Another Casualty of the War

It is written that “despite the changes which the catastrophe of 1865 made inevitable, the distinctive culture of the region was never destroyed.” Both races had to return to living together in the same land, but social relations deteriorated with the political machinations of the carpetbaggers and the Republican Party’s Union League. For simple political opportunism and lasting hegemony over the defeated South, the latter taught the black man to hate his lifelong white neighbor and vote for the Northern party which impoverished the South.

Another Casualty of the War

“Since the Civil War, there has been a decline in what the ante-bellum traveler Frederick Law Olmsted called “the close habitation and association between black and white.” Immediately after the war the two races separated in churches, and for the cultural give and take of the plantation was substituted a dual school system which sealed off the children of one race from another.

Gradually it became impossible for a white person to teach in a Negro school without losing caste. When the courts forced the attendance of Negroes in white schools, no genuine interracial fraternity developed. No longer did the two races have what William Faulkner calls “the same parties: the identical music from identical instruments, crude fiddles and guitars, now in the big house with candles and silk dresses and champagne, now in the dirt-floored cabins with smoking pine knots and calico and water sweetened with molasses.”

The whites have been able to implement a growing aversion to intimate contact with the blacks through the use of labor-saving devices and through the spread of progressive notions concerning the dignity of labor. Despite Supreme Court decisions, immutable social custom makes for increased residential segregation, especially in the newer sections of the cities.

One of the most persistent beliefs about the South is that the Negro is in a constant state of revolt against the social pattern of the section. Despite a vast literature to the contrary, the facts of history refute this assumption.

As a slave the black man never attempted general insurrection and did not run away often. “The slaves,” says a historian of the Confederacy, Robert Cotterill, “supported the Confederacy (albeit somewhat involuntarily).” It is now proved that outside compulsions rather than inner ambitions prompted the political insubordinations of Reconstruction. Their artificial character is proved by the fact that they were not accompanied by much social insubordinations and by the fact that they disappeared as soon as the outside compulsions were removed.

Indicative of the willingness of the rank and file blacks to accept the status quo are the words of a conservative demagogue who knew the Negro well. “If the election of the governor of South Carolina were left “entirely to the Negro vote,” declared Cole L. Blease in 1913, “I would receive without trouble 75 to 90 percent.”

“Visiting Statesmen” in Florida

The South acquiesced to the inauguration of “His Fraudulency,” Rutherford B. Hayes, in the notorious national election of 1876 with the withdrawal of Northern troops from the South as well as promises of federal aid to Southern railroads. This election was a continuation of Republican election fraud in the South which herded freedmen to the polls while intimidating white Democratic voters. In order to win elections, the Democratic Party was to become as corrupt as their even worse political adversaries.

“Visiting Statesmen” in Florida

“The smallest tadpole in the dirty pool of Secession,” as the New York Herald had described Florida in the war, had become something very different to The New York Times in 1876. Early in the morning after the election, that strong Republican paper, after accounting politically for every State in the Union but Florida, announced: “This leaves Florida alone still in doubt. If the Republicans have carried that State, as they claim, they will have 185 votes, a majority of one.”

The situation was not quite that simple, but Florida’s vote was that important. “Visiting statesmen” of both parties hastened to Tallahassee. Local partisans were active too. Some of the Republicans who came were . . . Governor Edward F. Noyes, of Ohio, who presented the Republican case and was said to have made some remarkable Republican promises . . .

Lew Wallace, the politician and novelist . . . described the Florida situation in a letter to his wife: “It is terrible to see the extent to which all classes go in their determination to win. Conscience offers no restraint. Nothing is so common as the resort to perjury . . . Money, intimidation can obtain the oath of white men as well as black to any required statement . . . if we [Republicans] win, our methods are subject to impeachment for possible fraud.

Fraud was national. It applied to the Presidency as well as railroad bonds. “Visiting statesmen” who came late showed no more scruples that carpetbaggers who came early or the scalawags whom they found.

