children.” A few months later she brought away another company of three persons, one of who was her brother. From this time on till the outbreak of the War of the Rebellion her excursions were frequent. She is said to have accomplished nineteen such trips during the 1850s “and emancipated over three hundred slaves.”

To put this number in perspective and compare it to the ongoing voluntary emancipation by Southern slaveholders before the war, Virginians John Randolph and Washington Custis alone freed 400 and 200 slaves in 1833 and 1857, respectively, and this was not uncommon in the South. In the latter instance, Custis’ son-in-law Robert E. Lee, saw to it that those slaves received their freedom.  The question looms: Why are these men and others like them not accorded recognition for their contributions toward emancipation?

Though certainly unfamiliar with places beyond her native Maryland, Tubman is described as having an innate ability to understand astronomy while escaping slave patrols. It is said she was aware of the North Star and others to guide her path north and south.

This is very impressive for an illiterate black woman, a fugitive herself, travelling alone into slave holding country hostile to her mission and unfamiliar to her. Then to return each time with what seems to be 15-20 persons, through the same country. Further, Frederick Douglass states in his autobiography that no white person in the former slave States of the North could be trusted not to turn fugitives in for reward money.

Also, the Bradford book often mentions Tubman’s deep religious belief and faith in God, a devout Christianity certainly taught by her master and family. Her friend Thomas Garret stated that “she [always] ventured where God sent her, and her faith in the Supreme Power was truly great.” This Christianity was tempered by her mysticism and “tales of ghostly visitation, or spiritual manifestation, at a dimly lit séance.”

Friend of John Brown

Tubman left for Boston in the winter of 1858-59 apparently to raise money for her excursions southward, and “she left New England with a handsome sum of money toward the payment of her debt to Mr. [William] Seward.” While there, “she had several interviews with Captain [John] Brown, then in Boston.

He is supposed to have communicated his plans [for the Harper’s Ferry raid] to her, and to have been aided by her in obtaining recruits and money among her people.” Mrs. Tubman is said to have venerated Brown in a religious fashion since “his murder,” as Bradford called his execution for treason against the State of Virginia.

The War

At this point is worth asking a pertinent question: Even if we accept that Tubman did have an important part in taking three hundred slaves northward to what they believed to be freedom, this in no way compares with the voluntary manumission, i.e., emancipation, by Southern slaveholders by will, deed and reward for faithful service. By 1850, the South had a free black population of nearly 435,000, and over 484,000 by 1860 according to the Federal Census — far more than the twenty-five or thirty thousand blacks in Canada by the time of the War. The latter is claimed to be the result of the underground railroad. The figure 75,000 blacks in Canada is often cited, though the rough estimate of abolitionist Dr. Samuel Howe.

In short, Harriet Tubman and perhaps others like her were minor players in an advancing emancipation process, which might have continued had Northern abolitionists left the South to solve the dilemma of slavery on their own as the North did. It is worth noting that the Southern States were ending voluntary manumission after Nat Turner’s bloody 1831 rampage in Southampton, Virginia. A thoughtful observe today might consider what could have been, and how many lives would have been saved between the years 1861-1865 had abolitionists found a peaceful and practical solution to their often well-intended efforts.

Tubman Sent to War

Sarah Bradford credits Tubman with serving as a scout and spy for General David Hunter in occupied coastal areas of South Carolina in 1862, though Tubman would have had little if any knowledge of South Carolina and its people. Tubman readily admitted that she was travelling “through unknown regions” and the South Carolina slave dialect was far different from her own Maryland dialect. This certainly raises questions.

Gov. John Andrew of Massachusetts directed Tubman sent to Hilton Head, according to Bradford, and most likely the intent was to recruit black men for his State’s regiments. His purpose was most likely to add freedmen to Massachusetts regiments and avoid conscripting his own citizens. These new recruits from the South counted against his State’s quota of troops, and Andrew wanted to get the black men before other States did.

As an example of this, Andrew formed the Second Massachusetts Cavalry with one hundred men from California in late 1862, and four hundred more by early 1863. All were paid generous enlistment bounties raised by the State of Massachusetts, as well as towns and cities.

Bradford goes on to state that “This fearless woman was often sent into the rebel lines as a spy, and brought back valuable information as to the position of armies and batteries; she has been in battle when the shot was falling like hail, and the bodies of dead and wounded men were dropping around her like the leaves of autumn . . .”

This is an astonishing claim if Tubman was only employed as a nurse at Hilton Head. It is very likely that this refers to the Olustee raid into Florida in February 1864, with Tubman accompanying the expedition. The primary purpose of that raid was to disrupt Southern food production in Florida by destroying crops and luring slaves away from their homes. Without farm labor, the farms could no longer produce and Southern troops at a loss for food.

Gen. Hunter provided Tubman with papers on February 19, 1863 to “give her free passage at all times, on all government transports. Harriet was sent to me by Governor Andrew of Massachusetts, and is a valuable woman. She has permission, as a servant of the Government, to purchase such provisions from the Commissary as she may need.” Certainly, with this food she could attract the slaves after Northern troops destroyed their fields and farms.

