Lincoln Revives a Dying Party

It was a commonly held opinion by 1860 that the western territories were not conducive to large plantation and the black labor required to make it economically feasible. It was Lincoln in his “House-Divided” speech who fanned the flames of sectional discord and set the South on its path toward political independence, and the North on its path to war. Washington in his farewell address warned of the dangers of sectionalism – the same that Lincoln and his party created and nourished.

Lincoln Revives a Dying Party

“The defeat of the slave-State constitution in Kansas made it certain that none of the land [Stephen] Douglas had opened to slavery north of 36-30 [latitude] would become slave. In view of the economic circumstances it was becoming more and more evident that unless the Republican party acquired new tenets there was no reason for continuing its organization.

[William] Seward, one of the leading lights of the party, and [Horace] Greeley, the leading editor of the party, were willing at this time to dissolve the party, but Lincoln was unwilling for the Republicans to disband their distinctive anti-slavery [expansion] organization and have nobody to follow but Douglas, who did not care whether slavery was “voted up or voted down.”

Accordingly, in his debate with Douglas, [Lincoln] had to supply additional material for the sustenance of his party’s life; for the time was rapidly approaching when it would become obvious to everybody that the extension of slavery into the territories had been checked permanently by prevailing economic conditions.

In order to win victory at the polls in 1858 it would be necessary for a Republican candidate not only to hold persons already enrolled in the moribund political organization, but also to gain recruits to the cause of prohibition of slavery in the territories by federal law.

The two groups from which new members could be drawn were the bona-fide abolitionists and the Henry Clay “Whigs” who had hitherto refused to enroll themselves in a sectional political party. The abolitionists supplied the soul of the anti-slavery movement of the North, but they had in general refused to vote for anybody who compromised on anything less than a declaration in favor of abolition of slavery in the slave States.

The Henry Clay Whigs of the North opposed further acquisition of territory which could be devoted to slavery but desired ultimate abolition of slavery only under conditions equitable to the South. They had most kindly feelings toward the Southern whites and like Clay they preferred the liberty of their own race to that of any other race, although they were no friends of slavery.

Lincoln so skillfully calculated the wording of his famous House-Divided speech that it won converts to his following from both sides of the above-mentioned groups. It carried water on both shoulders, so to speak, for it was so constructed that it was acceptable to both radicals and moderate conservatives. [The speech] contained bait for abolitionist consumption . . . and [it also] veils the radicalism . . . and makes of the whole what many Henry Clay Whigs even in the South hoped.

The idea presented . . . to the effect that the advocates of slavery intended to push slavery forward into the Northern States unless the system was checked . . . contained a powerful cement for amalgamating the heterogeneous elements of the North into one sectional party opposed to such extension. [Lincoln’s speech] was sufficiently nourishing to the party’s life to have “all free” enshrined as an ultimate ideal and to spread the idea that the South would be satisfied with nothing less than “all slave.”

Slavery Up North

The New England colonies (and later States) of Massachusetts and Rhode Island, were primarily responsible for perpetuating African slavery in North America as their shipping interests brought slaves from the Gold Coast. Beginning in the early 1800s, Massachusetts mills depended on slave-produced cotton from the South and Manhattan banks provided easy credit for planters, both Southern and Northern, to expand their plantations. Slavery Up North

“[The North’s] . . . teachers, its preachers, its writers, its orators, its philosophers, its politicians, have with one voice, and that a mighty voice, been for a hundred years instilling into its mind the un-contradicted doctrine that the South brought the Negro here and bound him in slavery; that the South kept the Negro in slavery; that to perpetuate this enormity the South plunged the nation in war and attempted to destroy the Union; that the South still desires the re-establishment of slavery, and that meantime it oppresses the Negro, defies the North, and stands a constant menace to the Union.

The great body of Northern people, bred on this food, never having heard any other relation, believes this implicitly, and all the more dangerously because honestly. If they are wrong and we right, it behooves us to enlighten them.

There are a multitude of men and women at the North who do not know that slavery ever really existed at the North. They may accept it historically in a dim, sort of theoretical way, as we accept the fact that men and women were once hanged for forgery or for stealing a shilling; but they do not take it as a vital fact.