The Republicans secured the vote of Florida, Louisiana and South Carolina. But the Florida vote remains more significant in view of Dr, Vann Woodward’s statement that the consensus of recent historical scholarship is that “Hayes was probably entitled to the electoral votes of South Carolina and Louisiana, and that Tilden was entitled to the four votes of Florida, and that Tilden was therefore elected by a vote of 188 to 181.”

Republicans and the Freedmen’s Role

The North’s Republican Party was solely responsible for the postwar Solid South which opposed their Reconstruction efforts, and the former utilized the newly-enfranchised freedmen to establish a Southern wing to maintain their national hegemony. To hold Northern votes the Republicans waved “the bloody shirt”; at the same time they swayed the black voter with warnings of newly-elected Democrats re-enslaving them.  Below, the home State of Carl Schurz was not Missouri, he was a socialist revolutionary from Erftstadt, Germany, and elevated by Lincoln to attract German immigrant support for his war.

Republicans and the Freedmen’s Role

“One of the first [Northerners] to change his mind about the freedmen was Carl Schurz. In 1865, after a Southern tour, he had recommended that the Negro be enfranchised, disregarding the fact that “the [white] masses are strongly opposed to colored suffrage.” But in 1870, when he realized that uneducated Negroes were an easy prey for spoilsmen, Schurz admitted that he had erred.

To his disgust the [Republican] machine politicians in Missouri, his home State, dominated the scene by manipulating ignorant, but enfranchised, Negroes. Henceforth, Schurz steadfastly opposed all legislation designed to aid the colored man. And he assumed that anyone who tried to stir up sectional passions had yielded to the worst elements in the Republican organization.

Although the transition in the thinking of George William Curtis, the editor of Harper’s Weekly, was far different, he eventually reached the same conclusion. Like Schurz, Curtis after the war favored Negro suffrage. He argued that the freedmen had proven their loyalty and deserved the ballot. Admittedly, many of them were ignorant, but so were “great masses of Northern voters. Education,” he wrote, “is a good thing; but it appears some of the staunchest patriots in the land cannot read, and that some of the basest traitors are highly educated.”

During the 1880 campaign Harper’s Weekly vigorously denounced the Solid South. He then said that the Southern question was dead. The federal government could do nothing more to help the Negro. After that, Curtis joined Schurz in resisting all attempts to stir up the race issue.

A third distinct case was Edwin L. Godkin of the Nation. Although he begrudgingly advocated the enfranchisement of the Negro after the Civil War, he never abandoned the conviction that white Anglo-Saxons were inherently superior to “ignorant foreigners” and atavistic colored men. “I do not oppose the admission [to suffrage] of such Negroes as shall prove their fitness,” Godkin wrote in 1865. “. . . What I ask, and meant to ask, was not that the blacks shall be excluded as blacks, but simply that they shall not be admitted to the franchise simply because they are blacks and have been badly treated.”

Godkin recommended the disenfranchisement of all Negroes who could not learn to read or write within two years. Only by developing his intelligence could the colored man distinguish between “statesman and demagogue; between honest public men and knavish public men; between his own real friends and his real enemies.”

Although Godkin originally supported the Radical plan of Reconstruction, which provided for military enforcement of Negro suffrage, he was convinced by 1871 that this adventure had failed.

“We owe it to human nature to say that worse governments have seldom been seen in a civilized country,” the editor admitted. “They have been composed of trashy whites and ignorant blacks.” Control of Southern affairs should be returned to those “who have most influence and knowledge.” The simple truth was that the freedmen were unfit for the role the Republicans desired them to play: “Any party in which the Negro is in the majority, cannot help having its policy, if not shaped, greatly influenced by their political ignorance and incapacity.”