Tubman’s New York Home

Interestingly, the mortgage for her Auburn, New York home was held by William Seward in the mid-1850s who at that time was a senator from New York. Bradford writes that “to the credit of [Seward] it should be said, that he sold her the property on very favorable terms, and gave her some time for payment.”

In early 1868 Seward as Secretary of State presented a petition to Congress for a government pension for Tubman, and General Rufus Saxon wrote in support of this, “for services rendered in the Union Army during the late war.” Saxon stated that he “can bear witness to the value of her services in South Carolina and Florida. She was employed in the hospitals and as a spy. She made raids inside the enemy lines, displaying remarkable courage, zeal and fidelity.”

The government declined Seward’s request and did not see Mrs. Tubman’s actions as worthy of a soldier’s pension.

A Professor Hopkins of the Auburn Theological Seminary in 1886 is quoted in Bradford’s book: “Harriet lives on a farm which the twelve hundred dollars given her by Mrs. Bradford from the proceeds of this little book, enabled her to redeem from a mortgage held by Secretary Seward.”

Seward seems to have threatened foreclosure and was perhaps trying to obtain a government pension for Tubman to pay her mortgage off. Of note, no mention of Tubman or underground railroad occurs in the comprehensive 1991 biography of Seward by John M. Taylor.

In Bradford’s preface, she states that as she was about to embark on a voyage to Europe, “there was pressing need for this book, to save the poor woman’s little home from being sold under a mortgage, and letters and facts [from Tubman’s recollections] were penned down rapidly, as they came in.” She adds: “I will here state that so far as it has been possible, I have received corroboration for every incident related to me by my heroic friend.”

Fact or Fiction?

The National Park Service (NPS) has for some time embarked on a national underground railroad network of locations thought to be “stations.” The boon for towns and cities wanting to join the NPS network for more tourism dollars is that little if any hard evidence is necessary, and old homes claiming to have held fugitive slaves on their trek northward come under scant scrutiny to substantiate their claims.

Author Larry Gara, who in 1961 wrote “The Liberty Line, the Legend of the Underground Railroad,” pointed out that after examining the traditional sources, he concluded that “the legend was a mixture of fact and fiction and mostly based on the memoirs and reminiscences of descendants and friends of abolitionists.” This seems quite evident in both Bradford’s and Siebert’s books. In his 1985 “Partisan Imperative,” Joel H. Silbey stated that “[Larry] Gara demonstrated the fallacy of the idea that a well-organized and widespread underground railroad existed in the North.”

Certainly, that slaves and other laborers were leaving their plantations in the prewar period and assisted by sympathetic people along the way, such as Quakers, cannot be denied, but the existence of a formal network of “stations and conductors” cannot be proven.

To underscore the difficulty in finding evidence, Gara’s book related the experience of an Akron archeology graduate student, guided by his professors, who conducted an archeological search of 17 historic Ohio houses said to have been connected with the underground railroad. The student’s conclusion was that none of the homes he examined had tunnels or secret places of concealment. “If such constructions existed at all,” he wrote, “they must be extremely rare.” Gara’s book is highly recommend for anyone seeking a wider view of this question.

Perhaps envious of nearby St. Catherine’s, Ontario for its high visibility as an underground railroad tourist attraction, a Niagara Falls, New York, city official was under fierce criticism in July 2015 for promoting Tubman’s frequent visits to the city and spending a quarter-million dollars “to dedicate a park and erect a statue to a minor historical figure who by all accounts never set foot in Niagara Falls, Harriet Tubman.” Apparently Tubman did travel with a relative by rail across the Niagara gorge in the 1850s, but did not stop.

One city councilman supportive of the measure stated that “the park and statue . . . would draw even more tourists to a city . . . and offers unlimited opportunities for year-round tourism-related enterprises in attracting millions of visitors to Niagara Falls each year.” To further cloud the historical waters is the study by the city’s Underground Railroad Commission in conjunction with Niagara University, was unable to identify a single site anywhere in the city with any indisputable connection to the Underground Railroad . . .”

This criticism of the city’s actions concluded with “Harriet Tubman’s connection to what is now the city of Niagara Falls is tenuous at best . . . There is no corroborating evidence to support her recollection [of being here], which was related to her ghostwriter, children’s book author Sarah Hopkins Bradford [in 1886] (Niagara Falls Reporter, July 21-29, 2015).

In a similar search for more tourism dollars, city officials and local historical organizations in Wilmington, North Carolina, erected a plaque on its Riverwalk in May 2005 commemorating an “underground railroad site” – which was in reality a wartime defection of 22 black men to an enemy ship offshore.

A cursory look into this reveals that white men avoiding conscription as well as deserters were regularly defecting to enemy ships off the North Carolina coast from late 1861 through 1865. This is easily found in the reports of Union naval officer reports of deserters and slaves reaching their blockading ships offshore. This is desertion, defection and aiding the enemy – perhaps expecting compensation for intelligence information — but not an “underground railroad.”

Sadly, this was promoted by local tourism officials eager to be on the NPS UGRR network despite a lack of research and evidence. Today, the plaque stands today as a monument to historical inaccuracy and what is best termed intellectual fraud.

