Beauregard’s Romantic Set of Spies

Gen. P.G.T. Beauregard’s sweeping plans to annihilate the Northern host invading Virginia in mid-July 1861 were Napoleonic in character though both Davis and Lee discounted them due to Beauregard’s inflated numbers of troops available, and that rather than risk open battle against a superior force, the enemy would simply retire to its Washington’s defenses. Nonetheless, the Creole general did amass an interesting coterie of spies to monitor enemy movements.

Beauregard’s Romantic Set of Spies

“On July 13 [1861, Beauregard] sent an aide to Richmond with a proposal for the union of his army with [Gen. Joseph E.] Johnston’s. Hardly had the aide left when Beauregard enlarged his plan and sent Colonel James R., Chestnut of his staff to explain it to [President Jefferson] Davis.

The completed plan was truly Napoleonic. Johnston, leaving five thousand men in the Valley to contain the Federals, was to join Beauregard with twenty thousand (Johnston had eleven thousand in his command). The combined force would attack and destroy McDowell. Then Johnston would return to the Valley with his own army and ten thousand of Beauregard’s and smash the Federals there.

Next, Johnston would detach enough men to western Virginia to clear the enemy out of that region. These troops would return and join Johnston, who would then invade Maryland and attack Washington from the rear, while Beauregard, coming up from Manassas, would attack it in front.

In describing the plan to Johnston, Beauregard wrote: “I think this whole campaign could be completed brilliantly in from fifteen to twenty-five days. Oh, that we had but one good head to conduct all our operations.” Both the President and [Robert E.] Lee objected to it on two counts.

His design of grand strategy rejected by the government, Beauregard turned to studying the movements of McDowell. Of these he was kept informed by as romantic a set of spies as any general ever had in his service. Just before the war started, Colonel Thomas Jordan, his chief of staff, had arranged a spy apparatus in Washington.

He asked Mrs. Rose Greenhow, famous capital society dowager and Southern sympathizer, to send him information of important Federal movements . . . [and] provided her with a crude cipher. Mrs. Greenhow dispatched her first message in early July: McDowell would advance on the sixteenth.

It was carried from Washington by a beautiful girl named Bettie Duvall, who disguised herself as a country girl and rode in a farm wagon to Virginia. Going to the home of friends, she changed her costume to a riding habit, borrowed a horse, and rode to [Brigadier-General Milledge Luke] Bonham’s headquarters at Fairfax Courthouse. Both Bonham and his young officers were thrilled when she unrolled her long hair, took out Mrs. Greenhow’s dispatch, and handed it to the general.

At this time, volunteer girl spies from Virginia were bursting into Beauregard’s lines at every turn, bearing news that the Yankees were coming. They were received with consideration and applause, although their information was generally vague and available in Washington newspapers.

To secure more definite news [Beauregard’s chief of staff Thomas] Jordan sent a man named Donellan to Mrs. Greenhow. He carried a scrap of paper on which Jordan had written in cipher “Trust bearer.” He reached Washington on July 16 and received from her a code message saying McDowell had been ordered to move on Manassas that night.

Travelling in a buggy and using relays of horses, Donellan brought the dispatch into the Confederate lines. It was delivered to Beauregard between eight and nine the same night.”

The Passing of a Creole Hero

General Pierre G.T. Beaurgard is said to have been an enigma “for after the war he helped to destroy the old agrarian way and to build the New — the industrial — South.” Said also to have been a good general rather than a great one, his masterful defense of Charleston and Petersburg against staggering odds are a testament to his tactical abilities, though the independent field command he craved eluded his grasp. His egotistical mind and tongue warred continuously with fellow generals and political leaders of the Confederacy, and left him in a combative spirit long after the war ended.

The Passing of the Creole Hero

“Beauregard seemed resigned to death. On Saturday, February 18, 1893, he seemed better, and dressed and came downstairs. The next day he complained of a feeling of oppression around his heart, and that night he did not sleep well.

