Christianizing the Victims of New England Slavers

Reverend Dr. Charles Colcock Jones (1804-1863) was the son of a Georgia merchant and planter, born at Liberty Hall in Liberty County. While studying for the ministry in Pennsylvania, he agonized over the Africans brought to these shores by New England slavers and dedicated his life to caring for the slaves spiritual welfare.

“In the county of Liberty, in Georgia, a Presbyterian minister has been for many years employed exclusively in laboring for the moral enlightenment of the slaves, being engaged and paid for this especial duty by their owners. From this circumstance, almost unparalleled as it is, it may be inferred that the planters of the county are as a body remarkably intelligent, liberal, and thoughtful for the moral welfare of the childlike wards Providence has placed in their care and tutorship.

I have heard them referred to with admiration of their reputation in this particular even as far away as Virginia and Kentucky.     I believe that in no other district has there been displayed as general and long-continued an interest in the spiritual well-being of the Negroes. It must be supposed that nowhere else are their circumstances more happy and favorable to Christian nurture.”

In promoting the spiritual welfare of the Negro population of Liberty County and throughout the South no man was more active or zealous than the Rev. Dr. Charles Colcock Jones, “Apostle to the Blacks,” a lifelong member of Midway Church, who now lies buried in the historic graveyard directly across the way. This extraordinary man . . . was a rich planter, a gentleman of liberal education, and a Presbyterian clergyman of radiant Christian character, aptly described by his son in law as “one of the noblest men God ever made.”

In May 1831 he was called to the First Presbyterian Church of Savannah, where he labored earnestly and successfully for eighteen months. But the cry of the Negroes of his native county was too urgent for him to resist; to their needy spiritual state he had been drawn while a student at Princeton, and he now felt constrained to devote himself to their evangelization as well as to their moral and social uplift.

His brother in law, the Rev. John Jones, later recalled his missionary efforts in some detail . . . :

“As a good brother, in allusion to his work among the colored people, once said, he seems to be the apostle to that portion of the gentiles. And he succeeded to a remarkable extent in awakening an interest in this neglected people . . . and annual reports of his labors he under God did more than any other man in arousing the whole church of this country to a new interest in the spiritual welfare of the Africans in our midst.

And the general results of his labors were seen in other communities and regions beyond;a decided attention to the physical as well as the moral condition of the race; the erection of neighborhood and plantation chapels; the multiplying of family and plantation schools in which Jones’s catechism was taught; a greater devotion of time to the Negroes by pastors and churches; and an emphatic awakening throughout the South to the duty of systematic religious instruction to the blacks.”

Forrest Captures a Future General

While Nathan Bedford Forrest captured a future American commander in Cuba, Sherman was accompanied by a young Spanish officer who would also serve in Cuba. Military attaché and observer Valeriano Weyler admired Sherman and as a Spanish general 30 years later in Cuba, he adopted scorched-earth tactics to starve rebellious Cubans and established concentration camps for women and children.

Forrest Captures a Future General

“The two other regiments which [Nathan Bedford] Forrest had on the field – Biffle’s Ninth Tennessee and Cox’s Tenth – he had sent on a wide swing to the right. Coming in from that flank, they cut across the turnpike in [Northern Colonel John] Coburn’s rear, deployed, dismounted . . . and drove home the charge which . . . ”decided the fate of the day.”

When the charging line was within twenty feet of the Union troops, Forrest reported, they “threw down their arms and surrendered.”

Among the losses of the day was the death of Captain Montgomery Little . . . [a] planter and Memphis businessman of middle age . . . a Union man in sentiment before the outbreak of the war.

The bag of Union prisoners at Thompson’s Station numbered 1,221, including seventy-eight officers, among them Colonel Coburn himself and Major William R. Shafter, the same who thirty-five years later was to command the American forces before Santiago de Cuba.”

Canny Theorist in the White House

Author Simkins observed that the South’s leaders “had committed a crime against the dominant patriotism of the nineteenth century” by “preaching national disintegration” – Lincoln the nationalist responded with “You have no oath registered in heaven to destroy the government, while I shall have the most solemn one to “preserve, protect and defend it.” He would not recognize the right of Americans in the South to create a more perfect union.