The Freedmen in Canada West

A topic little mentioned when discussing the existence of, or accomplishments of, an underground railroad, is the terminus in Canada and the life they led there. Most went to what was then known as Canada West, or roughly today’s Ontario, and found a difficult life in a strange climate and segregated society – not unlike the northern United States of that time.

Though the abolitionists of Bradford’s book describe a Canada welcoming black folks intent on enjoying liberty, the New York Herald printed an eight column article in its January 5, 1860 issue which described the freedmen settlements in Canada. It stated that “the fugitives go to Canada as beggars and the mass of them commit larceny and lay in jail until they become lowered and debased, and ready for worse crimes.”

That Canadians were not eager to allow unlimited numbers of ex-slaves in their country was underscored by an 1851 Toronto newspaper editorial which called for “restrictive immigration measures to check the influx of Negroes.” Though life for the free black in Canada was little different than the free black in the North or South, freedmen Nelson Moss said that he had suffered more from prejudice during three years in Pennsylvania than a free-black in Virginia.

Somehow black refugees thought Canada held more promise for them – perhaps instilled by Northerners who did not want them tarrying in their towns. Black New York minister Samuel E. Cornish viewed New York City as tainted with “an ever-present, ever-crushing Negro hate.”

Frederick Douglas saw Philadelphia in much the same way. The alternative was to stay in the South and await emancipation or purchase his freedom, and seek a better life in familiar surroundings. As an example of free-blacks persons prospering in the South, those in 1850 New Orleans held $2,354,640 in property while at the same time in Buffalo free-blacks held only $57,610.

Lastly, Canadian “Jim Crow”

Fred Landon wrote in the January 1925 Journal of Negro History about the town of Amherstburg in Canada West, a popular destination of the so-called underground railroad. He stated that “Canadian law drew no distinction between black and white in matters of citizenship,” but he found that white Canadians preferred Negroes having schools of their own – which could be said to be precisely the stance of the American South after the war.

Landon wrote that in 1854 the Negroes had a separate school “having neither blackboard nor chairs. The whole interior was comfortless and repulsive. The teacher was a colored woman, apparently doing the best she could under the discouragement of poor surroundings and frequent absences of her pupils.”

He wrote that the arrival of so many people “of another race and color into southwestern Ontario” was something white Canadians found displeasing: “Deep prejudice manifested itself at times and an occasional outburst in some newspaper reflected the feelings of an element of the population.”

The October 27, 1849 Amherstburg Courier printed “a resolution of the district council passed on October 8 of that year, protesting vigorously against the proposed Elgin settlement which was planned by Reverend William King as a home for fugitives from slavery.” This was about the time of Mrs. Tubman’s final visits to Canada with her abducted brethren.

One resident named Larwill, said “there is but one feeling, and that is of disgust and hatred, that they [the Negroes] should not be allowed to settle in any township where there is a white settlement.” This resolution asked that Negroes not be allowed to buy land, suggested a poll tax on Negroes, “a law against amalgamation and a requirement that Negroes shall furnish good security that they will not become a burden.” An additional question advanced was whether Negroes should be allowed to vote.

When abolitionist and Tubman friend, Dr. Samuel G. Howe, visited Amherstburg in 1863 to investigate conditions of freedmen there, he was told by a Mr. Park of the town that some of the Negroes were “indolent and part industrious. They tended to neglect their own poor and begged more than the whites.” Dr. Howe interviewed a Captain Averill who saw the Negroes as good sailors, “but they were never made mates and none owned ships of their own.” A sad reality rather than a welcoming Canadian population.

To conclude, it is worth rethinking Joel Silbey’s view that author Larry Gara “demonstrated the fallacy of the idea that a well-organized and widespread underground railroad existed in the North,” demand more accurate and thoughtful accounting of history from those practicing as historians, and rethink the notion that Tubman was a person worthy of such high recognition.

Upon wider research and deep reflection, and despite what Bradford and Siebert have written, it appears that the well-intentioned Tubman did perhaps bring her relatives and some others away from their condition of slavery – how many others is only a matter of conjecture as there is no hard evidence.

It is also likely that Tubman was selected by abolitionists after the war — with her actions amplified — as suitable moral figures were desperately sought to salve the costly reality of 600,000 war dead and what would become an $8 billion expenditure. That eventual cost of the war would be sufficient to have purchased the freedom of every slave, with the 40 acres, several times over. Certainly something to ponder.

Major Anderson’s Reluctance at Fort Sumter

In his “Rise and Fall”, Jefferson Davis wrote that it is “undeniably that the ground on which Fort Sumter was built was ceded by South Carolina to the United State IN TRUST for the defense of her own soil and her own chief harbor. No other State or combination of States could have any distinct interest or concern in the maintenance of a fortress at that point, unless as a means of aggression against South Carolina herself.” He added that the North’s claim that it was public property was untenable unless stated from an imperial view of total control over the people of that State.