Massachusetts has the honor of being the first community in America to legalize the slave-trade and slavery by legislative act; the first to send out a slave-ship, and the first to secure a fugitive slave law. Slavery having been planted here, not by the South as has been reiterated until it is the generally received doctrine, but by a Dutch ship which in 1619 landed a cargo of [20 Negroes] in a famished condition at Jamestown . . .

Indeed it flourished here and elsewhere, so that in 1636, only sixteen years later, a ship, the Desire, was built and fitted out at Marblehead as a slaver and thus became the first American slave-ship, but by no means the last. In the early period of the institution, it was . . .

Justified to on the ground that the slaves were heathen, conversion to Christianity might operate to emancipate them. In Virginia, the leading Southern colony . . . Negroes are shown by church records, to have been baptized.

In Massachusetts at that time, baptism was expressly prohibited.  Many of the good people of Massachusetts, in their zeal and their misapprehension of the facts, have been accustomed to regard their own skirts as free from all taint of the accursed doctrine of property in human beings. In Mr. Sumner’s famous speech in the Senate, June 28, 1854, he boldly asserted that “in all her annals no person was ever born a slave on the soil of Massachusetts . . .”

The fugitive slave law . . . which is generally believed to have been the product of only Southern cupidity and brutality, had its prototype in the Articles of Confederation of the United Colonies of New England (19th May, 1643), in which Massachusetts was the ruling colony.

It was not at the South, but at the North in Connecticut, that Prudence Crandall was, for teaching colored girls, subjected to persecution as barbarous as it was persistent. After being sued and pursued by every process of law which a New England community could devise, she was finally driven forth into exile in Kansas.

She opened her school in Canterbury, Connecticut in April 1833 . . . [and] the town-meeting promptly voted to “petition for a law against the bringing of colored people from other towns and States for any purpose . . .”

In May an act prohibiting private schools for non-resident colored persons and for the expulsion of the latter was procured from the legislature amid great rejoicing in Canterbury, even to the ringing of church bells.”

Those Yankees!

Thomas Jefferson, a Southerner, proposed the prohibition of slavery in the Northwest Territory (belonging to Virginia) though Congress failed to approve the plan by one vote. “Thus,” Jefferson wrote, “we see the fate of millions unborn hanging on the tongue of one man, and heaven was silent in that awful moment.” Seven years later, a Massachusetts man invented the cotton gin that inspired New England mill owners.

Those Yankees!

“If it hadnt been for cotton and Yankee inventiveness, chattel slavery would have died a natural death in the South, as it did in the North, long before the [War Between the States]. In the years following the Revolution, the accent throughout the Colonies was on freedom. More and more leaders in the South were speaking out against slavery and being listened to with respect.

In 1791 William and Mary College conferred the degree of LL.D on Granville Sharp, a noted Abolitionist from England. As late as 1832, a bill to provide for the emancipation of slaves was passed by one House of the Virginia Legislature and defeated in the other by only one vote. Manumission societies were springing up everywhere.

The movement wasn’t exactly a matter of ethics. It was mostly economic. Tobacco and indigo and rice just couldn’t support a wasteful slave economy. There was cotton and the South could grow a lot of it . . . but getting out the pesky seed killed off the profit.

A program of gradual emancipation under which the children of slave parents were to be freed at the age of 25 was gaining momentum when a Yankee school-teacher down in Georgia by the name of Eli Whitney invented the cotton gin. The year was 1791. Everyone went cotton crazy and slavery, instead of dying out, was tremendously expanded. Many Southern States passed laws forbidding manumission. Those Yankees!

Virginia was our first slave State . . . and the biggest. During the War, forty-eight counties in western Virginia split off from Virginia and remained loyal to the Union with a slave population of 18,371.

All the Negroes were not slaves. There were 260,000 free Negroes in the South owning property valued at more than $25,000,000. About one in every one-hundred of these owned Negro slaves. Most of them owned just two or three but there were some big Negro slave-owners too.  Cypian Ricard, of Macon [Georgia], had a big plantation and 91 slaves. Charles Roges had 47 and Marie Metoyer had 58. The richest man and the biggest slave-owner in Jefferson County. Virginia, was a Negro.