Still, he got up on Monday, the twentieth, and spent most of the day in the garden and on the balcony. He dined with the family and spoke cheerfully of his recovery. Before retiring that night, he wound his watch so he could follow the doctor’s orders. Before [son] Henri left, Beauregard said, “I will be well tomorrow if I sleep tonight.”

The nurses remained on duty in the room. Shortly after ten they were startled to hear the death rattle in his throat. Before they could summon the family he was dead.

Into the home on Esplanade Avenue the condolences and resolutions of respect poured in a flood. They came from Louisiana and from all over the South – from State and city officials, former comrades, the organizations of which he had been a member, chapters of the United Confederate Veterans from Virginian to Texas.

[New Orleans] Mayor John Fitzpatrick proclaimed a period of mourning until after the funeral and directed that all municipal buildings be closed. Governor Murphy F. Foster ordered the same arrangements at the capital in Baton Rouge. Both the governor and the mayor asked the family for permission to let the body lie in state at the City Hall, and consent was granted.

Accompanied by an escort of National Guard units, the body, resting in a heavy casket finished in burl and ebony and adorned with silver handles, was conveyed to the council room at the City Hall. The walls of the dimly-lit chamber were hung with black drapes and Confederate and United States flags. Three Confederate emblems, one of which belonged to the Washington Artillery, covered the casket.

Above the catafalque stood the battle flag which Miss Hettie Cary had made for him from her own dress in 1861. All that night and throughout the next day, while an honor guard of Confederate veterans stood by, thousands of people passed through the room to gaze on the Creole hero.

On the afternoon of the twenty-third the body was . . . taken for burial to the tomb of the Army of Tennessee in Metarie Cemetery. Riding in a carriage was the chief mourner, Edmund Kirby Smith, now the only surviving full general of the Confederacy, who had come to New Orleans to attend a reunion. A month later he too would be dead.

At the grave, priests chanted the requiem, three volleys were fired in a last salute, and taps were sounded. From above, the equestrian statue of Albert Sidney Johnston looked down on the scene.”

Lee’s Confirmed Superiority

Both Robert E. Lee and Joseph E. Johnston were appointed to West Point by President John Quincy Adams in 1825, and quickly became friends during their four years there. Lee graduated second in his class and with no demerits; when Virginia withdrew from the Union in 1861, Johnston was the highest-ranking US officer to resign his commission. The evident patriotism and devotion of these two Virginians, Lee descended from Light-Horse Harry Lee and Johnston’s father the Speaker of Virginia’s House of Delegates, may cause one to wonder why those in the US Army in 1861 would take up arms against such men seeking political liberty.

Lee’s Confirmed Superiority

“In June of that year [1825] the two young Virginians successfully passed the examinations to become members of an entering class of 105 cadets. Although Lee was slightly older the two soon became fast friends. Years later Johnston wrote of this relationship:

“We had the same intimate associates, who thought, as I did, that no other youth or man so united the qualities that win warm friendship and command high respect. For [Lee] was full of sympathy and kindness, genial and fond of gay conversation, and even of fun, that made him the most agreeable of companions, while his correctness of demeanor and language and attention to all duties, personal and official, and a dignity as much a part of himself as the elegance of his person, gave him a superiority that everyone acknowledged in his heart. He was the only one among all the men I have known who could laugh at all the faults and follies of his friends in such a manner as to make them feel ashamed without touching their affection for him, and to confirm their respect and sense of his superiority.”