Canny Theorist in the White House

“Southerners were convinced that what they lacked in military and naval equipment would be outweighed by their superior intelligence, bravery and hardihood. Had not the American colonies, who were weaker than the South, defeated England, a nation stronger than the North? The Confederacy need only stand on the defensive, win a few victories, and the unheroic Yankees would quickly withdraw from the hornets’ nest. Jefferson Davis and other thoughtful leaders, however, did not share such popular fallacies; they believed there would be a long war against a merciless foe.

It was true that in Abraham Lincoln the Confederacy had an implacable enemy. Behind the white face and black beard of a St. John the Baptist was the statesmen willing to use the methods by which great leaders of modern times have built or maintained empires. This meant nothing less than imposing forcibly the will of the strong upon the weak. With Lincoln the word was “charity to all men,” the reality “blood and iron.”

The President’s objective was clear: the complete destruction of the Confederate government, and the restoration of its constituent States to the Union. In his opinion the contest was not a war, but an attempt to put down domestic insurrection which had become too formidable for ordinary officers of the law.

The withdrawal of the Southern States and their subsequent organization into a new nation was declared illegal. To come to terms with the new Confederacy necessitated a great war, but the canny theorist in the White House called it an endeavor to re-establish constitutional authority. Accordingly the President mobilized armies and inaugurated a military struggle without asking Congress for a declaration of war.

He launched an invasion against powerful armies without extending to them the formal belligerent rights customary among civilized warmakers. The Confederacy was blockaded to deprive it of basic necessities. The Federal armies moved forward not to come to terms with a legal enemy, but to possess militarily and politically the territory of outlawed rebels. When the policies of blockade and invasion were not immediately successful, novel methods of warfare were employed.

The Emancipation Proclamation, issued after Lee’s advance into the North had been stopped at [Sharpsburg], at least by implication, was designed to demoralize Southern Society and to give the war the character of a crusade in which righteousness was buttressed by vengeance. Provinces were devastated to break their will to resist.

When victory and the cessation of hostilities came, there was no armistice or peace treaty with [a] humbled foe, but surrender by an adversary who had been cut to pieces. The Confederacy was dissolved and its constituent parts re-incorporated into the United States.”

The North's Damnable Bounty System

The Northern enlistment bounty system was notorious for corruption and graft as State agents from the North swarmed into the occupied South regions to obtain Negroes captured from plantations to fill State troop quotas. Seizing slaves in the South accomplished two goals: one, depriving the South of agricultural laborers, and two, obtaining new recruits to fill State quotas and avoid Lincoln’s conscription threat which would draft white Northern men. Predictably, much of the enlistment bonus for the new recruit remained in the agent’s hands.

The North’s Damnable Bounty System

“Ulysses S. Grant, general in chief of the Union armies, “was down on the Massachusetts idea of buying out of the draft by filling their quota . . . from among the [Negro] contrabands in Sherman’s army.” When Forbes defended the law, Grant answered that “Sherman’s head is level on that question. He knows he can get all these Negroes that are worth having anyhow and he prefers to get them that way rather than fill up the quota of a distant State and thus diminish the fruits of the draft.

General Lorenzo Thomas, charged by the federal government with raising Negro troops in the Mississippi Valley, complained that [State] agents were inducing soldiers of several Negro regiments stationed at Vicksburg to desert and enlist with them. General Napoleon J.T. Dana, commander of the military district of Vicksburg, charged that the agents were taking “diseased men, entirely unfit for the service.”

John C. Gray, a young officer from the Bay State, expressed horror at the way in which agents from Massachusetts implemented the [quota] law and asserted that such a system of recruitment brought the State “contempt and sneers.” According to Gray, “this traffic of New England towns in the bodies of wretched Negroes, bidding against each other for these miserable beings, who are deluded, and if some of my affidavits that I have in my office are true, tortured into military service, forms too good a justification against the Yankees.”

Albert Gallatin Browne, a former aid of Governor Andrew who was a Treasury agent at Hilton Head, South Carolina, also questioned the benefit that his home State received from the [troop quota] law. According to Browne, “The whole system is damnable. I can conceive of nothing worse on the coast of Africa. These men have been hunted like wild beasts and ruthlessly dragged from their families.” He informed Andrew that the men enlisted by Massachusetts agents got only a fraction of the [bounty] money promised them, the agents pocketing the remainder.”