Negroes were in business in the South too, other than farming. Solomon Humphries of Macon, was the town’s leading grocer. Jehu Jones was proprietor of one of Charleston’s best hotels. Thomy Lafon down in New Orleans, was worth half a million dollars. He contributed so much to the city the State legislature ordered a bust to be carved and set up in a public building in his honor.”

American Historians and Their History

“Almost a lifetime of considering what historianship is, I am satisfied that what it is or should be is storytelling. Assuredly it cant be a scientific experiment, nor a logical proposition, nor the illustration of a theory. Our existence is drama, that is, a story, taking place in the mind of God. Through history we have our only knowledge of the mysterious drama of our existence beyond what has been granted us as Revelation.

I like the delightful saying of the English historian Veronica Wedgewood: “History is not a science – it is an art, like all the other sciences.” Or more seriously, we can make the same point by calling on John Lukacs perfect definition: “History is a kind of memory, organized and supported by evidence.” With emphasis on the evidence. In asserting that history is not certainty, I don’t deny that there are varying degrees of honesty and competence in the handling of evidence that allow us to judge the quality of a historian’s work.

If history is best understood as a story, at least two things follow. First, a story – like that of the Alamo – is somebody’s story – it is not everybody’s story as is claimed by those with an agenda, whether they be nationalist ideologues or multiculturalists. Everybody can learn from a story, but if it is to be real and valid, it is some people’s story. It follows that American in our time cannot have a real history because America today does not have a real people.

There was a time, peaking in the World War II era, when the inhabitants of this vast and diverse nation-state almost mingled into one people. That opportunity is now past. The inhabitants of the United States are corralled under the same territorial monopoly of force and exploitation; they share the same bread and circuses.

They are not a people, only the motley subjects of an empire. Aggregations of Oprah watchers, sports fans, and mall shoppers do not make a people. After Augustus the story of Rome ceases to be the story of a heroic and patriotic people. The Roman people pass from sight. The history of Rome becomes only an account of more or less evil emperors and a chaos of peoples without stories. Such is American in the era of Bush. The future history of the last national election can be written only as a meaningless contest in which the jocks barely beat out the nerds for possession of the imperial palace.

Most of the work of academic historians today can portray the American story in no other terms except as an abstract fantasy of oppressors and oppressed. No society has ever had more professional historians and devoted more resources to historical work of all kinds than modern America – or produced so many useless, irrelevant, and downright pernicious products. I know a historian who teaches that the great Virginians of the American Revolution were like the Taliban. Presumably because they carried weapons and were not feminists. This is to reduce human experience to a paltry and partial perspective, to remove from it everything that is worthwhile and ennobling, usable and true. But this is what academic historians mostly do these days.

A historian should be trying to say something true and useful about human beings, and doing so modestly and cautiously. No historian can discover indisputable truth, at least not about anything important. But that is what historians are claiming to do these days by reducing the drama of human experience to abstract, supposedly universal theory.”

 

Southern Historians Sapping and Mining the Northern Myth

Historian and author Frank L. Owsley dedicated his professional life to righting the revisionist history of postwar Northern textbooks and relating an honest appraisal of why the War was fought between North and South. He viewed the conflict of 1861 as a struggle between Southern agrarian culture versus Northern industrialism intent upon political and economic control of the entire country.

Southerners Sapping and Mining the Northern Myth

“In describing the writings of one New Southerner, Frank Owsley wrote Allen Tate on February 29, 1932: “He is the typical “New Southerner,” the defeated [and] conquered . . . American. Dodd [William E. Dodd, Frank’s major professor at Chicago] remarked to me that it did not hurt him so much to be whipped! Or to see the South whipped! What broke his heart was to see the South conquered . . . he says it is the most completely defeated and conquered people of all history.”

Frank continued: “I believe that the spiritual and intellectual conquest of the South, which Dodd laments, is superficial. The leadership is in the hands of [these New Southerners] . . . and the history textbooks have been written by Yankees.

The purpose of my life will be to undermine by “careful” and “detached,” “well-documented,” “objective” writing the entire Northern myth from 1820-1876. My books will not interest the general reader. Only the historians will read them, but it is the historians who teach history classes and write textbooks and they will gradually, and without their own knowledge be forced into our position. There are numerous Southerners sapping and mining the Northern position by objective, detached books and Dodd is certainly one of the leaders.