“The Party of Our Fathers’ is Dead”

Strom Thurmond’s break with the Democratic Party was symbolized by his absence at the 1964 Democratic Party Convention. He admired Barry Goldwater’s vote against Lyndon Johnson’s Civil Rights Bill, his strong military stance, strict interpretation of the Constitution, and his ardent anti-communism.

“The Party of Our Fathers’ is Dead”

“[Meeting on September 12, 1964, Strom Thurmond] wasted no time, telling Goldwater, “I have three choices open to me. I can keep quiet [as a Democrat], I can come out for you and remain a Democrat, or I can come out for you and go all the way to the Republican Party. I’ll do what will help you most.”

[Thurmond would publicly castigate] the Democrats as an evil group who no longer represented “the people.” In addressing “My Fellow South Carolinians” that Wednesday night, Thurmond said:

“The Democratic Party has abandoned the people . . . It has repudiated the Constitution of the United States. It is leading the evolution of our nation to a socialist dictatorship. The Democratic Party has forsaken the people to become the party of minority groups, power-hungry union leaders, political bosses, and big businessmen looking for government contracts and favors . . . The Democratic Party has invaded the private lives of the people by using the powers of government for coercion and intimidation of individuals.

The Democratic Party has rammed through Congress unconstitutional, impractical, unworkable, and oppressive legislation which invades inalienable personal and property rights of the individual . . . The Democratic Party has encouraged, supported and protected the Supreme Courts in a reign of judicial tyranny . . .

The [Democrat] party of our fathers is dead. Those who took its name are engaged in another reconstruction, this time not only of the South, but of the entire nation. If the American people permit the Democratic Party to return to power, freedom as we have known it in this country is doomed, and individuals will be destined to lives of regulation, control, coercion, intimidation, and subservience to a power elite who shall rule from Washington . . .”

Roosevelt’s Progressive Party and the South

Theodore Roosevelt’s mother was Martha Bulloch (1835-1884), who grew up near today’s Roswell, Georgia on her father’s plantation worked by thirty-one slaves. Her two brothers James and Irvine had illustrious careers serving the Confederacy, and it is said that those patriotic uncles served as exemplary role models for him later in life. When he became president, TR labored in vain to entice Southern Democrats away from their party, as the damage done by the Republican party to the South seemed irreparable.

Roosevelt’s Progressive Party and the South

“When by accident Theodore Roosevelt came to the presidency in 1901, he entered that office with a desire to revise the political map of the country, for he was positive that a change in the traditional Republican attitude toward the Southern white voter would go far to break the Democratic political monopoly of the solid South.

Accordingly, in his early appointments and in his public speeches he attempted to pursue a course of conciliation calculated to entice the white citizen of the South away from the Democratic party.

After his departure from the Republican party in June 1912, however, Roosevelt realized at once that perhaps this was his chance to break the political monopoly of States below the Ohio River by organizing a rival party designed to appeal to Southern whites.

It was upon [growing] discontent [with Democratic leadership in the South] that Theodore Roosevelt proposed to found the new Progressive party in the South, which, freed of the incubus of the Republican label, would be “without one touch of sectional feeling,” and which therefore could offer the first serious opposition to Southern Democracy since the days of the old Whigs.

Yet the leader of the Progressive party was well aware that if a strong, permanent party were to be built in the South it would necessarily have to be organized upon a “lily white” basis.

[Roosevelt defined his position on race with], in the North there were numerous intelligent and honest Negroes who could be incorporated into the party machinery to the mutual good of both the individual and the party. The situation in the South, however, was a different matter. In this opinion, Roosevelt declared, he stood not on theory but upon actual observation.

For forty-five years the Republican party had been trying to build a successful organization there based upon black participation, and the result for a variety of reasons had been “lamentable from every standpoint.”

To repeat the experiment, he felt, would make a Progressive party victory impossible in the South, and would do nothing for the Negro except “to create another impotent little corrupt faction of would-be office holders, of delegates whose expenses had to be paid, and whose votes sometimes had to be bought.”

