Virginia’s Killing Fields and War Profiteering

The immense carnage unleashed by Lincoln in 1861 led to Northern war-weariness by mid-1864 — and the suppression of liberties in the North had only increased opposition to his military regime. Lincoln’s war had unleashed another devil – war-profiteering. Historian James G. Randall wrote that “The relation of the War Department to the army on the one side and the contractors on the other is a sorry tale. Whether it was a matter of uniforms, food, horses, guns or munitions, the service was made to suffer while ill-gotten wealth was gathered in by shameless profiteers.”

Virginia ‘s Killing Fields and War-Profiteering

By early June 1864, war-weary Northerners began to suspect that they had been betrayed by rosy promises of victory, just as they had been disappointed in every spring since 1861. They had been led to believe that the armies of Generals Grant and Sherman, in their combined offensives aimed at crushing the Confederacy, would finally achieve the triumph that had eluded Federal armies through three years of slaughter.

This time, Grant hurled 115,000 men across the Rapidan and attacked Lee’s Army of Northern Virginia, a force only half as large but well entrenched behind elaborate defenses in the thicket of The Wilderness. Sherman led about 100,000 men out of Chattanooga, heading south to capture the railroad center of Atlanta . . .

As usual, the War Department sent forth cheerful bulletins about great “victories” and Northern newspapers blazoned headlines: “Glorious Successes – Lee Terribly Beaten.” “Our Army in Full Pursuit of the Enemy Towards Richmond.”

In fact, Secretary [of War Edwin] Stanton deliberately withheld the truth that Grant’s forces had suffered horrendous losses in the Wilderness, Spotsylvania and Cold Harbor battles and that they had finally moved across the James River to about the same place where General McClellan had been two years before.

In a few weeks of direct frontal attacks on Richmond’s defenses Grant lost more than 50,000 men – killed, wounded and missing – almost as many men as Lee had in his army. Other estimates of Union losses ran much higher. John Tyler, an officer with Lee’s staff, claimed that the total was 70,000.

“Grant has shown great skill and prudence combined with remorseless persistency and brutality,” Tyler commented.

Eventually the enormous casualties could no longer be concealed as the people read the lengthening lists of killed and wounded in their newspapers, and boatloads of maimed soldiers arrived at the Washington waterfront from the killing fields of Virginia.

Thurlow Weed observed a depressing scene in New York State: “Regiments are returning home worn, weary, maimed and depleted. Our cities and villages swarm with skulking, demoralized soldiers.” He also lamented that “there is a reckless, money-making spirit abroad which, profiting by our disasters, favors a long war.”

“The commercial metropolis of the Union is flushed with prosperity and riots in extravagance,” one newspaper found. Throughout the spring of 1864, the New York Times observed that speculation mounted madly, higher and higher. “It was openly proclaimed on the Street that too much could not be paid for railway shares or mining allotments, because the currency was going to the dogs.” War profiteers made a vulgar display of their ill-gotten wealth by wearing diamond-studded waistcoats and spending money freely on jewelry for their women, and riding in fancy carriages and entertaining with lavish parties in their expensive homes.

As far as wealthy pleasure-seekers were concerned, the war was only a dim and distant sound coming out of the South . . . They would not care if the war would go on for another year or so if they could keep their precious carcasses out of the army. They could hire their substitutes for a few hundred dollars each and let the Irish, Germans, and the freed slaves fill the ranks and endure the hardships of battle and risk their lives for the Union.”

Total War, Confiscation and Sheer Theft

Author Clyde Wilson asserts that “The triumph in 1861-65 of the Republican Party over the will of the American people and the invasion, destruction and conquest of the Southern States, like a foreign territory has somehow, strangely, gotten mixed up with the idea of government of, by and for the people.” The Republican president crowned his revolutionary actions with the creation of a nationalist mythology which we still live under today. The Union was preserved by Lincoln and his party in a territorial sense, but not the Founders’ Union.

Total War, Confiscation and Sheer Theft

“Another great moral cost of the War, as Richard Weaver pointed out, was inauguration by the Republicans of the “total war” concept, reversing several centuries of Western progress in restraining warfare to rules.

General Sherman himself estimated that in his march across Georgia and the Carolinas, only 20 percent of the destruction had any military value. The rest was sheer wanton terrorism against civilians – theft and destruction of their food, housing, and tools. One egregious example was the burning and sack of Columbia – a city which had already surrendered and was full of women and children and wounded soldiers – a looting which marked the emancipation of black women by their wholesale rape.