Major Anderson’s Reluctance at Fort Sumter

“The course pursued by the government of the United States with regard to the forts had not passed without earnest remonstrance from the most intelligent and patriotic of its own friends . . . [Senator Stephen] Douglas of Illinois – who was certainly not suspected of sympathy with secession, or lack of devotion to the Union – on March 15th offered a resolution recommending the withdrawal of the garrisons from all forts within the limits of the States that had seceded, except those at Key West and the Dry Tortugas. In support of the resolution he said:

“We certainly cannot justify the holding of forts there, much less the recapturing of those which have been taken, unless we intend to reduce those States themselves into subjection. I take it for granted, no man may deny the proposition, that whoever permanently holds Charleston and South Carolina is entitled to possession of Fort Sumter.

Whoever permanently holds Pensacola and Florida is entitled to the possession of Fort Pickens. Whoever holds the States in whose limits those forts are placed is entitled to the forts themselves. Unless there is something peculiar in the location of some particular fort that makes it important for us to hold it for the general defense of the whole country, its commerce and interests, instead of being useful only for the defense of a particular city or locality.

It is true that Forts Taylor and Jefferson, at Key West and Tortugas, are so situated as to be essentially national, and therefore important to us without reference to the seceded States. Not so with Moultrie, Johnson, Castle Pinckney, and Sumter, in Charleston Harbor; not so with Pulaski, on the Savannah River . . .

We cannot deny that there is a Southern Confederacy, de facto, in existence, with its capital in Montgomery. We may regret it. I regret it most profoundly; but I cannot deny the truth of the fact, painful and mortifying as it is . . . I proclaim boldly the policy of those of with whom I act. We are for peace.”

Mr. Douglas, in urging the maintenance of peace as a motive for the evacuation of the forts, was no doubt aware of the full force of his words. He knew that their continued occupation [by Lincoln] was virtually a declaration of war [on the South].

The general-in-chief of the United States Army, also, it is well-known, urgently advised the evacuation of the forts. But the most striking protest against the coercive measure finally adopted was that of [Fort Sumter commander] Major Anderson himself. The letter in which his views were expressed has been carefully suppressed in the partisan narratives of that period and well-nigh lost sight of, although it does the highest honor to his patriotism and integrity.

It was written on the same day on which the announcement was made to Governor Pickens of the purpose of the United States government to send supplies to the fort, and it is worthy of reproduction here:

“Letter of Major Anderson . . . Protesting Against [Secretary of War] Fox’s Plan for Relieving Fort Sumter.

Fort Sumter, April 8, 1861

To Colonel L. Thomas, Adjutant-General, United States Army.

Colonel: . . . I had the honor to receive, by yesterday’s mail, the letter of the Honorable Secretary of War, dated April 4th, and confess that what he states surprises me very greatly – following, as it does, and contradicting so positively, the assurance Mr. Crawford telegraphed he was “authorized” to make.

I trust that this matter will be at once put in a correct light, as a movement made now, when the South has been erroneously informed that none such would be attempted, would produce most disastrous results throughout our country. It is, of course, now too late for me to give any advice in reference to the proposed scheme of Captain Fox.

We shall strive to do our duty, though I frankly say that my heart is not in this war, which I see is about to be thus commenced. That God will still avert it, and cause us to revert to pacific means to maintain our rights, is my ardent prayer.

Your obedient servant, Robert Anderson, Major, 1st Artillery, commanding.”

This frank and manly letter . . . fully vindicates Major Anderson from all suspicion of complicity or sympathy with the bad faith of the government he was serving. The “relief squadron,” as with unconscious irony it was termed, was already underway for Charleston, consisting, according to their own statement, of eight vessels, carrying twenty-six guns and about fourteen hundred men, including the troops sent for reinforcement of the garrison.

These facts became known to the Confederate government, and it was obvious that no time was to be lost in preparing for, and if possible anticipating the impending assault.”

Lincoln’s Deception Leads to War

After President James Buchanan’s failed Star of the West mission to resupply Fort Sumter in early January, 1861, Lincoln attempted the same in early April while promising to maintain the peaceful status quo. Judge John A. Campbell was a respected Supreme Court Justice who tried honestly to facilitate a peaceful settlement between North and South, but was deceived by those leading the war party of the North. Unionists North and South advised Lincoln to abandon Sumter to avoid a conflict between Americans.

Montgomery, Alabama, May 7, 1861

“Sir:  I submit to you two letters that were addressed by me to the Hon. W. H. Seward, Secretary of State of the United States, that contain an explanation of the nature and result of an intervention by me in the intercourse of the commissioners of the Confederate States with that officer.

I considered that I could perform no duty in which the entire American people, whether of the Federal Union or of the Confederate States, were more interested than that of promoting the counsels and the policy that had for their object the preservation of peace. This motive dictated my intervention.

Besides the interview referred to in these letters, I informed the Assistant Secretary of State of the United States (not being able to see the Secretary) on the 11th April, ultimo, of the existence of a telegram of that date, from General Beauregard to the commissioners, in which he informed the commissioners that he had demanded the evacuation of Sumter, and if refused he would proceed to reduce it.

On the same day, I had been told that President Lincoln had said that none of the vessels sent to Charleston were war vessels, and that force was not to be used in the attempt to resupply the Fort. I had no means of testing the accuracy of this information; but offered that if the information was accurate, I would send a telegram to the authorities at Charleston, and it might prevent the disastrous consequences of a collision at that fort between the opposing forces. It was the last effort that I would make to avert the calamities of war.