Revisionist Canadian History and Slavery

Few recall that African slavery existed in Canada until 1833 and that between 1787 and 1800 fugitive slaves fled south to New England and the Northwest (Michigan) Territory. Throughout the 1800s Canadians segregated schools and communities, as well as military units.

Revisionist Canadian History and Slavery

“Canadian comments about American racial problems are further colored by the fact that few Canadians are well informed on Canada’s own Negro record. Cowper, in celebrating Justice Mansfield’s decision, thought that “Slaves cannot breathe in England: if their lungs receive our air, that moment they are free.” This was adequate poetry but inaccurate current events, for “Mansfield” decision freed no substantial body of slaves, even in England, and in Imperial Britain they remained enslaved until 1834.

Yet today most Canadians assume that slavery in British North America was struck down unilaterally by colonial assemblies which, in fact, lacked power to move against such Imperial laws. A standard account of Ontario’s history, published in 1898, concluded that because of the passage of Simcoe’s Bill (which prohibited the import of slaves) in 1793, “Canadians can therefore claim the proud distinction for their flag . . . that it has never floated over legalized slavery.”

An extensive guidebook to Canada credits the entire Negro population of Nova Scotia to men “who came north as slaves from the British West Indian colonies . . . ,” ignoring totally the Maroon and Refugee elements. An attempt to plumb the character of Canadians found that the Negroes of the Maritime Provinces – 15,000 in all – were descendants of runaway slaves, when in truth not even half are such.

And one of Canada’s leading students of race relations, in writing specifically of discrimination against the Negro, asserts that slavery did not exist in British North America in the Nineteenth Century, although slavery was in fact legal until 1833. In short, there is no accurate historical memory in Canada of British North America’s own experiences with the Negro, and even a clouded awareness of an earlier Negro presence is slight.

In truth, only Canada West [Ontario] served to any considerable extent as a haven for fugitive slaves, but the whole of the Canadian nation later accepted a mythology arising from but one of its units.”

Controlling Elections in a Businesslike Manner

The political campaign of 1872 saw Grant win the presidency again though the corruption and scandals of his administration like Credit Mobilier would not surface until after his reelection. His opponent, Northern newspaperman Horace Greeley, was outspoken against the black vote being manipulated by Grant’s party, stating that “they are an easy, worthless race, taking no thought of the morrow.” He thought the freedmen no longer deserved government support, his harsh injunction being “root, hog, or die.”

Controlling Elections in a Businesslike Manner

“In the summer of 1872 . . . my immediate recreation was the heated political campaign which was then in full swing . . . the Republicans had put forward their contention along the most radical lines. A black Negro man had practically dictated the platform, claiming complete civil and social rights; endorsing [scalawag Governor W.W.] Holden, who had been removed by impeachment from his governorship; and injecting various “isms” which had been imported by the carpet-bag elements.

The most distinguished of the deserters from Democracy, Samuel L. Phillips, had begun the campaign with the opening sentence, “Hitherto, I have not been a Republican.”

The Democrats . . . had named for governor Judge Merrimon, from the mountain country and a life-long rival of Governor [Zebulon] Vance, a representative of the Union and war sentiment. In those days there was no place for a Democrat on the Democratic ticket.

Judge Merrimon was a ponderous person, addicted to the Websterian style of garment and the Websterian habit of four-hour speeches. Vance had declined the nomination.

The national features of this election were historically and dramatically set. As North Carolina voted in August, it led the procession . . . The Negroes voted for the first time for a president and were drilled [by Republicans] to vote early and often. The presidential contest was between the regular Republican party, supporting Grant, and the Liberal Republicans, whose candidate, Horace Greeley, had been endorsed by the Democrats.

Fred Douglas, the Negro orator, was sent into the denser populations of colored people in the eastern counties. He spoke before a multitude in Warrenton. His racial instinct to magnify himself and display his superiority made him speak along lines that were so much metaphysics to the audience. They had come to hear paeans of praise for [Republican] officeholders and denunciation of the old masters, with jests broad enough to get over the platform.

John Hyman, a colored barkeeper and later successful candidate for Congress, had placed on the speaker’s table a glass of sherry for Fred Douglas’s refreshment. Douglas sipped it between perorations, explaining it to his audience that it was not liquor, but sherry wine; and that while it might have been worse, it puzzled him to see how.

This gave great offense. His hearers did not believe him; and John Hyman, who had donated the wine, remarked that “Mr. Douglas’s manners – what he has – may be good enough for his northern friends but they don’t set well with folks who know what manners is.”