Along with destruction went immense confiscation and theft, much of it under cover of a Confiscation Act which was enforced without ever being legally passed. The Republican Speaker of the House of Representatives simply declared the bill passed and adjourned. This high-handed legislative practice continued throughout the War and Reconstruction.

The Republican Governor of Indiana suspended the legislature and acted as dictator for two years. Republicans continually agitated for an open dictatorship under Fremont or some other trustworthy Radical; all of this is known but seldom acknowledged.

In addition to the Confiscation Act, for rebel property there was a mechanism for the government to collect taxes in the occupied regions of the South to finance the War. At last $100,000,000 in cotton (the most valuable commodity in North America) was seized — $30,000,000 more or less legally under the confiscation and tax acts, the rest sheer theft. The rest was stolen by Republican appointees.

A Secretary of the Treasury commented that he was sure a few of the tax agents he sent South were honest, but none remained so very long. We know, for instance, of that great war hero Admiral [David] Porter, who with General [Nathanial] Banks was badly beaten by vastly inferior Confederate forces in the Red River campaign, yet emerged from that campaign with $60,000 worth of stolen cotton for his personal profit.

The confiscation and theft continued in full force until at least 1868; they did not end with the hostilities.”

Desperate War Measures of Dunmore, Cochrane and Lincoln

Lincoln’s desperation card of emancipation was played after it was clear the Southern States had no interest in rejoining the 1787 Union, and as Northern public opinion was building against the increasing carnage of his war. Lincoln abandoned the goal of preserving the Union and decided to follow the same strategy as Royal Governor Lord Dunmore in November 1775 – issue an emancipation proclamation to free slaves who would be loyal to the Crown and thus incite a cruel race war to win the war against American colonists. Another emancipation proclamation was issued in 1814 by Vice Admiral Sir Alexander Cochrane to strengthen British forces with freed black men during the War of 1812.

Desperate War Measures of Dunmore, Cochrane and Lincoln

“Well-intentioned, right-thinking people equate anyone who thinks that the South did the right thing by seceding from the Union as secretly approving of slavery. Indeed, such thinking has now reached the point where people from both sides of the political spectrum . . . want to have the Confederate Battle Flag eradicated from public spaces. These people argue that the Confederate flag is offensive to African-Americans because it commemorates slavery and thus should be prohibited from public display.

In the standard account, the Civil War was an outcome of our Founding Fathers’ failure to address the institution of slavery in a republic that proclaimed in its Declaration of Independence that “all men are created equal.”

But was it really necessary to wage a four-year war to abolish slavery in the United States, one that ravaged half the country and destroyed a generation of American men? Only the United States and Haiti freed its slaves by war. Every other country in the New World . . . freed them peacefully.

The war did enable Lincoln to “save” the Union, but only in a geographical sense. The country ceased being a Union, as it was originally conceived, of separate and sovereign States. Instead, America became a “nation” with a powerful federal government.

Although it freed 4 million slaves into poverty, it did not bring about a new birth of freedom, as Lincoln and historians such as James McPherson and Henry Jaffa say. For the nation as a whole it did just the opposite: It initiated a process of centralization of government that has substantially restricted liberty and freedom in America, as historians Charles Adams and Jeffrey Rogers Hummel have argued.

The term “Civil War” is a misnomer. The South did not initiate a rebellion. Thirteen Southern States in 1860-1861 simply chose to secede from the Union and go their own way, like the thirteen colonies did when they seceded from Britain. A more accurate name for the war that took place between the Northern and Southern American States would be the “War for Southern Independence.”

Mainstream historiography presents the victors’ view, an account which focuses on the issue of slavery and downplays other considerations.

The rallying cry in the North at the beginning of the war was “preserve the Union,” not “free the slaves.” In his first inaugural address, given five weeks before the war began, Lincoln reassured slaveholders that he would continue to enforce the Fugitive Slave Act.

After 17 months of war things were not going well for the North, especially in its closely-watch Eastern Theater. Did saving the Union justify the slaughter of such a large number of young men? The Confederates posed no military threat to the North. Perhaps it would be better to let the Southern States go, along with their 4 million slaves. If it was going to win, the North needed a more compelling reason to continue the war than to preserve the Union.

Five days after the battle of [Sharpsburg], on Sept. 22, 1862, Abraham Lincoln issued his Emancipation Proclamation . . . a war measure, as Lincoln put it.”