The Assistant Secretary promised to give the matter attention, but I had no other intercourse with him or any other person on the subject, nor have I had any reply to the letters submitted to you.

When foreign troops occupy your land and sufficient warning is given, a sovereign State will expel them. “The ultimate ownership of the soil, or eminent domain, remains with the people of the State in which it lies, by virtue of their sovereignty.”

A Fort on South Carolina’s Sovereign Soil

“For well over one hundred years, uninformed and liberal historians and others have charged South Carolina with starting the Civil War when the shore batteries at Charleston fired on the Federally-held Fort Sumter in the bay. These writers have stated that this fort was the property of the federal government. This statement is false.

On March 24, 1794, the US Congress passed an act to provide for the defense of certain ports and harbors of the United States. The sites of forts, arsenals, navy yards and other public property of the federal government were ceded or assigned by the States within whose limits they were, and subject to the condition, either expressed or implied, that they should be used solely and exclusively for the purpose for which they were granted. The ultimate ownership of the soil, or eminent domain, remains with the people of the State in which it lies, by virtue of their sovereignty.

South Carolina, in 1805 by legislative enactment, ceded to the United States in Charleston Harbor and on the Beaufort River, various forts and fortifications and sites for the erection of forts. The Commonwealth of Massachusetts enacted the same in its legislature in 1836. New York State, in granting the use of the site for the Brooklyn Navy Yard says: “The United States are to retain such use and jurisdiction so long as said tract shall be applied to the defense and safety of the city and port of New York and no longer . . .” The cession of the site of Watervliet Arsenal was made on the same terms.

It has been said by many historians that these sites were purchased outright by the federal government. This is also false. The Act of 1794 clearly states, “that no purchase shall be made where such lands are the property of the State.”

When General George B. McClellan and his federal army of 112,000 men landed on the tip of the Virginia peninsula April12, 1862 and occupied Fortress Monroe, this action verified the Southern charge of Northern aggression.

A State withdrawing from the union would necessarily assume the control theretofore exercised by the general government over all public defenses and other public property within her limits. The South, on the verge of withdrawal (from the union) had prepared to give adequate compensation to an agent of the Northern government for the forts and other public works erected on the land. Therefore, three commissioners from South Carolina, one from Georgia, and one from Alabama were sent to Washington to negotiate for the removal of federal garrisons from Southern forts.

The commissioners, all prominent men, were Messrs. Robert W. Barnwell, James H. Adams, and James L. Orr of South Carolina; Martin Crawford of Georgia, and John Forsythe of Alabama, and arrived in Washington on the 5th of March.

On March 12th they addressed an official communication to Mr. [William] Seward, Secretary of State, explaining their functions and their purpose. Mr. Seward declined to make any formal recognition of the commissioners, but assured them in verbal conferences of the determination of the government at Washington to evacuate Fort Sumter; of the peaceful intentions of the government, and that no changes in the status prejudicially to the Confederate States were in contemplation; but in the event of any change, notice would be given to the commissioners.

The commissioners waited for a reply to their official communication until April 8th, at which time they received a reply dated March 15th by which they were advised that the president had decided not to receive them, nor was he interested in any proposals they had to offer. During this time the cabinet of the Northern government had been working in secrecy in New York preparing an extensive military and naval expedition to reinforce the garrison at Fort Sumter in the harbor of Charleston, South Carolina.

As they had tried to deceive the people of the North and South in January 1861 with the Star of the West (expedition to Sumter), loaded with troops and ammunition, the radical Republicans again advised the press that this mission was also a mission of mercy for the garrison of Fort Sumter, and on April 7th the expedition set sail southward bound loaded with troops and arms.

At 2PM, April 11, 1861, General Beauregard demanded that Major Anderson of Fort Sumter evacuate the works, which Anderson refused to do. At a little after 3AM, General Beauregard advised Major Anderson that “in one hour’s time I will open fire.”  At 4:40AM, from Fort Johnson the battery opened on Fort Sumter, which fire was followed by the batteries of Moultrie, Cummings Point and the floating battery.

At this time a part of the federal naval force had arrived at the Charleston bar, but strange to say, Captain Fox, after hearing the heavy guns of the bombardment decided that his government did not expect any gallant sacrifices on his part, and took no part in the battle. On April 13 after the Confederate guns had reduced Sumter to a smoking heap of ruin, Major Anderson surrendered, with no loss of life on either side.

“On one side of the conflict was the South led by the descendants of the Cavaliers, who with all their faults had inherited from a long line of ancestors a manly contempt for moral littleness, a high sense of honor, a lofty regard for plighted faith, a strong tendency for conservatism, a profound respect for law and order, and an unfaltering loyalty to constitutional government.”

Against the South was arrayed the power of the North, dominated by the spirit of Puritanism which, with all its virtues, has ever been characterized by the pharisaism which worships itself, and is unable to perceive any goodness apart from itself, which has ever arrogantly held its ideas, its interests, and its will, higher than fundamental law and covenanted obligations; which has always “lived and moved and had its being, in rebellion against constituted authority.