In conclusion, he maintained that the only man who could help the Negro in the South was his white neighbor; and therefore he hoped the Progressive party would put the leadership of the South into the hands of “intelligent and benevolent” white men who would see to it that the Negro got a measure of justice, something which the Northerner could not obtain for him, and something he could not obtain himself. Thus, Charles Sumner and Thaddeus Stevens were publicly disavowed by a former Republican president.”

Establishing Modern, Free Government in Korea

Theodore Roosevelt was awarded the Nobel Peace Prize in 1905 for brokering the peace treaty between Japan and Russia. Like many progressive Americans, TR saw modernizing Japan as a role model for what was viewed a backward Korea, and Japan was given a free hand in colonizing its neighbor, a trade-off as the United States had colonized the Philippines. In 1904, future South Korean president Syngman Rhee was in the United States where he remained until returning to Korea in 1945, hailed by the US as a “resistance hero,” and installed as proconsul. He infuriated Koreans in his new role by relying upon Korean collaborators with the Japanese and using similar repressive policies as the previous occupiers. Despite US support for his roundly corrupt regime, he was deposed in 1961 and exiled to Hawaii.

Establishing Modern, Free Government in Korea

“Syngman Rhee, returning from the United States a resistance hero, was elected president of the First Republic and in 1948, following three-year tutelage under the US military government on the finer points of democratic governance, formed the first modern government in Korea by Koreans.

[With his American-manufactured] heroic status as the “father of the nation,” Rhee was actually a politician without a political ideology and a governor without a governing program. Hence, whenever he encountered opposition to his policies he was habitually inclined to rely on physical violence and political manipulation rather than persuasion or competition on ideological grounds . . . the Rhee administration from start to finish a one-man regime with enormous power concentrated in his hands alone.

He carried on with politics surrounded by those who were personally loyal to him rather than those chosen for objective qualifications. Elevate by his sycophants to a virtual deity, Rhee was essentially isolated from the ongoing affairs of his subordinates. Charitably, “at best he was a traditional “monarch.”

Under Rhee, Korea remained a repressive society, aided by a 300,000-man police apparatus. Corruption and incompetence characterized the regime’s national bureaucracy [and] the police force was at the center of continuing social and political oppression. Elections during his regime continued to be scandalized with rigging, violence and bribery – the final one of which resulted in the 1960 student uprising that toppled his government.

The press was harassed and often closed down for anti-Rhee tendencies. A few of his political opponents were assassinated or executed, or died rather inexplicably.

Rhee’s ability to stay in power rested to some extent on his effective control of the military . . . [and] the military served Rhee well as a source of electoral votes and political funds. High-ranking officers were pressured into “delivering” their units to Rhee and his Liberal party. Since the military was spending roughly $400 million in aid from the United States, Rhee’s political machine relied heavily on the loyalty of the military to shore up his sagging political fortunes.

In its determination to win [reelection] at any cost [in 1960], however, the Liberal party supporting Rhee . . . apparently went overboard. Two weeks or so before the election a fantastic array of election rigging plans devised by the Liberal party was exposed by the press. The secret plans included producing ghost votes, stuffing ballot boxes, bribing voters with money and merchandise, using physical violence on opponents, openly casting ballots under supervision, and so on.

The opposition Democratic party . . . appealed to the Central Election Committee for safeguarding [voting] mechanisms. Predictably, this appeal fell on deaf ears.”

The Revolution of 1913

Below, author Frank Chodorov rightly points to the centralization of economic power in Washington as the origin of dissolution of the Union. The Lincoln revolution of 1861 left the Founders’ republic a shambles, and imperial authority became seated in Washington supported by the financial apparatus of the Northeast. The marriage of government and corporate interests was not possible with conservative Southerners in Congress; the Gilded Age and imperial expansion followed the end of the republic, and the Sixteenth Amendment was sure to follow. This was what antebellum Southern statesmen warned against and could not prevent.