A Colossal Waste of Life

As evidenced by sergeants and lieutenants commanding Southern regiments in early 1865, the Northern war killed off the promising political and social leadership of the South. These men would have risen to positions of authority, achievement and genius had it not been for a war against their homes, State and country, which they died defending.

A Colossal Waste of Life

“As we prepare for another slam-dunk cakewalk preemptive war, this time with Iran, it may be well to recall that the GOP had its origins in big government, which leads to, and thrives on, war. Only weeks after the first Republican president took office, the United States were at war against their estranged sister States,

It proved to be the bloodiest war in American history, consuming 600,000 young Americans [and not including another 400,000 American civilians, black and white]. Setting moral and political questions aside, we can really never know what was lost. How many of these young men, had they lived, would have blossomed into Edisons, Fords, Gershwins and other geniuses whose fruits we would still enjoy and profit from?

All we know is that the country was perpetually impoverished by this colossal waste of life. You never hum the tunes that never got written.

Nevertheless, we still celebrate – no, deify – the man brought on this horror by refusing to countenance the peaceful withdrawal of seven States. Of course Lincoln is chiefly honored for ending slavery. It’s a nice story, but it isn’t exactly true.

When the Confederacy was formed, so many Southern Democrats left both houses of the U.S. Congress that both the House and Senate were left with were left with Republican majorities. With this near-monopoly of power, the GOP – in those days, the GYP, I suppose – passed two “confiscation “ acts in 1861 and 1862, authorizing the seizure of any private property used to assist the “rebellion.”

These powers were so vaguely defined that they permitted limitless repression, such as the closing of newspapers critical of Lincoln’s war. In combination with Lincoln’s suspension of habeas corpus, anyone could be arrested for anything in the Land of the Free.

The 1862 act expressly declared slaves in the seceding State “forever free.” This was the real Emancipation Proclamation, but Lincoln was actually reluctant to act on it, doubting its constitutionality. For months the radical Republicans attacked him and egged him on, and finally he gave it effect in the most famous executive order of all time. He argued that in wartime he might take a punitive step that would be illegal during a time of peace.

Lincoln had other plans for ending slavery. He’d always thought it should be done gradually, with “compensation” to the slaveowners and the freed blacks to be encouraged to leave the United States. It was his conviction, repeatedly and openly stated, that though all men are created equal, abstractly speaking, the Negro – “the African,” he called him – could never enjoy political and social equality with the white man in this country; the black man would find his equality somewhere else, “without [i.e., outside] the United States.”

So Lincoln waged war to prevent the political separation of North and South, but in the hope of achieving racial separation between black and white. Both goals entailed vast expansions of federal and executive power. Limited government, anyone?

With its current Jacobin-Wilson zeal for spreading “democracy” around the globe, the Republican Party today is more or less back where it started. And once again, a Republican president is claiming wartime powers, under the Constitution, to act outside the Constitution.

Still, the myth persists that Lincoln lived his whole for the purpose of abolishing slavery, and was finally able to do this with a single inspired sovereign act. Like most historical myths, this one ignores all the interesting details. As Lincoln himself said, “I have not controlled events, but plainly confess that events have controlled me.”

Fighting and Dying in an Unjust War

Lincoln’s congress passed the Enrollment Act on March 3, 1863, also known as the Conscription Act of 1863. When New York Governor Horatio Seymour feared riots against the July draft in New York City, Lincoln’s Provost Marshal General James B. Fry refused any postponement. Fry’s behavior confirmed Democrat fears that the draft’s intent was to provoke a riot as an excuse for martial law and using federal troops to supervise and manipulate votes in upcoming elections.

Fighting and Dying in an Unjust War

“On the same day it passed the new draft law in March, Congress had authorized the suspension of habeas corpus throughout the United States, enabling the administration to detain political prisoners indefinitely without charges or any other due process of law. The draft law also empowered the secretary of war to create a police arm, the office of the provost marshal general, whose assistants scoured the country arresting deserters, spies, traitors, and other people deemed disloyal to the Northern war effort.

When criticized for suspending the writ of habeas corpus, Lincoln replied that the rebels and their agents in the North were violating every other law of the land and using constitutional protections – including freedom of speech and assembly – to shield their destructive, subversive activity.

During the spring of 1863, Democrats had warned that Lincoln was amassing dictatorial powers and the expanding central government was poised to wipe out what little remained of States’ rights. The draft, they said, was the ultimate expression of arbitrary federal power: the States’ role in raising troops had been supplanted, and individuals – those who could not afford a substitute – were to be coerced by the distant bureaucracies in Washington into fighting and dying in an unjust war.