April 11, 1861:

[Biographer Hudson Strode would continue]:

“The next morning supported by the majority of his Cabinet, but with [Robert] Toombs not voting, the President asked [General] Beauregard to demand the evacuation of Fort Sumter, and if the ultimatum should be refused, to reduce it.”

On the afternoon of April 11, under a flag of truce, Beauregard’s aides, former Senator James Chesnut, of South Carolina, and Captain Stephen Lee, set out in a small boat and conveyed the ultimatum. Deeply perturbed, [Fort Sumter commander] Major [Robert] Anderson debated with himself. Because of the recent letter from his government, he decided that he could not in honor comply. As he handed his formal reply to Chesnut, he remarked sadly, with a resigned smile, “I will await the first shot.” Then he added, as if casually, “If you do not batter us to pieces we will be starved out in a few days.” Along with the result of the visit, Beauregard communicated to Montgomery Anderson’s significant remark.

When President Davis received the report, he understood the miserable quandary of his old friend Bob Anderson, as clearly as he saw through Lincoln’s maneuver to make the [Confederacy] shoot. Knowing that the fort must not be reinforced and that time was running out, he yet made one last effort to avoid [armed engagement]. He had Confederate Secretary of War Leroy Walker telegraph Beauregard:

“We do not desire needlessly to bombard Fort Sumter. If Major Anderson will state the time . . . at which he will evacuate, and agree that in the meantime he will not use his guns against us unless ours should be employed against Fort Sumter, we will abstain from opening fire. You are thus to avoid the effusion of blood. If this or its equivalent be refused, reduce the fort as your judgment decides to be the most practicable.”

Far to the north in Hartford, Connecticut, the editor of the Hartford Daily Courant wrote in his editorial for the following day’s edition, “Public opinion in the [northern States] seems to be gradually settling down in favor of recognition of the new Confederacy by the Federal Government.” But the Lincoln Administration was well along in executing plans to remake that “opinion.”

Hudson Strode would continue the story:

The missive was presented, Anderson held a midnight conference with his top officers. A dutiful soldier and a loyal [Federalist], Anderson was also a Kentuckian, and married to a Georgian; he loved the Southern . . . people. If he had not misguidedly moved from [Fort] Moultrie to Sumter on that fateful Christmas night, “to prevent an effusion of blood,” he would not be in his present miserable dilemma! If to avoid a war between the States he now agreed to evacuation before the garrison’s last slab of salt pork was gone, Anderson knew he would be branded as a traitor. After painful, almost unbearable, deliberation, at half-past two in the morning of April 12, Robert Anderson took up his pen to compose a formal reply:

“I will, if provided with the proper and necessary means of transportation, evacuate Fort Sumter by noon [April 15], and I will not in the meantime open my fire upon your forces unless compelled to do so by some hostile act against this fort or the flag of my Government by the forces under your command should I not receive prior to that time controlling instructions from my Government or additional supplies.”

Time had run out, for the Federal fleet was already overdue. Records show that the Harriet Lane had already arrived at the designated rendezvous point off Charleston Harbor, and within minutes her commander would communicate with [US Navy official] Gustavus Fox who was on the Baltic. The warships were gathering.”

“On the night of 26/27 December [1860], Major Robert Anderson . . . withdrew his small force from the unfinished Fort Moultrie to Fort Sumter, the most defensible of the various posts scattered about the harbor, spiking the guns and burning the gun carriages at Moultrie. This surprise move greatly alarmed the public in South Carolina.

It was the first federal act that could be interpreted as overly hostile in intent, and it seemed to South Carolinians an act of bad faith, violating their understanding of a tacit agreement with Washington to maintain a status quo until a political settlement could be worked out by the delegates the State had sent there. Indeed, it was this act and not the firing on Fort Sumter that South Carolinians regarded as the commencement of hostilities.”

From Mr. Toombs, Secretary of State, CSA, April 24, 1861:

[to Hon. W.L. Yancy, P. Rost, Dudley Mann, Commissioners of the Confederate States]

“When you left this city [Montgomery] you were aware that Commissioners from this government had been sent to Washington with the view to open negotiations with the government of the United States for the peaceful settlement of all matters in controversy, and for the settlement of relations of amity and good will between the two countries.

They promptly made known to the Administration at Washington the object of their mission; gave the most explicit assurance that it was the earnest desire of the President, Congress, and the people of the Confederate States to preserve peace; that they had no demand to make which was not founded on the strictest justice, and that they had no wish to do any act to injure their late confederates, [and] they did not press their demand for a formal reception or a recognition of the independence of the Confederate States.

So long as moderation and forbearance were consistent with the honor and dignity of their government, they forebore from taking any steps which could possibly add to the difficulties by which the Cabinet of Mr. Lincoln was beset.

[They] received the most positive assurances from Mr. Seward that the policy of his government was peace; that Fort Sumter would be evacuated immediately; that Fort Pickens would soon be abandoned; that no measure was contemplated “to change the existing status of things prejudicially to the Confederate States;” and that, if any change were resolved upon, due notice would be given to the Commissioners.

Incredible as it may seem, it is nevertheless perfectly true that while the Government of the United States was thus addressing the Confederate States with words of conciliation and promises of peace, a large naval and military expedition was being fitted out by its order for the purpose of invading our soil and imposing on us an authority which we have forever repudiated, and which it was well known we would resist to the last extremity.