[On June 28, 1860, the US Senate confirmed Johnston’s appointment as Quartermaster General of the United States Army, with the rank of brigadier-general]. Lee wrote with a magnanimous interest, in view of the fact that his promotion elevated Johnston for the first time above him in rank:

“My Dear General: I am delighted at accosting you by your present title, and feel my heart exult within me at your high position. I hope the old State may always be able to furnish worthy successors to the first chief of your new department; and that in your administration the country and army will have cause to rejoice that it has fallen upon you. May happiness and prosperity always attend you . . . “

Remember the Maine

President William McKinley had to be goaded into war against Spain by the yellow journalism and fake news of Hearst and Pulitzer, but his dispatch of the USS Maine to Cuba provided the incident, as Roosevelt’s dispatch of the US fleet to Pearl Harbor did 43 years later. Lincoln’s bludgeoning of Americans seeking independence in 1861-1865, cleverly disguised as a war to emancipate slaves, left future imperial-minded presidents with a reusable template for war.

Remember the Maine

“Henry Luce coined the phrase “The American Century” as an expression of the militant economic globalism that has characterized American policy from the days of William McKinley. Luce, the publisher of Time and Fortune, was the child of missionaries in China – a product, in other words, of American religious and cultural globalism. It is no small irony that this preacher’s kid was the chief spokesman for a global movement which, in its mature phase, has emerged as the principal enemy of the Christian faith.

The approach to Christianity taken by the postmodern, post-civilized, and post-Christian American regime is a seamless garment: At home, the federal government bans prayer in school, enforces multiculturalism in the universities, and encourages the immigration of non-Christian religious minorities who begin agitating against Christian symbols the day they arrive; abroad, the regime refuses to defend Christians from the genocide inflicted by Muslims in the Sudan, while in the Balkans it has waged a ruthless and inhumane war against the Serbs of Croatia, Bosnia, Kosovo and Serbia.

The inhumanity of NATO’s air campaign against villages, heating plants and television stations reveals, even in the absence of other evidence, the anti-Christian hatred that animates the Washington regime.

Luce did not invent the American Empire, he only shilled for it. His American Century began in the Philippines 100 years ago, when the American regime refined the policies and techniques discovered in the Civil War.

The oldest and best form of American imperialism is the commercial expansion advocated by the Republicans – McKinley, Taft, Hoover and Eisenhower – who warned against the military-industrial complex. Although all of these free-traders were occasionally willing to back up the politics of self-interest with gunboats, they preferred to rely, whenever possible, on dollar diplomacy. McKinley had no hesitation about establishing American hegemony in Cuba and the Philippines, but he had to be dragged into war.

Free trade, these Babbits believed, could be the route to market penetration around the globe, and one of the early slogans of commercial imperialists was the “Open Door.” Sometimes, however, the door had to be kicked in by the Marines.

As one spokesman for American industry put it 100 years ago, “One way of opening up a market is to conquer it.” This is what Bill Clinton meant when he justified his attack on Yugoslavia on the grounds that we need a stable Europe as a market for American goods.

Even the most tough-minded Americans are suckers for a messianic appeal; it must have something to do with the Puritan legacy. Even bluff old Bill McKinley, in declaring war on the people of the Philippines, a war that would cost the lives of more than 200,000 civilians, proclaimed the aim of our military administration was “to win the confidence, respect and affection of the inhabitants . . . by assuring them . . . that full measure of individual rights and liberties which is the heritage of a free people, and by proving to them that the mission of the United States is one of benevolent assimilation.”

The new American globalism has a logic all its own, one based on universal free trade, which destroys local economies; open immigration for non-Europeans and non-Christians, who can be used to undermine a civilization that is both Christian and European; and universal human rights, which are the pretext for world government.”

The Southern Yankee

Beyond the New England slave trade which populated the American South with millions of enslaved Africans, there were many Yankees who moved South before 1861 to engage in agriculture and the holding of slaves.  And they had a Southern counterpart who learned the Yankee’s  close-fisted ways.  During the War and after Northern bayonets had conquered Southern regions, many industrious and profit-minded Yankees came South to try their hand at revolutionizing Southern agriculture and labor with experiments at Hilton Head and Louisiana.

The Southern Yankee

“The name “Yankee” was originally bestowed upon New-Englanders alone, but for what reason it would be difficult perhaps to determine at this time. At present, however, with all foreigners it is used to designate the natives of any of the Anglo-Saxon States of our republic. In our Southern States all Northerners are regarded as Yankees, while the Southerner will not consent to have the name applied to themselves.