The Revolution of 1913

“The federal government rubbed along on what it could get out of customs duties and excise taxes until the enactment of the Sixteenth Amendment in 1913. It requires no great imagination to draw up a bill of particulars [today] against the present American state comparable to the indictment of the British crown in the Declaration, and one could well argue that there is more cause for revolt today than there was in 1776. The will, however, is absent.

Among the casualties of the revolution of 1913 is the doctrine of federalism. From 1789 until the Civil War, the tradition of coequal authority between local and federal governments held firm, and even after that war (which settled only the question of secession), the States maintained their autonomy by virtue of their economic independence. The country was a Union, not a nation; it was only when the federal government obtained power over the citizens’ property that our constitutional structure was mutated.

Before income taxation, the best the government could offer the local politician in the way of bribery were land grants, franchises, a few posts in the limited bureaucracy and “rivers and harbors” bills. The price was not high enough to buy up the integrity of the people’s representatives completely; a truly patriotic congressman was not a rarity.

The ink was hardly dry on the Sixteenth Amendment before the heretofore picayune grant-in-aid program began to blossom; in 1914 came the Smith-Lever Act establishing the Agricultural Extension Service . . . followed in rapid order with others; it would take a book of proportions merely to list the legislation passed since 1913 to favor political ambitions.

It is a truism to say that the congressman is only a liaison officer between his constituents and the Treasury Department. In fairness, one should not point to this consequence of the Sixteenth Amendment as evidence of the moral decline of the politician; it is rather proof of a dwindling social integrity.

That the politician unashamedly boasts of the prosperity his “influence” has brought to his community, by way of airfields, bridges, dams, and smokestacks, only reflects the general attitude. And the general attitude, visibly expressed in the endless safari to Washington in behalf of “worthy” causes, is in turn the result of the transfer of economic power from society to the state.

But the quid pro quo [economic power transfer] is the abdication of local social power in favor of the greater monopolization of coercion by the central establishment. The price of favors is sovereignty. Just as the citizen was turned into a subject by the confiscation of his property, so does the local politician transfer his allegiance from his community to the source of munificence.

A [John C.] Calhoun, struggling to keep inviolate the customs of his State, has no place in our mores; the people would not elect him. Nor could a governor of Rhode Island hold office today if he presumed to defy, as did several of his predecessors, the authority of Washington.

State lines have are practically obliterated, the States reduced to parish status, their politicians nationalized. The independent home government emerging from the revolution of 1789 has been destroyed by the revolution of 1913. The Union is dissolved.”

Republican Party Supports Immigration Restrictions

Turn of the century Republican Senator from Vermont, William P. Dillingham (1843-1923) did not serve in the Civil War, citing “ill-health” and may well have purchased a substitute to serve as many northern men had done. Though Republican Party views toward immigration had been very liberal during the war as it needed a never-ending supply of recruits for its war against the American South, by 1911 Dillingham’s congressional commission issued a report supporting more severe immigration restrictions.

Republican Party Supports Immigration Restrictions

“The xenophobia of the 1880s and 1890s pointed inevitably in one direction: immigration restriction. Although the Chinese were banned in 1882 and the first general federal immigration law of that year had excluded certain classes of immigrants, these laws did not greatly affect the flow of immigration traffic. The time had come [many insisted], to decide whether the nation was “to be peopled by British, German and Scandinavian stock, historically free, energetic, progressive, or by Slav, Latin and Asiatic races, historically downtrodden, atavistic, and stagnant.”

The most popular scheme for stemming the tide was the Literacy test, Led by the Immigration Restriction League, founded in Boston in 1894 and led by Boston blue bloods, agitation for federal action grew. The literacy test, which required immigrants over 16 to be literate in some language, made no distinction among nationalities or races, but the intent of the proposal was clear.