Having knowledge that a large fleet was expected hourly to arrive at Charleston harbor with orders to force and entrance and attempt to victual and reinforce the fortress, and that the troops of the Confederate States would be thus exposed to a double attack, General Beauregard had no alternative left but to dislodge the enemy and take possession of the fort, and thus command absolutely all the approaches to the port of Charleston, so that the entrance of a hostile fleet would be almost impossible.”

Who Bears the Guilt?

“Perhaps a word should be inserted here as to which side was the aggressor in this historic conflict. Who bears the guilt of starting the war? The North has sought to lay this stigma upon the South since we fired the first shot.

But the courts (and common sense as well) have decreed that the aggressor is not the one who strikes the first blow, but the one who makes that blow necessary. The ground on which Fort Sumter stood had been lent to the Federal Government by the State of South Carolina for the erection of a fort to guard its chief harbor, but when South Carolina withdrew from the Union, the property automatically reverted to the State.

Morally and legally, the first blow was not struck at Charleston, but when this fleet with hostile intent weighed anchor in the harbor of New York. Hence the guilt of aggression lies at the door of the Federal government at Washington. (See Stephens History of the US, pp. 421-429)

Lincoln Launches His War Against the South

North Carolina retained strong Unionist sentiments until Lincoln’s provocations at Fort Sumter resulted in open warfare. Governor John W. Lincoln Launches His War Against the South

“In manipulating the Fort Sumter crisis to produce that “first shot,” Abe Lincoln had followed the advice of his long-time political friend, Orville Browning, of Illinois. Lincoln had first met Browning during brief service in the Illinois Militia, when they were both chasing after Black Hawk’s Native Americans. Well-educated, Browning practiced law in Quincy, Illinois, and was a Whig politician during the years that Lincoln was active in the Whig party. Then, like Lincoln, Browning became a major figure in the founding of the Illinois Republican party in 1856.

But Browning’s instruction about manipulating the Fort Sumter crisis to produce that most valuable “first shot” had been his most fearsome influence on Lincoln. Before the inauguration, Browning had written Lincoln: “In any conflict…between the [Federal] Government and the seceding States, it is very important that the [Secessionists] shall be [perceived] as the aggressors, and that they be kept constantly and palpable [allegedly] in the wrong. The first attempt…to furnish supplies or reinforcements to Sumter will induce [a military response] by South Carolina, and then the [Federal] Government will stand justified, before the entire [Federation], in repelling the aggression, and retaking the forts.”

Later that summer Lincoln would happily tell Browning, “The plan succeeded. They attacked Sumter – it fell, and thus, did more service than it otherwise could.”

Lieutenant [Gustavus] Fox was very discouraged by his failure to resupply Fort Sumter, and would soon write Abe Lincoln a letter of apology. To Fox, Lincoln would reply: “You and I both anticipated that the cause of the [Federation] would be advanced by making the attempt to provision Fort Sumter, even if it should fail; and it is no small consolation now to feel that our anticipation is justified by the results.”  Having in his hand his coveted “first shot,” Abe Lincoln lost no time in launching a war against the Confederacy. 

On the very next day, April 15, Lincoln issued an Executive Proclamation directing the Army and Navy to invade the Confederacy and force her States to submit to Federal authority. Lincoln cloaked his rhetoric in awkward language that avoided referring to the Confederacy by name, ignored the fact that seven States had seceded prior to his taking office, ignored Fort Sumter, alleged the existence of lawlessness and rebellion on the part of some of the people in seven States, and inferred that the northern States were somehow in harm’s way.

The Proclamation was set in legal language to circumvent the authority vested in the Federal House and Senate to declare war, and to suppress the notion that the Confederacy even existed. Instead of naming the Confederacy, he called his adversary, “combinations too powerful to be suppressed by the ordinary course of judicial proceedings.”

In his proclamation Abe Lincoln had totally ignored the action of his fleet of warships and the Confederate eviction of the Federal regiment from Fort Sumter. To have done so would have required that he admit that 7 States had seceded and formed a new nation, that the States into which he was dispatching militiamen were actually members of a peaceful foreign nation.

Lincoln’s Duplicity at Fort Sumter

The land ceded to the federal agent at Washington for forts, arsenals and yards by individual States were intended for the protection, not destruction, of the States they were located in. If a fort was to be used by that agent for a warlike purpose against a State, it is obvious that State would immediately eject the federal employees. Lincoln in early 1861 sent spies to Charleston to gather intelligence before he commenced war.

Lincoln’s Duplicity at Fort Sumter

“There are many matters of interest and importance connected with the firing upon Fort Sumter which are not generally mentioned in our American histories. These are given in some detail in Dr. H.A. White’s “Life of Robert E. Lee.” Such information is essential to an understanding of the whole subject of the beginnings of the sectional conflict.

“. . . It will be an advantage for the South to go off,” said H.W. Beecher. After the inauguration of Mr. Lincoln there was a strong current opinion in the North that the Federal troops should be withdrawn from the Southern forts. President Lincoln’s “organ,” the National Republican, announced that the Cabinet meeting of March 9 had determined to surrender both Sumter and Pickens.