But even in the North there are those who still disclaim the appropriateness of the cognomen, when applied to any persons other than the natives of New England . . . “Yankee” with all these is looked upon usually as a term of reproach – signifying a shrewd, sharp, chaffering, oily-tongued, soft-sawdering, inquisitive, money-making, money-saving, and money-worshipping individual, who hails from Down East, and who is presumed to have no where else on the Globe a permanent local habitation.

In a sense of the word, however, we are disposed to opine that, while New-England may possibly produce more Yankees than other portions of the Republic . . . still, any numbers of the close-fisted race are to be met with all the way from the banks of the Hudson to the deltas of the Mississippi – all to the manor born too, and through whose veins courses not a drop of New-England blood.

Of these the Southern Yankee is, without dispute or cavil, the meanest. He has nothing whatever to plead in excuse or even extenuation of his selfishness; for all around him is boundless hospitality, and even the very air he breathes excites to warm-heartedness, relaxing the closed fist of more Northern latitudes into the proverbially open palm of the generous hearted South. Time was indeed, when the Southern Yankee had neither a local habitation nor a name.

During the grand old Colonial days, as well as the happy period which immediately followed the Revolution, Southerners did not dream of devoting their whole lives – all their time and talents – to the base pursuit of riches – the mere acquisition of dollars and dimes, regardless of family ties, or the duties owned to society, and the much higher duties one also owes to his God.

At the present time, the Southern Yankee is quite an institution in the South. The Southern Yankee comes of no particular lineage, but springs from all manner of his forefathers, though in most cases from persons of the middle class. Like his Northern brother, the Southern Yankee is deterred by no obstacle whatever from his tireless pursuit of riches.

In the tobacco-fields of Virginia, in the rice fields of Carolina, in the cotton-fields of Alabama, or among the sugar-canes of Louisiana, when a farmer or planter, he is in all things similar and equally bent on the accumulation of the sordid pelf: and the crack of his whip is heard early, and the crack of his whip is heard late, and the weary backs of his bondsmen and his bondswomen are bowed to the ground with over-tasking and over-toil, and yet his heart still unsatisfied; for he grasps after more and more, and cries to the fainted slave: “Another pound of money, dog, or I take my pound of flesh!”

Will it pay to press the poor African beyond what he can endure, and thereby shorten his life . . . this is the great and the only question with every Southern Yankee: “Conscience? Basta! He knows no such thing as conscience: he cares only to get gain, and get it he will, and let conscience go to the dogs. Religion? Go talk to the women and the parsons about religion.”

[The] Southern Yankee is fully as restless as the Yankees of the North – always on the move, or ready to sell out at any time if settled. Home to be loved must be made attractive, but he who is so wedded to filthy lucre as to despise all ornament that costs money, is not capable of entertaining in his selfish and narrow bosom so refining a passion as the love of home, or the love of anything else, indeed, that is pure and beautiful.

However, though often a farmer or planter, the Southern Yankee is much more frequently a trader or speculator. The slow but sure gains of agricultural pursuits are not swift enough to satisfy his inordinate craving for money; hence he speculates either in merchandise, or stocks, or tobacco, or cotton, or sugar, or rice, or grain, or lands, or horses, or men. In all which he is but the type of the Wall Street prototype. He will lie or cheat if need be, and scruples at no dirty trick provided it enables him to make a “good thing of it” – such is the chaste vernacular of these dim-witted fellows.”

Rogue Quartermaster of the West

The brief biography of Brigadier-General Justus McKinstry in “General’s in Blue” (Ezra J. Warner, LSU Press, 1964) describes him as “one of the most thoroughgoing rogues ever to wear a United States uniform.” Graduated from West Point, he survived a courts-martial which could have stifled his military career and future ill-gotten earnings. Warner begins the biography with:

“Justus McKinstry . . . was born July 6, 1814, in New York, probably in Columbia County. He moved with his parents to Michigan as a young boy and was appointed to the Military Academy from there. He was graduated in the class of 1838 which furnished an unusually large proportion of general officers to the Union and Confederate armies.”