By being critical first of the South itself, the Northern historian is disarmed, and then Dodd hits where it will do the most good . . . [Dodd told Davidson] that the younger Southern writers were making the Northern writers look unimportant.”

Frank’s essay in I’ll Take My Stand, “The Irrepressible Conflict,” concerned “the eternal struggle between the agrarian South and the commercial and industrial North to control the government, either in its own interest, or negatively, to prevent the other section from controlling it in its interests.”

At the time the Union was formed, the two sections were evenly balanced both in population and in number of States. The conflict worsened as the balance of power began to change. Slavery was an element of the agrarian society, but not an essential one. Even after the war, when there was no slavery, the South was an agrarian section. The irrepressible conflict was not a conflict between slavery and freedom, nor was it merely a protest against industrialism. It was equally a protest against the North’s brazen and contemptuous treatment of the South “as a colony and as a conquered province.”

Unfounded Fears of Slavery Expansion

Lincoln receives insufficient credit for his part in defeating the compromise measures of 1860-61 which would have averted war, whose effects are still felt today. The author below asserts that slavery had reached its natural limits and was “a cumbersome and expensive system [that] could show profits only as long as it could find plenty of rich land to cultivate” and a market that would take the product. He adds that “the free farmers in the North who dreaded its further spread had nothing to fear. Even those who wished [slavery] destroyed had only to wait a little while – perhaps a generation, probably less. It was summarily destroyed at a frightful cost to the whole country and one-third of the nation was impoverished for forty years.”

Unfounded Fears of Slavery Expansion

“In the forefront of that group of issues which, for more than a decade before the secession of the cotton States, kept the Northern and Southern sections of the United States in irritating controversy and a growing sense of enmity, was the question of whether the federal government should permit and protect the expansion of slavery into the western territories . . . It was upon this particular issue that a new and powerful sectional party appeared in 1854, that the majority of the Secessionists of the cotton States predicated their action in 1860-1861, and it was upon this also that President-elect Lincoln forced the defeat of the compromise measures in the winter of 1860-61.

It seems safe to say that had this question been eliminated or settled amicably, there would have been no secession and no Civil War . . .

Disregarding the stock arguments – constitutional, economic, social and what-not – advanced by either group, let us examine afresh the real problem involved. Would slavery, if legally permitted to do so, have taken possession of the territories or of any considerable portion of them?

The causes of the expansion of slavery westward from the South Atlantic coast are now well-understood. The industrial revolution [in the North and in England] and the opening of world markets had continually increased the consumption and demand for raw cotton, while the abundance of fertile and cheap cotton lands in the Gulf States had steadily lured cotton farmers and planters westward. Where large-scale production was [possible, the enormous demand for a steady supply of labor had made the use of slaves inevitable, for a sufficient supply of free labor was unprocurable on the frontier . . . and slave labor was usually not profitable in growing grain.

This expansion of the institution was in response to economic stimuli . . . [and the] movement would go on as long as far as suitable cotton lands were to be found or as long as there was a reasonable expectation of profit from slave labor, provided, of course, that no political barrier was encountered.

But by 1849-50 . . . and by the time the new Republican party was formed to check the further expansion of slavery, the westward march of the cotton plantation was evidently slowing down. The only possibility of a further westward extension of the cotton belt was in Texas. In that alone was the frontier line of cotton and slavery still advancing . . .

In New Mexico and Arizona, Mexican labor is cheaper than Negro labor, as has always been the case since the acquisition of the region from Mexico. It was well-understood by sensible men, North and South, in 1850 that soil, climate, and native labor would form a perpetual bar to slavery in the vast territory then called New Mexico. [By 1860], ten years after the territory had been thrown open to slavery, showed not a single slave; and this was also true of Colorado and Nevada. Utah, alone of all these territories, was credited with any slaves at all . . . [and] the census of 1860 showed two slaves in Kansas and fifteen in Nebraska.

The Northern anti-slavery men held that a legal sanction of slavery in the territories would result in the extension of the institution and domination of the free North by the slave power; prospective immigrants in particular feared that they would never be able to get homes in this new West. Their fears were groundless; but in their excited state of mind they could see neither the facts clearly nor consider them calmly.