The regular Republicans followed the military tactics of Grant, their leader, and they sat down to the task of carrying the State in a thoroughly businesslike manner. The Federal courts were prostituted to their purpose and issues thousands of orders for arrest for Democrats who were accused of belonging to the Ku Klux.

A quarter of a million dollars was spent on tipstaffs and underlings connected with the courts. Every branch of the Government was called upon to furnish its quota of force. The Congress had passed bills promising social equality to the black; every State had a garrison of [Northern] troops placed conveniently to suppress any outbreak which should be kindled by political provocation.

The idea of allowing the possession of the Government to pass out of the [Grant Republican] party’s hands was not tolerated [and] . . . The result of the election was foregone.”

Canadian Jim Crow

The popular legend of an underground creates the impression that escaped slaves found freedom and social equality in Canada, and standard historical accounts lead Canadians to believe that passage of Simcoe’s Bill in 1793 ended slavery in their country when in reality slavery remained legal in British North America until 1833. Author Robin Winks of Yale University wrote: “Canadians did give refuge to thousands of fugitives, and the mythology of the underground railway, the North Star, and the lion’s paw naturally fed the later Canadian assumption that Negroes fared better in Canada than elsewhere.”

Canadian Jim Crow

“Canadian law drew no distinction between black and white in matters of citizenship, of which education was one. In practice, however, there were not infrequently some distinctions likely to be drawn, the whites preferring that Negroes should have schools of their own. When Benjamin Drew visited [Amherstburg, Ontario] in 1854 he found the Negro separate school having neither blackboard nor chairs. The whole interior was comfortless and repulsive. The teacher was a colored woman, apparently doing the best she could under the discouragement of poor surroundings and frequent absences of her pupils.

The coming of so many people of another race and color into southwestern Ontario was not pleasing to all the white inhabitants. Deep prejudice manifested itself at times and an occasional outburst in some newspaper reflected the feelings of an element of the population. The Amherstburg Courier of October 27, 1849, prints a resolution of the district council passed on October 8 of that year, protesting vigorously against the proposed Elgin settlement which was planned by Reverend William King as a home for fugitives from slavery.

This resolution, which appears to have been instigated by a local politician, Larwill, resident in Chatham, declared that “there is but one feeling, and that is of disgust and hatred, that they (the Negroes) should be allowed to settle in any township where there is a white settlement.”

The resolution proceeded to ask for a disallowance of sale of lands to Negroes, suggested a poll tax on Negroes entering the country, asked for an enactment against amalgamation and a requirement that Negroes shall furnish good security that they will not become a burden. It was also suggested that it would be well to ascertain whether it would be impolitic to allow them the suffrage.

Dr. Samuel G. Howe, who visited [Amherstburg] in 1863 to investigate conditions . . . [was told by a Mr. Park of the town] that the Negroes were part of them indolent and part industrious. They tended to neglect their own poor and begged more than the whites. A Captain Averill who was interviewed said that the Negroes were satisfactory as sailors, “the very best men we have,” but they were never made mates and none owned ships of their own.”

Revolution and the Law of Necessity

In early 1850 Northern Ultras like Wendell Phillips trumpeted that “we are disunionists,” and Horace Mann admitted that Northern intransigence would produce a Southern rebellion against outrage and oppression. Daniel Webster could only produce useless Union speeches which had little effect upon Northern radicals who wanted revolution.

Revolution and the Law of Necessity

“[Webster] had not been speaking long [on 7 March 1850] before a tall, emaciated figure, with deep, cavernous eyes and a thick mass of snow-white hair advanced with feeble step, and sank into a chair on the other side of the Chamber. Webster, who had not seen him enter . . . soon referred again to Calhoun. The latter nervously grasped the arm of his chair, his black eyes glared, and half-rising, he exclaimed in a feeble, sepulchral voice: “The Senator from South Carolina is in his seat.” Startled, Webster turned, bowed, smiled and continued his excoriation of disunion.

He turned to Calhoun and exclaimed with profound emotion: “Peaceable secession is an utter impossibility.” When Webster sat down the applause could not be stilled . . . But Calhoun checked the congratulatory chorus. In faltering tones he expressed vehement dissent.