To his credit, McKinstry served meritoriously in the war with Mexico under the command of Gen. Winfield Scott.

When the War Between the States commenced in 1861, then-Major McKinstry was appointed chief quartermaster of the Department of the West in St. Louis. He was charged with acquiring military supplies through various civilian contractors, and it was reported that his administration there “was rife with fraud and abuse.” McKinstry had civilian allies as “unscrupulous businessmen and adventurers defrauded the public of large sums of money,” and it was often unstated, but clearly implied, that “a goodly portion of that money stuck to the palms of the man who approved the expenditures.”  This was McKinstry.

Warner continues: “While in charge of the quartermaster’s department, [McKinstry] found ample opportunity to line his own pockets at the expense of the government. Among the exactions levied upon contractors who wished to do business with his office was a three-thousand dollar silver service for Mrs. McKinstry.

The contractor’s usual procedure for absorbing these obligations was for one contractor to bill another for goods at an enormous advance in price; these goods would then be sold to the quartermaster’s department at “market.” One St. Louis firm admitted profits of $280,000 on sales of $800,000 in a few months under the administration of McKinstry.

On September 2, 1861, he was promoted to brigadier of volunteers and commanded a division under General John C. Fremont who was ordered to invade Missouri with a large army which needed provisions and equipment. Fremont himself was no stranger to controversy.

In John McElroy’s “The Struggle for Missouri” the author writes that “Fremont, in the palatial Brandt Mansion, for which the Government was paying the very unusual rent of $6,000 per year, was maintaining a vice regal court as difficultly available as that of any crowed head of Europe.”

Regarding the autocratic Fremont’s expensive entourage, McElroy states that his “uncounted and glittering staff, which seemed to have received the Pentecostal gift of tongues – in which English was not included – was headed by a mysterious “Adlatus” – a title before unknown in America or to the dictionary’s . . .”

Those surrounding Fremont knew little or nothing of Missouri, geography or its affairs, though their purpose was to hold the State in the territorial union now centered in Washington.  Like a European duke, Fremont maintained a personal bodyguard of 300 hand-picked men and by mid-1862 had quarreled sufficiently with his superiors to be all but cashiered.

Warner writes that “Upon the succession of General David Hunter to command of the department, McKinstry’s peculations were investigated. And after a year in arrest he was cashiered, January 28, 1863, “for neglect and violation of duty, to the prejudice of good order and military discipline,” the only such sentence handed a general officer in the war.

McKinstry’s later record is obscure and for a time he was a stockbroker in New York, and later a land agent in Missouri. He died in St. Louis on December 11, 1897 and is buried in Ypsilanti, Michigan.

The Anti-Government Instrument of Texas

Coke Stevenson (1888-1975) served as Speaker of the Texas House of Representatives, lieutenant-governor, and governor. In 1948, he ran for the US Senate against Lyndon Johnson and narrowly lost by what he deemed fraudulent votes. Described as an honorable statesman of the traditional Southern type, Stevenson saw little in the calculating and devious Johnson to admire.

The Anti-Government Instrument of Texas

“The Constitution of Texas, drafted in 1876 by delegates (many of whom had worn the Confederate gray; several had been Confederate generals) representing a people who felt that a decade of Carpetbag rule had shown the injustices of which government was capable, was, as the Texas historian [T.R.] Fehrenbach puts it, “an anti-government instrument.”

It not only bound the Legislature within very tight limits but said the Legislature would henceforth no longer meet every year but every other year because, as one Texan said, “the more the damned Legislature meets, the more Goddamned bills and taxes it passes!”