In the cold facts of the situation, there was no longer any basis for excited sectional controversy over slavery extension . . . [but] the public mind had so long been concerned with the debate that it could not see that the issue had ceased to have validity. In the existing state of the popular mind, therefore, there was still abundant opportunity for the politician to work to his own ends, to play upon prejudice and passion and fear.”

Arab Slavers of Zanzibar

Nearly forgotten is the African slave trade conducted by African tribes who captured and sold their own people into slavery, and also that British power protected an African slave trade they publicly denounced. Like New England traders who had made fortunes trading Yankee notions and rum for slaves, Arab traders made fortunes in the ivory, clove and slave trade.

Arab Slavers of Zanzibar

“During the eighteenth century, Kilwa had become East Africa’s principal port for the export of slaves, drawn initially from southeastern Tanganyika and then increasingly from the region of Lake Nyasa. The Omanis on the coast were based at Zanzibar and, after taking control of Kilwa in the mod-1870s, diverted to that island the bulk of the trade in slaves and ivory.

By 1834, exports of slaves drawn from the mainland had reached and annual figure of 6,500. By the 1840s, the annual numbers had risen to between thirteen thousand and fifteen thousand. Some of these slaves were destined for markets in the Middle East. Most, however, were designated for Zanzibar, where the labor-intensive cultivation of cloves had begun soon after 1810 and was expanding rapidly in response to the growing world demand for cloves.

By the 1850s, the island’s population might have included no fewer than sixty thousand slaves.

The ruler of Oman, Sayyid Said ibn Sultan, transferred his court to Zanzibar in 1840. The island had become, as a result of his policies, the most rewarding part of his realm: the paramount port on the western side of the Indian Ocean, the source of virtually the entire world supply of cloves as well as the main sales outlet for ivory, and the largest slave markets.

Bagamoyo, in particular, flourished. Its rich agricultural hinterland, its open beaches suitable for the arrival of dhows, and its proximity to Zanzibar made it the predominant mainland outlet for the slave trade. Most of these [slave caravans to the coast] ventures were financed by local Asians from India, a majority of them Muslims, who had settled in the coastal town but mainly in Zanzibar and who provided trade goods on credit at high rates of return.

Those conducting the trade included Arabs; it was to the so-called norther Arabs, or Omanis, that the more ferocious aspects of slaving in the region came to be ascribed. In fact, perhaps most of the leading slavers were Afro-Arabs, or the progeny of inter-ethnic unions, and the trade itself became increasingly Zanzibari rather than an Omani one. Certainly, many of the main slavers, along with many of the regional slave dealers, were as black as their victims.

In the last resort, Said relied on British power to protect him against Arab contenders for his rich realm, (indeed, it was British power which had forced the retreat of Egyptian armies in 1839) and the threat that other European imperial powers, principally the French, might seek to devour it. He was not inclined, however, to surrender the enormous tax revenues accruing to him from the slave trade. The British government too, despite its commitment against the [slave] trade, was reluctant to antagonize an ally or so imperil that ally’s position that it found itself having to deal with someone worse.”

Nothing Less Than a War of Conquest

Lincoln, controlled by a disjointed Republican party, was unable to recognize that he was waging war upon free Americans who followed the very words of Jefferson’s Declaration. Former Governor William A. Graham, in his Hillsboro, North Carolina speech of April 27, 1861 and nearly a month before his State seceded, explains the logical and peaceful course Lincoln could have taken to defuse the crisis and thereby saved the lives of a million Americans, the Constitution and as well as the Union he claimed to be saving.

Nothing Less Than a War of Conquest

“We are in the midst of great events. For months past our political skies have been dark and lowering. The country has stood in anxious suspense on the perilous edge of civil war. It is well known that I among others, have insisted, that the election of Mr. Lincoln . . . obnoxious as were his own avowals of sentiment in relation to slavery in the South, and still more obnoxious as was the spirit of hostility to us, which animated the mass of his party followers, was not a sufficient cause for a dismemberment of this Government, and the destruction of the Union . . .

The seven States, however, stretching from our Southern frontier to the confines of Mexico, one by one in rapid succession have declared themselves separated from the Government of the United States, and formed a new confederation.