“I cannot agree,” he shrilled, “with the Senator from Massachusetts that this Union cannot be dissolved. Am I to understand him that no degree of oppression, no outrage, no broken faith, can produce the destruction of this Union?”

“Why Sir,” he continued, if that becomes a fixed fact, it will itself become the great instrument of producing oppression, outrage and broken faith. No, Sir, the Union can be broken. Great moral causes will break it, if they go on, and it can only be preserved by justice, good faith and an adherence to the Constitution.”

As he took his seat, Webster arose to answer the question. “I know, Sir,” he said, “that this Union can be broken up – every government can be – and I admit that there may be such a degree of oppression as will warrant resistance and forcible severance. That is revolution – that is revolution! Of that ultimate right of revolution I have not been speaking. I know that the law of necessity does exist.”

H.L. Mencken on the Calamity of Appomattox

After a Northerner complained that unexemplary statesmen represented the American South after the war and into the twentieth century, a Southerner reminded him that the Yankees had killed off the South’s finest leaders during the war and the unexemplary were all that remained. H.L. Mencken was no admirer of the South, but knew that two American countries would have been preferable to one held together by force.

H.L. Mencken on the Calamity of Appomattox

“No American historian, so far as I know, has ever tried to work out the probable consequences if Grant instead of Lee had been on the hot spot at Appomattox. How long would the victorious Confederacy have endured?

Could it have surmounted the difficulties inherent in the doctrine of States’ Rights, so often inconvenient and even paralyzing to it during the war? Could it have remedied its plain economic deficiencies, and become a self-sustaining nation?

How would it have protected itself against such war heroes as Beauregard and Longstreet, Joe Wheeler and Nathan D. Forrest? And what would have been its relations to the United States, socially, economically, spiritually and politically?

I am inclined, on all these counts, to be optimistic. The chief evils in the Federal victory lay in the fact, from which we still suffer abominably, that it was a victory of what we now call Babbitts’ over what used to be called gentlemen. I am not arguing here, of course, that the whole Confederate army was composed of gentlemen; on the contrary, it was chiefly made up, like the Federal army, of innocent and unwashed peasants, and not a few of them got into its corps of officers.

But the impulse behind it, as everyone knows, was essentially aristocratic, and that aristocratic impulse would have fashioned the Confederacy if the fortunes of war had run the other way. Whatever the defects of the new commonwealth below the Potomac, it would have at least been a commonwealth founded upon a concept of human inequality, and with a superior minority at the helm. It might not have produced any more Washington’s, Madison’s, Jefferson’s, Calhoun’s and Randolph’s of Roanoke, but it would certainly not have yielded itself to the Heflin’s, Caraways, Bilbo’s and Tillman’s.

The rise of such bounders was a natural and inevitable consequence of the military disaster. That disaster left the Southern gentry deflated and almost helpless. Thousands of the best young men among them had been killed, and thousands of those who survived came North. They commonly did well in the North, and were good citizens.

My own native town of Baltimore was greatly enriched by their immigration, both culturally and materially; if it is less corrupt today than most other large American cities, then the credit belongs largely to Virginians, many of whom arrived with no baggage save good manners and empty bellies. Back home they were sorely missed.

First the carpetbaggers ravaged the land, and then it fell into the hands of the native white trash, already so poor that war and Reconstruction could not make them any poorer. When things began to improve they seized whatever was siezable, and their heirs and assigns, now poor no longer, hold it to this day. A raw plutocracy owns and operates the New South, with no challenge save from a proletariat, white and black, that is still three-fourths peasant, and hence too stupid to be dangerous. The aristocracy is almost extinct, at least as a force in government. It may survive in backwaters and on puerile levels, but of the men who run the South today, and represent it at Washington, not 5%, by any Southern standard, are gentlemen.

If the war had gone with the Confederates no such vermin would be in the saddle, nor would there be any sign below the Potomac of their chief contributions to American Kultur—Ku Kluxry, political ecclesiasticism, nigger-baiting, and the more homicidal variety of wowserism.

Such things might have arisen in America, but they would not have arisen in the South. The old aristocracy, however degenerate it might have become, would have at least retained sufficient decency to see to that. New Orleans, today, would still be a highly charming and civilized (if perhaps somewhat zymotic) city, with a touch of Paris and another of Port Said. Charleston, which even now sprouts lady authors, would also sprout political philosophers.