The literacy test, supported by the Republican Party, finally did pass in 1896, only to be vetoed by President Grover Cleveland . . . it quickly reappeared and by 1901 President Theodore Roosevelt . . . called for a comprehensive immigration act to keep out “not only all persons who are known to be believers in anarchistic principles or members of anarchist societies, but also all persons who are of a low moral tendency or of unsavory reputation” and “all persons . . . who are below a certain standard of economic fitness to enter our industrial field as competitors with American labor.”

The President also wanted a careful educational test to ascertain the capacity to “appreciate American institutions and act sanely as American citizens. Roosevelt insisted that his proposals would decrease the “sum of ignorance” in America and “stop the influx of cheap labor, and the resulting competition which gives rise to so much of the bitterness in American industrial life, and it would dry up the springs of the pestilential social conditions in our great cities, where anarchist organizations have their greatest possibility for growth.”

Congress responded in part to the President’s request by excluding anarchists in 1903 and “imbeciles, feeble-minded [persons] and persons with physical or mental defects which might affect their ability to earn a living” four years later.

[Senator Dillingham’s 1911 report’s main] assumption was that the newer immigrants from southern and eastern Europe were more ignorant, more unskilled, more prone to crime, and more willing to accept a lower standard of living than the older immigrants from northern and western Europe. The newcomers, [Dillingham’s] commission announced, were “content to accept wages and conditions which the native American and immigrants of the older class had come to regard as unsatisfactory.”

The Beginning of the End of the United States

Chaos reigned in 1919 America as Woodrow Wilson labored for his League of Nations while anarchist immigrants advocated domestic labor strikes – and newly-created police unions demanded pay increases comparable to the labor unions. In Boston, most of the predominantly Irish police force walked off the job and looting began in earnest as “professional criminals arrived by the trainload from New York and other cities to get a share of the swag.”

The Beginning of the End of the United States

“On the floor of Congress, Representative James Byrnes of South Carolina made an incendiary speech, accusing the Bolsheviks of influencing black Americans to turn against their country. He blamed the reds for the recent riots in Washington, DC and Chicago. A Department of Justice investigation of the role of radicals in racial unrest confirmed this accusation.

[Attorney-General A. Mitchell Palmer] estimated that there were 60,000 Bolshevik plotters loose in the United States. Virtually confirming this estimate for the jittery public, in Centralia, Washington, a gunfight broke out when the newly-founded American Legion, marching in its first Armistice Day parade, detoured to clean out an IWW [International Workers of the World] union hall with baseball bats and pistols. On November 7, 1919 . . . Palmer ordered federal agents to raid organizations suspected of Bolshevik ties in eleven cities.

During the fall [of 1919], paranoia about Soviet Russia had similarly replaced paranoia about Germany. The Bolsheviks were blamed for terrorist bombs and the ongoing epidemic of strikes. The US Army patrolled the streets of IWW strongholds, such as Bisbee, Arizona, and Butte, Montana.

When workers went on strike in the steel mills of Gary, Indiana; Pittsburgh, Pennsylvania and other cities, army military intelligence agents worked closely with local police to arrest hundreds of suspected Bolsheviks. On October 16, 1919, the Pittsburgh Post wrote . . . “every third man on the streets . . . seems to be a government official.”

In late December, 249 aliens seized . . . in roundups were marched to the aging troopship Buford and deported to Russia. Newspapers dubbed the ship “the Soviet Ark” and gave the story reams of publicity. As the ship got under way, one of the most outspoken radicals, Emma Goldman, shouted, “This is the beginning of the end of the United States.”

[J. Edgar] Hoover, backed by 250 armed soldiers, personally supervised the departure. The State Department said the deportees were “obnoxious” and a “menace to law and order” as well as to “decency and justice.” They were therefore being “sent from whence they came.”

Liberals were aghast that their former hero, Woodrow Wilson, apparently countenanced Palmer, J. Edgar Hoover and the operations of the military intelligence agents.”