They found in the election which had taken place sufficient cause of occasion, in their estimation, for this hitherto untried course of proceeding, and levied armies to defend it by force. The authorities of the United States denied the right of secession claimed by these States, and the danger became great of a collision of arms.

The issue was made, but evaded under the administration of [President James] Buchanan. Its solution by Mr. Lincoln has been a matter of anxious contemplation to the people of the country since his accession to power. Whatever may be the true construction of the Constitution, or the President’s idea of his duty to enforce the laws, a wise statesmanship cannot close its eyes to the facts.

It is impossible to treat so extensive a revolution like a petty rebellion; for if suppressed by force, it would be at the expense of desolation and ruin to the country. He should have dealt with it . . . [and] yielded to the necessities by which he was surrounded, and adjusted by arrangement what he found impossible to control by force, or if possible, only at a sacrifice to the nation itself never to be repaired.

Had Mr. Lincoln risen to the height of the great occasion, promptly withdrawn his troops from fortifications which he could not defend; convened Congress in extra session; recommended and procured the passage of a law, or amendment to the Constitution, acknowledging the independence of the seceded States . . . he might yet have maintained a Union of twenty-seven contented States . . . And after an experiment of a few years, there might, and in my opinion probably would have been, a re-annexation of the seceded States themselves.

But instead of this bold and magnanimous policy, his action has been vacillating. His inaugural address in equivocal, interpreted by some, on its first appearance as portending force, assurances are thrown out that his intentions are only peaceful. And when the public mind in all the eight [Southern States] that had not seceded, was settling down in the conviction that the forts were to be evacuated and repose was to be allowed, so favorable to conciliation and harmony, a Proclamation suddenly bursts upon the country announcing a determination on coercion, and calling for a militia force so great as to endanger the safety of more than the seceded States.

Careless of any terms of conciliation, or adjustments of differences with the border States, he resolves, but not till after his own adherents have been demoralized by his hesitation and professions of peace, on the application of force to maintain the authority of the Government in the States which have withdrawn, and requires us to cooperate as instruments in their subjugation.

The sober sense of the people of North Carolina had met this question, and for themselves have settled it. Ardent in their attachment to the Constitution and the Union, they had condemned separate State secession as rash and precipitate . . . as long as there was hope of an adjustment of sectional differences, they were unwilling to part with the Government . . . But the President gives to the question new alternatives.

These are, on the one hand, to join with him in a war of conquest, for it is nothing less, against our brethren of the seceding States, or, on the other, resistance to and throwing off the obligations of the Federal Constitution. Of the two, we do not hesitate to accept the latter.

The Union League of the Republican Party

In the midst of the mostly inflammatory influence of the Republican’s Union League upon the freedmen, the Ku Klux Klan emerged in the immediate postwar. To underscore the Union League’s destructiveness, an 1870 Congressional Committee report provided this indictment of Republican rule over the conquered South: “[The] hatred of the white race was instilled [by the League] into the minds of these ignorant people by every art and vile that bad men could devise; when the Negroes were formed into military organizations and the white people of these States were denied the use of arms; when arson, rape, robbery and murder were things of daily occurrence, . . . and that what little they had saved from the ravages of war was being confiscated by taxation . . . many of them took the law into their own hands and did deeds of violence which we neither justify or excuse. But all history shows that bad government will make bad citizens.”

The Union League of the Republican Party

“The nocturnal secrecy of the gatherings, the weird initiation ceremonies, the emblems of virtue and religion, the songs, the appeal to such patriotic shibboleths as the Declaration of Independence, the Constitution, the Flag, and the Union, the glittering platitudes in the interest of social uplift — all these characteristics of the League had an irresistible appeal to a ceremony-loving, singing, moralistic and loyal race. That the purposes of the order, when reduced to the practical, meant that the Negro had become the emotional and intellectual slaves of the white Radical did not dull the Negro’s enthusiasm, he was accustomed to be a slave to the white man” [South Carolina During Reconstruction, Simkins & Woody, page 7].

The Union League gave the freedmen their first experience in parliamentary law and debating . . . the members were active in the meetings, joining in the debate and prone to heckle the speakers with questions and points of order. Observers frequently reported the presence of rifles at political rallies, usually stacked in a clump of bushes behind the speaker’s platform, sometimes the womenfolk left to guard them.