The University of Virginia would be what Jefferson intended it to be, and no shouting Methodist would haunt its campus. Richmond would be, not the dull suburb of nothing that it is now, but a beautiful and consoling second-rate capital, comparable to Budapest, Brussels, Stockholm or The Hague. And all of us, with the Middle West pumping its revolting silo juices into the East and West alike, would be making frequent leaps over the Potomac, to drink the sound red wine there and breathe the free air.

My guess is that the two Republics would be getting on pretty amicably. Perhaps they’d have come to terms as early as 1898, and fought the Spanish-American War together. In 1917 the confiding North might have gone out to save the world for democracy, but the South, vaccinated against both Wall Street and the Liberal whim-wham, would have kept aloof—and maybe rolled up a couple of billions of profit from the holy crusade. It would probably be far richer today, independent, than it is with the clutch of the Yankee mortgage-shark still on its collar.

It would be getting and using his money just the same, but his toll would be less. As things stand, he not only exploits the South economically; he also pollutes and debases it spiritually. It suffers damnably from low wages, but it suffers even more from the Chamber of Commerce metaphysic.

No doubt the Confederates, victorious, would have abolished slavery by the middle of the 80s. They were headed that way before the war, and the more sagacious of them were all in favor of it. But they were in favor of it on sound economic grounds, and not on the brummagem moral grounds which persuaded the North. The difference here is immense. In human history a moral victory is always a disaster, for it debauches and degrades both the victor and the vanquished. The triumph of sin in 1865 would have stimulated and helped to civilize both sides.

Today the way out looks painful and hazardous. Civilization in the United States survives only in the big cities, and many of them—notably Boston and Philadelphia—seem to be sliding down to the cow country level. No doubt this standardization will go on until a few of the more resolute towns, headed by New York, take to open revolt, and try to break out of the Union. Already, indeed, it is talked of.

But it will be hard to accomplish, for the tradition that the Union is indissoluble is now firmly established. If it had been broken in 1865, life would be far pleasanter today for every American of any noticeable decency. There are, to be sure, advantages in Union for everyone, but it must be manifest that they are greatest for the worst kinds of people.

All the benefit that a New Yorker gets out of Kansas is no more than what he might get out of Saskatchewan, the Argentine pampas, or Siberia. But New York to a Kansan is not only a place where he may get drunk, look at dirty shows and buy bogus antiques; it is also a place where he may enforce his dunghill ideas upon his betters.”

Calhoun on the Evils of Government Patronage

Like Jefferson, John C. Calhoun of South Carolina was well-aware of the corrupting and polarizing effect that political parties, patronage and news publications exerted on the American public. He observed that their object was “under form of law to take from others and appropriate to themselves more than would otherwise be so taken and appropriated.”

“Were a premium offered for the best means of extending to the utmost the power of patronage, to destroy the love of country, and to substitute a spirit of subserviency and man-worship; to encourage vice and discourage virtue, and, in a word, to prepare for the subversion of liberty and the establishment of despotism, no scheme more perfect could be devised; and such must be the tendency of the practice, with whatever intention adopted, or to whatever extent pursued.

If to this difficulty . . . there be added others of a formidable character . . . .on the part of government, in large communities , to seize on and corrupt all the organs of public opinion, and thus to delude and impose on the people; the greater tendency in such communities to the formation of parties on local and separate interests . . . some conception may be formed of the vast superiority which that organized and central party, consisting of office-holders and office-seekers, with their dependents, forming one compact, disciplined corps, wielded by a single individual, without conflict of opinion within . . . and aiming at the single object of re-taming and perpetuating power in their own ranks, must have, in such country as ours, over the people, a superiority so decisive that it may safely be asserted that, whenever the patronage and influence of the government are sufficiently strong to form such a party, liberty, without a speedy reform, must inevitably be lost.

Every lover of this country, and of its institutions, be his party what it may, must see and deplore the rapid growth of patronage, with all its attendant evils, and the certain catastrophe which awaits its further progress, if not timely arrested.

Among [the patronage interests], the first and most powerful is that active, vigilant and well-trained corps which lives on the government, or expects to live on it, which prospers most when the revenue is the greatest, the treasury the fullest, and expenditures the most profuse, and, of course, is ever the firm and faithful supporter of whatever system shall extract the most from the pockets of the rest of the community, to be emptied into theirs.”