[New York’s Governor Horatio Seymour] not only asserted that the draft law was unconstitutional, but complained, rightly, that the Republican administration and its newly-created Bureau of the Provost Marshal General had set disproportionately high [troop] quotas for New York City – which was predominantly Democratic.

Along with Horatio Seymour, Manton Marble’s New York World had fiercely denounced the arrest [of Democrat Clement Vallandigham in Ohio] and the central government’s “despotic power,” . . . “When free discussion and free voting are allowed, men are not tempted to have recourse to violence and relief of bad rulers,” the World asserted.

“You may stigmatize these irregular avengers as a “mob,” but there are times when even violence is nobler than cowardly apathy.”

Retribution in Pennsylvania

Already a sworn enemy of the South, its people and interests before the war, Thaddeus Stevens of received just retribution when Jubal Early’s men arrived at his Pennsylvania ironworks in mid-1863. A high-tariff industrial protectionist, he publicly denounced Southerners and any Northerners who cooperated with them politically; while condemning slavery he and his fellow abolitionists never advanced any peaceful and practical means to rid the country of that labor system. During the war, he and his fellow Republicans used government and military power to ensure election ballots favored his party.

Retribution in Pennsylvania

“The war was brought home to Stevens very directly that summer. In the third week of June [1863], Stevens was at his Caledonia ironworks. Confederate General A.G. Jenkins sent a foraging party to the forge, [and Stevens] was hurried away to Shippensburg by a byroad. Jenkins took away some horses and mules, but on June 26, Jubal Early arrived, and in spite of [the managers] plea that Steven’s had been losing money at the forge and would benefit by its destruction while the employees would suffer, [Early], remarking that Yankees did not do business that way, burned the ironworks to the ground, confiscated all movable property, and left the place a shambles.

Early, who acted upon his own responsibility, justified his action on the grounds that Union forces had wreaked similar havoc in the South, and in particular had burned the ironworks of John Bell, to say nothing of Stevens’s known advocacy of “vindictive” measures toward the South.

On July 11, he received the first direct news from his manager. He learned that the rebels had taken all his horses, mules and harness; his bacon (about 4,000 pounds), molasses, and other contents of his store; and about $1,000 worth of corn in the mills as well as a like quantity of other grain.

As Stevens put it, “[the Confederates] finally expressed great regret that they were not so fortunate as to meet the owner, who seems to be very popular with the [Southern] chivalry.” In the meantime, he was happy about the outcome of the Battle of Gettysburg, although he was afraid that General Robert E. Lee would try to mass his forces to catch Meade’s forces while dispersed.

Steven’s losses were widely reported, and while others sympathized with him, the [National] Intelligencer editorialized that his chickens had come home to roost. Had he not advocated the burning of every rebel mansion? Now he himself was the victim.

[But now] Stevens was worried about [the fall] elections. He complained [that the people of his local] counties had suffered greatly because of [Lee’s] invasion, but that they were now more aroused against the Union army than against the insurgents. The returning Federals had carried off horses and goods and so tarnished [Lincoln’s] administration’s reputation that a great number of votes would be lost.

To make sure of garnering as many [Republican] votes as possible, he asked the secretary of the treasury to furlough clerks from the Keystone State so that they would be able to take part in the election, and suggested to the State central committee see to it that the army’s vote be counted.”

Lincoln’s War Department

Lincoln’s initial choice to lead his War Department was Senator Simon Cameron, described as “the Pennsylvania opportunist, and successively Democrat and Know Nothing before affiliating with the Republicans.” Lincoln was under intense pressure from Pennsylvania Republicans to appoint Cameron to the cabinet, though the latter’s troubled past warned against it. In 1838, Cameron was appointed to settle claims of the Winnebago tribe in Wisconsin and “besides other irregularities Cameron had given to the red men depreciated notes on his own bank – all of which brought against him the first of many charges of dishonorable dealing and earned for him the derisive sobriquet of the “Great Winnebago Chief.” Indeed, “Cameron” and “corruption” became synonymous terms.”

Lincoln’s War Department

“The most flagrant malfeasance was in the War rather than Navy Department, for the War office had at its disposal many fat army contracts. Conditions in this department were made even worse by the fact that the code of political ethics of Secretary of War Simon Cameron made it impossible for him to play the role of crusader in eliminating sharp practices.

Indeed, his handling of the financial affairs of the department were scandalous in the extreme. The most glaring favoritism was shown. Some manufacturers could get contracts while others could not. Middlemen abounded and easily obtained lavish contracts, which they sold to manufacturers at high profit.