It was no more lenient with the executive branch: the powers of the Governor were reduced to a point where he was one of the weakest in America. “If future State Governments prove burdensome or onerous, it ought not to be the fault of this Convention,” one of the delegates said, and, indeed, the convention’s handiwork made it, in Fehrenbach’s words, almost impossible for government in Texas to be burdensome or onerous in the future.”

The spirit behind the Constitution was the spirit of farmers and ranchers; however, much they believed in education, pensions or government services, the taxes fell on them and their land.

The Constitution was the embodiment of what Fehrenbach describes as “a lasting philosophy that no Legislature or Governor was to be trusted” – as a result, one analyst concludes, “everything possible was done to limit the power of all branches of government . . . None of these [limitations] was controversial; they were what the people wanted.”

The philosophy embodied in the Texas Constitution dovetailed with the philosophy of [Coke Stevenson] who studied it in the light of a predawn fire in his ranch house by the South Llano [river]; its character was his. Thrift, frugality . . . Limits on government; the devotion to individuality, to free enterprise, individual freedom – he had lived his entire life by those principles.

This man who had taught himself history, who had read in it so widely, had a love of history – in particular, the history of his State, the proud heritage of Texas – almost religious in its depth. (On his ranch, he had found an old log cabin; when he learned that it had been built by Jim Bowie not long before he rode off to his death at the Alamo, Stevenson built a shelter around the cabin to protect it from the elements so that it would stand as long as possible. He erected a flagpole in front of his ranch house, and on March 2, Texas Independence Day, and other State holidays, he would, with no one to watch but his wife and son, solemnly raise, in those lonely, empty hills, the Lone Star flag.)

Now, in the 1920s, he was coming to believe that the government of Texas was doing violence to that heritage and those principles. The inefficiency of the State government – in particular, the antics of a Legislature whose lack of responsibility must, he felt, lead to higher taxes – troubled Hill country ranchers. No one in Austin seemed interested in economy, they said – of course not, it wasn’t their own money they were spending.”

Irretrievably Bad Schemes in South Carolina

In the 1876 gubernatorial election in South Carolina, incumbent carpetbag Governor Daniel H. Chamberlain “bombarded the North with lurid accounts of the [Hamburg, SC riot] based on the excited claims of Negro participants” and that this act of “atrocity and barbarism” was designed to prevent Negroes from voting, though, as a matter of fact, the riot occurred five months before the election.” A Massachusetts native and carpetbagger of dubious reputation, Chamberlain left much evidence of a willingness for making his office pay.

Irretrievably Bad Schemes in South Carolina

“In an Atlantic Monthly article published twenty-five years later, ex-Governor Chamberlain stated that] “If the [election] of 1876 had resulted in the success of the Republican party, that party could not, for want of material, even when aided by the Democratic minority, have given pure or competent administration. The vast preponderance of ignorance and incapacity in that [Republican] party, aside from downright dishonesty, made it impossible . . . the flood gates of misrule would have been reopened . . . The real truth is, hard as it may be to accept it, that the elements put in combination by the reconstruction scheme of [Radical Republicans Thaddeus] Stevens and [Oliver] Morton were irretrievably bad, and could never have resulted . . . in government fit to be endured.”

While federal troops were still holding the State House in Columbia, The Nation informed its readers, “Evidently there is nothing to be done but to let the sham give way to reality . . . to see without regret . . . the blacks deprived of a supremacy as corrupting to themselves as it was dangerous to society at large.”

As Congressman S.S. Cox of New York and Ohio remarked:

“Since the world began, no parallel can be found to the unblushing knavery which a complete history of carpet-bag government in these [Southern] States would exhibit. If the entire body of penitentiary convicts could be invested with supreme power in a State, they could not present a more revolting mockery of all that is honorable and respectful in the conduct of human affairs. The knaves and their sympathizers, North and South, complain that the taxpayers, the men of character and intelligence in South Carolina and other States, finally overthrew, by unfair and violent means, the reign of scoundrelism, enthroned by ignorance. If ever revolutionary methods were justifiable for the overthrow of tyranny and robbery, assuredly the carpet-bag domination in South Carolina called for it. Only scoundrels and hypocrites will pretend to deplore the results.”