That [Major Robert] Anderson would be withdrawn from Sumter “was the universal opinion in Washington (Rhodes, U.S., vol. iii, p. 332). Welling, of the National Intelligencer, was requested by [William] Seward to communicate the Cabinet’s purpose to George W. Summers, member of the Virginia Convention (The Nation, Dec. 4, 1879). March 15 Secretary Seward unofficially notified the Confederate Commissioners, through Justice Campbell of the Supreme Court, that Sumter would be yielded at once to the Southern Confederacy.”

“. . . March 24 brought Colonel Ward H. Lamon of Washington to Fort Sumter. He obtained permission from Governor Pickens to visit Major Anderson upon the representation that he had come as “confidential agent of the President,” to make arrangements for the removal of the garrison. The impression produced upon Major Anderson by Lamon, as well as upon the officers and men of the garrison, was that the command was to be withdrawn.” Lamon informed Governor Pickens “that the President professed a desire to evacuate the work.” After Lamon’s return to Washington he sent a written message to Pickens, that he “hoped to return in a very few days to withdraw the command.”

When Conservative Statesmen Walked the Earth

The Southern Dixiecrat movement was greatly the result of the communist-dominated labor union infestation of FDR’s Democrat party from 1936 onward. FDR’s labor advisor was Sidney Hillman, Russian refugee from the 1905 revolution who as a radical labor organizer in New York City, earlier delivered communist votes to Roosevelt for governor. In 1936 Hillman formed the CIO and the first political action committee, CIO-PAC, with the intention of funneling labor money directly to FDR’s reelection campaigns. Roosevelt’s 1940 running mate, Henry Wallace, saw nothing wrong with communism and the Southern Democrats had had enough. Hillman’s CIO spawned the Highlander Folk School in Tennessee, a communist labor-organizing training facility attended in the mid-1950’s by M.L. King and Rosa Parks.

When Conservative Statesmen Walked the Earth

“From the outset of his administration, the central theme of the [Virginia Governor William] Tuck tenure was hostility to organized labor. In his first message to the General Assembly, the new governor denounced public employee unions, and the legislators responded by declaring public employee collective bargaining to be contrary to the public policy of Virginia.

When employees of the Virginia Electric and Power Company threatened a strike in the spring of 1946, Tuck declared that a state of emergency existed, and mobilized the unorganized State militia, and threatened to induct 1,600 of the utility’s employees. The next year he convened a special session of the General Assembly and secured passage of two additional measures: one permitting State seizure of strike-plagued utilities, and another outlawing compulsory union membership (the “Right to Work Law”).

Across the nation a rash of postwar strikes caused the organized labor movement’s popularity to plummet. President Truman in 1946 vetoed legislation designed to curb union power, and that move, in combination with concessions made by the administration in order to end a United Mine Workers strike, brought the new President widespread criticism.

Senator [Harry F.] Byrd and the State’s conservative Democratic congressmen spent much of their reelection campaigns in 1946 pillorying organized labor; Eighth District Congressman Howard W. Smith, for example, assailed the Congress of Industrial Organizations’ political action committee (“CIO-PAC”) as a “new swarm of carpetbaggers who are invading the Southern States [and] are impregnated with communism.”

The ever-widening gulf between Senator Byrd and the national Democratic Party was the principal reason for the [Virginia] Republicans high hopes. Byrd supported Franklin Roosevelt for President in 1932, but he quickly became disenchanted as the new President repudiated the conservative thrust of his 1932 platform and embarked on a broad new social agenda.

When Roosevelt’s ill-fated “court-packing” plan was advanced in 1937, Byrd and other Southern Democrats joined with the Republicans to defeat it, thereby giving birth to the conservative coalition that would remain a formidable force within the Congress for decades. It was President Truman, however, who most infuriated Byrd.

Like most of his Southern colleagues, the Virginia senator initially greeted Harry Truman’s ascension to the Presidency in April 1945 with favor. Truman, after all, was the son of a Confederate soldier, and his Missouri accent fueled the feeling among Southerners that one of their own was finally in charge. In fact, Truman owed his spot on the national ticket in 1944 to Southern party leaders who had insisted that Roosevelt jettison liberal Vice President Henry Wallace as the price of their continued support.

[After Truman] attempted to breathe new life into FDR’s New Deal coalition, the President proposed a variety of liberal initiatives in his State of the Union message. The President’s initiative brought a sharp and swift denunciation from Virginia’s senior senator. “[Taken] in their entirety,” declared Byrd, “[the Truman civil rights proposals] constitute a mass invasion of States’ rights never before even suggested, much less recommended, by any previous President.”

The senator’s disdain for Truman was surpassed, perhaps, only by that of Governor Tuck. On February 25, 1948, the governor went before the General Assembly to denounce the Truman civil rights program and to propose a measure of his own for dealing with the President. The Tuck “ballot bill” would keep the names of all presidential candidates off of the November ballot in Virginia. Instead, only the parties would be listed . . . [to] keep Truman from getting Virginia’s electoral votes . . . In Washington, Senator Byrd took to the floor to strongly endorse the Tuck bill and commend it to his Southern colleagues.”