One gun manufacturer endeavored in vain to secure business from the War Department, but got orders for 200,000 guns from middlemen who, though unable to manufacture the guns, knew how to get contracts. Many contracts went to subcontractors.

Either through criminal negligence or criminal collusion on its part, the War Department under Cameron permitted and even encouraged fraud of the grossest character. Moreover, contractors frequently besieged Republican leaders with appeals to intercede for them with Cameron in the award of contracts.

Cameron conducted the War Department as if it were a political club house; he used contracts freely to pay off old political debts and to shower additional favors upon his henchmen.

Representative Henry L. Dawes, of Massachusetts . . . declared that Cameron used fat contracts to win political support at meetings “where the hatchet of political animosity was buried in the grave of public confidence and the national credit was crucified between malefactors.”

Belligerent Public Enemies in a Territorial War

Lincoln’s unfortunate choice of a mentor on reconstruction, William Whiting of Massachusetts, below refers to the American people in the South peacefully seeking self-government as belligerent public enemies, who, when finally conquered with fire and sword, deserved no more than eternal contempt and suspicion. He further proclaims the North’s “right to hang them as murderers and pirates,” and “whatever rights are left to them besides the rights of war will be such as we choose to allow them.  He believed the Southern States had forfeited their legal status in the Union they departed, only to be dragged back in as conquered territories and a people entitled to no rights.

As far as loyal Union men of the South are concerned, and they were numerous, Lincoln refused their wise counsel to abandon Fort Sumter in early 1861 to allow time and diplomacy for the settlement of sectional differences. They, as well as former President James Buchanan, suggested calling a Constitutional Convention of the States as the proper solution for disputes. These measures would have saved a million lives, and quite possibly the Union.

Belligerent Public Enemies in a Territorial War

“Lincoln’s plan of reconstruction was built on a concept of a wartime President’s powers so extended as to transcend the points of reference of earlier chief executives. It was military reconstruction, and it was the most direct imaginable intervention of the will of the national government into the internal structure of the State’s. In terms of power, Lincoln’s reconstruction plan was radical indeed.

The fact is that Lincoln enjoyed the services as mentor – with respect to the war-swollen power potentials of his office – of a prominent champion of Radical Republicanism, an old-line Boston abolitionist, William Whiting.

Brought into the War Department as its solicitor – primarily in order to prepare briefs that the government employed to fend off suits – in Northern States and in border areas, alleging the unconstitutionality of conscription and internal security measures – Whiting was the most learned lawyer in the United States in matters of the international laws of war.

He became the natural source of legalisms in support of the reconstruction program that the President was gradually evolving out of information he gained primarily from Army and War Department sources.

Here is Whiting’s prophetic essay of July 28, 1863, issued as a letter to the Philadelphia Union League, under the title, “The Return of the Rebellious States to the Union.” Note its harmony with the Lincoln plan as issued the following December, so far as the assumption of national powers is concerned, as well as its expression of concern with respect to the untrustworthiness of a conquered South.

“As the success of the Union cause shall become more certain and apparent to the enemy, in various localities, they will lay down their arms, and cease fighting. Their bitter and deep-rooted hatred of the Government, and of all the Northern men who are not traitors, and of all Southern men who are loyal, will still remain interwoven in every fiber of their hearts, and will be made, if possible, more intense by the humiliation of conquest and subjugation.

The foot of the conqueror planted upon their proud necks will not sweeten their tempers; and their defiant and treacherous nature will seek to revenge itself in murders, assassinations and all other underhand methods of venting a spite which they dare not manifest by open war, and in driving out of their borders all loyal men.

To suppose that a Union sentiment will remain in any considerable number of men, among a people who have strained every nerve and made every sacrifice to destroy the Union, indicates dishonesty, insanity or feebleness of intellect.

Beware of committing yourselves to the fatal doctrine of recognizing the existence, in the Union, of States which have been declared by the President’s proclamation to be in rebellion. For, by this new device of the enemy – this new version of the poisonous State rights doctrine – the Secessionists will be able to get back by fraud what they failed to get by fighting. Do not permit them, without proper safeguards, to resume in your counsels, in the Senate and in the House, the power which their treason has stripped from them.

Do not allow old States, with their Constitutions still unaltered, to resume State powers.

The rebellious districts contain ten times as many traitors as loyal men. The traitors will have a vast majority of the votes. Clothed with State rights under our Constitution, they will crush out every Union man by the irresistible power of their legislation. If you would be true to the Union men of the South, you must not bind them hand and foot, and deliver them to their bitterest enemies.