Saving the South for Southerners

The States’ Rights Democratic Party of the mid-1940s had no stronger advocate than Charleston News & Courier editor William Watts Ball.  Also known as the “Dixiecrats,” its platform in 1948 called for strict interpretation of the Constitution, opposed the usurpation of legislative functions by the executive and judicial departments, and condemned “the effort to establish in the United States a police nation that would destroy the last vestige of liberty enjoyed by a citizen.”

Saving the South for Southerners

“A full year before the end of Roosevelt’s third term, Ball was again active in attempts to organize a Southern Democratic party. It was the spring of 1944, however, before the movement was underway in earnest. Through public contributions (Ball gave one hundred dollars) the anti-Roosevelt faction hoped to finance an advertising campaign in newspapers and on radio. The independent white Democrats would not present candidates in the primaries, but offer only a ticket of presidential electors pledged not to vote for Roosevelt.

They might back a favorite son for president, or they might better co-operate with the similarly-minded in other States in support of someone like Senator Harry Byrd of Virginia . . . in May anti-Roosevelt Democrats had held their first meeting in Columbia, with nineteen counties represented, and made plans for a State convention. The Southern Democratic Party had been reborn.

[Ball’s] News and Courier continued to urge the election of independent Democratic electors. If eleven to sixteen Southern States withheld their electoral votes, they could assure respect for their political policies.

But in spite of the untiring efforts of The News and Courier, aided principally by the Greenwood Index-Journal, the anti-Roosevelt movement did not develop. Very few people made financial contributions; the Southern Democratic Party could not wage an effective campaign. Once again South Carolina gave solid support to Roosevelt and the Democratic Party.  All the State schools except the Citadel, he charged, were part of the State political machine . . .”

But at that moment, the “second Reconstruction” was already underway . . . [and] emerging forces combined to force open the entire [racial] issue. The Negro migration northward had begun in earnest with World War I. By 1940, a small Negro professional and white-collar class resided in a number of northern cities and it used its growing political power to win greater equality of treatment there.

Because New Deal programs were designed to advance employment security, including that of Negroes, most northern Negroes abandoned their historic allegiance to the Republican Party. In cities like New York, Chicago, Philadelphia and Cleveland, the Democratic political machine depended heavily upon the Negro vote.

But already an earnest and vital independent political movement was underway [in 1948], in protest against the civil rights program of the Truman administration and the attitudes of the liberal court. Of 531 electoral votes, 140 were in the South; yet the North, East and West treated the South as a slave province. Other papers joined Ball in the demand for action; the [Columbia] State, like the News and Courier, called for a Southern third party.

On January 19th, in the State Democratic Party’s biennial convention, Governor Strom Thurmond was nominated for the office of president of the United States. The State’s national convention votes were to be withheld from Harry S. Truman. If Truman were nominated, South Carolina would not support the national party in the electoral college.

The State had not spoken so sharply since 1860; it would bolt rather than accept Truman. At the same time Governor Fielding L. Wright of Mississippi issued the call to revolt at the western end of the Deep South. The Southern governors’ conference . . . named its own political action committee, headed by Thurmond, which was to go to Washington . . . to demand concessions . . . from President Truman.

About two weeks later a delegation of governors met with Howard McGrath, National Chairman of the Democratic Party. When McGrath gave a flat “No” to their request that Truman’s anti-discrimination proposals be withdrawn, the governors of South Carolina, North Carolina, Texas, and Arkansas called on Democrats to join a revolt against Truman. The South, they announced, was not “in the bag” anymore.

If the South united behind Thurmond, Truman would lose all its electoral votes and the election might be thrown to the House of Representatives, where with the votes of the South and the West, a man such as Thurmond would have a real chance. Whatever the outcome, the national parties would learn a lesson they would not soon forget — the “Solid South” would no longer be a dependable political factor.

“In the electoral college,” Ball advised, “lies the only chance to save the South for Southerners.”