In the autumn of 1867, a League chapter made up mostly of blacks, but with a white president named Bryce, was holding a meeting with its usual armed sentries on the perimeter. When a poor white named Smith tried to enter the meeting, shots were fired; there followed a general alarm and, subsequently, a melee with a white debating club nearby. The Negroes rushed out; Smith fled, hotly pursued to the schoolhouse; the members of the debating club broke up in a panic and endeavored to escape; a second pistol was fired and a boy of fourteen named Hunnicutt, the son of a respectable [white] citizen, fell dead.

[Carpetbagger John W. De Forest wrote]: “The Negroes, unaware apparently that they had done anything wrong, believing, on the contrary, that they were re-establishing public order and enforcing justice, commenced patrolling the neighborhood, entering every house and arresting numbers of citizens. They marched in double file, pistol in belt and gun at the shoulder, keeping step to the “hup, hup!” of a fellow called Lame Sam, who acted as drill sergeant and commander. By noon of the next day they had the country for miles around in their power, and the majority of the male whites under their guard.”

That the Union Not be Abandoned to its Enemies

Many Southerners like Georgia’s Benjamin H. Hill wanted to hold out against secession after Lincoln’s election, and labeled the purely sectional Republican Party as disunionist and an enemy of the Constitution. He reasoned that if Andrew Jackson could coerce South Carolina for nullification thirty years prior, why not coerce the guilty Northern States who nullified the federal fugitive slave law?

That The Union Not Be Abandoned To Its Enemies

“On the fifteenth of November [1860], following [Howell] Cobb, [Robert] Toombs and [Alexander] Stephens, Hill appeared before the Assembly and made an eloquent argument against immediate secession or any precipitate action. The speech is primarily a closely reasoned appeal for moderation and a plea that passion and prejudices be discarded in the face of the imminent crisis.

“What are our grievances?” asks Hill; and then he proceeds to enumerate them, outlining the discriminatory policies and propaganda of the Republican party and laying special emphasis on the nugatory action of various free-State legislatures, affecting the fugitive slave laws. Hill represents the Republican Party as the real disunionist party, and quotes from various abolitionists who damn the Union and Constitution because they permit slavery. The grievances, then, are plain, and agreed of all Southern men.

Moreover, Hill believes the redress of grievances is not so hopeless a prospect in the immediate future. But suppose, for the sake of argument, redress of grievances within the Union is impossible, surely it is worth the effort; and all are agreed . . . that if such redress fails, then secession must come. But what are the remedies then, which are proposed within the Union.

First, the demand must be made by all the Southern States that the laws protecting slavery and requiring the rendering up of fugitive slaves must be enforced. The demand can be made as an ultimatum if need be. If necessary, let the federal government enact a force bill against any recalcitrant Northern State refusing obedience, as was done against South Carolina in 1833. Let the wrangling about slavery cease, and the entire machinery of government, if necessary, be put behind the enforcement of existing laws.

And Lincoln must come to this view. His only strength is in the law; he is bound by oath to carry out the law. A Southern president had once coerced a Southern State; now let a Northern president coerce a Northern State, if it comes to that. Hill insists that such a resolute attitude has never been taken by the Southern States, and he pleads that the Union not be abandoned to its enemies without making this effort to save it . . . He asks: “Is this Union good? If so, why should we surrender its blessings because Massachusetts violates the laws of that Union? Drive Massachusetts to the duties of the Constitution or from its benefits . . . Let us defend the Union against its enemies — not abandon it to them.

On December 6, Cobb, in an address to the people of Georgia announcing his resignation from [President James] Buchanan’s cabinet, averred that : “the Union formed by our fathers, which was one of equality, justice and fraternity would be supplanted on the 4th of March by a Union of sectionalism and hatred — the one worthy of the support and devotion of free men, the other only possible at the cost of Southern honor, safety and independence.”

This was followed up on December 23 by Toombs telegram to the Savannah Morning News, after the failure of the Crittenden Compromise: “I will tell you upon the faith of a true man that all further looking to the North for your constitutional rights in the Union ought to be abandoned. It is fraught with nothing but ruin to yourself and posterity.”