Having set up a government for themselves . . . they were no longer mere insurgents and rebels, but became a belligerent public enemy. The war was no longer against “certain persons” in the rebellious States. It became a territorial war; that is to say, a war by all persons situated in the belligerent territory against the United States.”

Postwar Corruption and Thievery in Washington

The war waged against the American South was more about destroying it’s political and economic power in the Union, so that Northern political and economic interests could prevail nationally. The resulting carnival of political vice and scandal is best summarized with: “The festering corruptions of the post-war period sprang up in every part of America and in almost every department of national life. Other loose and scandalous times . . . had been repellent enough; but the Grant era stands unique in the comprehensiveness of its rascality.”

Postwar Corruption and Thievery in Washington

“The Civil War had severed the Southern checks on the exploitation of natural resources, had supplanted an old, experienced ruling class for a new, inexperienced one, had released the dynamic energies of the nation, and had ushered in the Era of Manipulation.

Under President Grant, pliant and politically naïve, the government had fallen into the hands of dishonest and incapable men . . . politics under the cloak of Radicalism more and more had become identified with manipulation for economic favor. Hordes of lobbyists had swarmed over the land, seeking railroad subsidies, mining concessions, and thousands of other government handouts.

The West was being plundered by railroad and mining corporations, the South by Carpetbaggers and Scalawags. The cities and the State legislatures, in North and South alike, were infested with rings, lobbyists, bribe-givers, and bribe-takers. Even the national Congress had become a tool of predatory business interests. Machine politics, firmly founded on patronage, economic privilege, the bloody shirt, and the soldier vote, prevailed everywhere.

The new ruling classes, flushed with prosperity, had lost their sense of responsibility, and corruption had kept pace with the upward swing of the business cycle. Political morality had sunk to its lowest level in American history.

In the closing days of the last Congress, [Grant’s self-styled House floor leader] Ben Butler and a few others had slipped through a measure increasing the salaries of the President, members of Congress, and other high officials. Tacked onto the unpopular measure was a retroactive feature which in effect gave each member a $500 bonus for his service the last two years.”

A Superior Race of Yankee Employers

The land seized, sold and leased in occupied South Carolina by the North’s Direct Tax Commission was dominated by Northern philanthropists and others who had acquired their wealth by exploiting free labor. They developed Northern support for the “Port Royal Experiment” by convincing manufacturers that successful black farmers would become ravenous purchasers of Yankee goods. In a June 15, 1864 letter to the Edward S. Philbrick mentioned below, Northern General Rufus Saxon wrote: “What chance has [the Negro] to get land out of the clutches of the human vulture, who care for him only as they can gorge themselves upon his flesh? If you had seen the hungry swarms gathered here at the land sales in February . . .”

A Superior Race of Yankee Employers

“[In the occupied South Carolina’s Sea Islands], the first purchasers were principally the New England wing of the planter-missionaries [who] welcomed more favorable circumstances in which to prove their theory that free labor could grow more cotton, more cheaply, than slave labor. The largest buyer [of land] was Edward S. Philbrick, backed by wealthy Northern philanthropists . . .

Federal authorities were reluctant to lease or sell subdivided plantation tracts to the freedmen [though some] managed to purchase several thousand acres . . . but the acreage they acquired was always well below that purchased by Northern immigrants, and this result was intended by a majority of the tax commissioners.

The truth is, not many of the liberators had boundless faith in the freedmen’s capacity for “self-directed” labor so soon after their emancipation. When in January 1865 General William T. Sherman set aside a strip of land along the southeastern seaboard for the exclusive occupancy of the thousands of slaves who followed his army to the sea, the news was generally greeted in the North with lamentation and deep foreboding.

It was a great mistake in statesmanship, the New York Times said, for what the ex-slaves needed was not isolation and complete independence, but “all the advantages which the neighborhood of a superior race . . . would bring to them. And what they needed even more was the good example and friendly guidance such as Yankee employers could largely provide. Few doubted, after emancipation, that the freedmen had some promise, provided that Yankee paternalism was allowed full scope.

When the old masters talked of free labor, they really meant slave labor, “only hired, not bought.” And how could men whose habits and customs were shaped by the old order readily grasp the requirements of the new order? The case seemed plain to all who had eyes to see. If the freedmen were ever to be transformed into productive free laborers within the South, the New York Times argued with unintended irony, “it must be done by giving them new masters.”