Wade Hampton Teaches Racial Tolerance

Astutely recognizing the new political reality in postwar South Carolina, Wade Hampton hoped to build a harmonious political relationship between the two races based upon mutual trust and affection. With the Radical rejection of Andrew Johnson’s moderate Southern policy toward the conquered South, no chance of racial harmony in the South was possible. While the Radicals and carpetbaggers looted the South and incited race war, discrimination and Jim Crow laws continued in the North.

Wade Hampton Teaches Racial Tolerance

“Hampton told of an incident before the war when he and his family were in Philadelphia. At the train station he purchased tickets, including two for the black servants travelling with them.

The ticket agent informed Hampton that his servants would not be allowed in the same car, as, Pennsylvanians “did not like to ride with Negroes.” Hampton protested. He had been required to pay full price for their tickets, “and one of them is the nurse of my children.” The agent still refused.

The slave master from South Carolina was out of patience with Philadelphia prejudice. “I told him that I had paid their fare,” recounted Hampton, “that I thought them good enough to ride with me, and therefore quite good enough to ride with his fellow citizens, and that they should get into my car. So I brought them in and kept them there.”

A Conquered and Foreign People

Most, if not all, foreign observers recognized the fiction that the Union was saved by Lincoln. Americans in the South were put under military rule and the Republican Party moved quickly to enlist and manipulate the freedmen vote to attain political dominance and ensure the election of Grant in 1868 – lest their military victory be lost with the election of New York Democrat Horatio Seymour.  Grant won a narrow victory over Seymour, by a mere 300,000 votes of the 500,000 newly enfranchised freedmen.

A Conquered and Foreign People

“Not everything was settled on the day the Federal flag was raised once again over the capitol building in Richmond. The nation had to go forward resolutely to complete the revolution begun by the Civil War . . . It was needful not only to impose obedience on the conquered inhabitants but also to raise them up again after having subjugated them, to bring them back into the bosom of the Union; to rebuild the devastated countryside and enlist the people’s sincere acceptance of the great reform about to be inaugurated.

They must be made to feel the firm hand of a determined government that would not, however, be a threat to their liberties. Armed repression must give way to politics . . .

[In dealing with the Southern States, they] might be considered conquered territory and be told that when they left the Union they gave up all their rights under the Federal Constitution that they had ceased to be sovereign States.

In that case they must be treated as a conquered foreign people; their State and local governments must be destroyed or allowed to collapse and then reorganized as territories . . . Then someday, when the memory of the Civil War had been completely erased, they would be readmitted to the Union.

This procedure, the Radicals argued, would be merely the literal application of the United States Constitution, the sole method of ensuring respect for national authority. It would be the only way to restore the former Union on a solid foundation, having levelled the ground beforehand by stamping out all tendencies to rebellion . . .

It would be a good thing for the Southern States to be subjected for a time to the rigors of military rule and arbitrary power, or at least for them to be kept for a number of years under the guardianship of Congress, that is to say, under the domination of the North.

Their delegates might come, like those from the territories, and present their grievances or defend their interests; but they would only have a consultative voice in Congress and would have no share in the government. Great care must be taken not to give back to the South the preponderant influence it had exercised for so long.

The rebellion is not yet dead, the Radical orators declared; it has only been knocked down and it may get back on its feet if we are not vigilant. Never has the Union been in such danger as in this moment of victory when peace seems to prevail, but when the future depends on the decisions the people and the government now adopt.

If the [Democratic Party] is once again allowed to reorganize, if the Southerners renew their alliance with the Northern Democrats, it will be all up for national greatness and liberty. The same arrogant claims and the same quarrels will reappear . . . all this will someday or another lead to another civil war which will encompass the total destruction of America.”
