Liberal Republicans Triumphant

It is said that the war against American conservatism was in high gear by Lyndon Johnson’s administration; it was Johnson who conferred the Medal of Freedom on the socialist A. Philip Randolph in 1964, and Randolph’s closest confidant was admitted communist Bayard Rustin – who organized MLK’s mass demonstrations. The liberal-dominated Republican party in the 1960’s went along with the unprecedented expansion of the federal government, abandoned efforts to abolish affirmative action, did little to restrict illegal immigration, oppose gay rights or gun control. Also, the most dangerous Supreme Court appointees – Warren, Brennan, Blackmun, O’Connor and Kennedy – were advanced by Republican presidents.  The very first Republican president reportedly issued an order for the arrest of the Chief Justice for upholding the United States Constitution.

Liberal Republicans Triumphant

“[The] fifteen years from 1960 to 1975 were a time of unprecedented expansion in government domestic spending. Spurred by the plight of the blacks and Puerto Ricans in Northern cities and the deplorable health and education opportunities available to the poor in the South, the national mood turned toward reform.

A sufficient number of liberals were elected to Congress to wrest control of crucial committees from conservative Southern and Midwestern congressmen and substantially change a longstanding system of Federal priorities.

The country’s underlying prosperity made it all possible. In 1964 [President Lyndon B.] Johnson was able to sign on successive days the Economic Opportunity Act, which created a national War on Poverty, and legislation directing across-the-board tax cuts for almost everyone. Social conscience was free.

As the barriers to change came down, a stream of legislation poured out of Washington – besides the War on Poverty, there were Model Cities, the Elementary and Secondary Education Act, Medicare and Medicaid, and greatly improved social security benefits.

When concern for civil rights and the poor was generalized to problems of pollution and congestion, the federal government responded with subsidies for urban mass transit, tough new air and water quality standards, and sharply increased levels of funding for sewage treatment and air pollution control.

By 1967 even cataloguing the immense range of new initiatives was a formidable task . . . more than $15 billion in aid available, scattered through four hundred separate grant-in-aid programs – although beleaguered local officials insisted that the programs numbered more than a thousand.

With the rush of programs, federal domestic spending increased sharply, as did the involvement of the federal government in local affairs. Aid for manpower, education, and social service programs jumped from $1.3 billion in 1960 to $10.3 billion in 1970, and to $18.2 billion in 1975.

While the overall federal budget tripled from 1960 to 1975 . . . the federal share in local and State budgets increased by 40 percent. [By] 1975 cash income maintenance programs alone were budgeted for a larger amount than national defense.

In many ways the device hit upon by the lawmakers for increasing federal involvement in local affairs – the categorical grant-in-aid – was as important as the absolute volume of the new federal commitments. Funding was allocated for specific purposes, and usually with detailed operating conditions attached, reflecting a prevailing lack of confidence in State and local administrations. In the South local autonomy too often meant racial discrimination; too many State legislatures in the North and West seemed sleepy, rural-dominated, special-interest societies.

[To change the emphases of State and local governments], a common device was to include generous federal funding in the early stages of a program, with the expectation that local funding would pick up the program later. Community mental health programs, for example, receive 90 percent of their finding in the first year from federal sources, but the federal share is phased out entirely over a seven-year period, leaving the local government with an expensive program, a high standard of service, and an organized set of supporters.

Public employment programs began the same way . . . but local officials were left to face a financing problem or the pain of reducing a popular program as the federal support was reduced in subsequent years.

Programs developed “vertical autocracies” of their own, a chain of officials stretching from the local government through the State and regional federal bureaucracies to Washington and the halls of Congress.

Elected officials rarely could afford the time or trouble to master the complex laws and regulations and were increasingly the captives of their program-oriented bureaucracies, who held the secret to the continued expansion of outside financing.

The powerful expansionist impulse that Nelson Rockefeller brought to [New York] State government was in his family tradition – they had long tried to live down their legendary wealth with a broad range of philanthropic undertakings – and was consistent with his basic personality.

Rockefeller was a perennial presidential candidate, and at least until 1968, his national aspirations rested on his position as spokesman for the Northeastern liberal wing of the Republican party, which was in competition throughout the decade with the hard-line conservatism of the South and West.

Republicans were hopelessly outnumbered nationally, the reasoning went, and the route to victory lay in capturing the center of the national consensus. At least through the first half of the 1960s – or until the bills began to come in – that seemed supportive of the drive toward government initiatives to equalize opportunities between blacks and whites and rich and poor, to put out lifelines for the cities, and to make up for decades of underinvestment in the public sector.”

Lincoln Revives a Dying Party

It was a commonly held opinion by 1860 that the western territories were not conducive to large plantation and the black labor required to make it economically feasible. It was Lincoln in his “House-Divided” speech who fanned the flames of sectional discord and set the South on its path toward political independence, and the North on its path to war. Washington in his farewell address warned of the dangers of sectionalism – the same that Lincoln and his party created and nourished.

Lincoln Revives a Dying Party

“The defeat of the slave-State constitution in Kansas made it certain that none of the land [Stephen] Douglas had opened to slavery north of 36-30 [latitude] would become slave. In view of the economic circumstances it was becoming more and more evident that unless the Republican party acquired new tenets there was no reason for continuing its organization.

[William] Seward, one of the leading lights of the party, and [Horace] Greeley, the leading editor of the party, were willing at this time to dissolve the party, but Lincoln was unwilling for the Republicans to disband their distinctive anti-slavery [expansion] organization and have nobody to follow but Douglas, who did not care whether slavery was “voted up or voted down.”

Accordingly, in his debate with Douglas, [Lincoln] had to supply additional material for the sustenance of his party’s life; for the time was rapidly approaching when it would become obvious to everybody that the extension of slavery into the territories had been checked permanently by prevailing economic conditions.

In order to win victory at the polls in 1858 it would be necessary for a Republican candidate not only to hold persons already enrolled in the moribund political organization, but also to gain recruits to the cause of prohibition of slavery in the territories by federal law.

The two groups from which new members could be drawn were the bona-fide abolitionists and the Henry Clay “Whigs” who had hitherto refused to enroll themselves in a sectional political party. The abolitionists supplied the soul of the anti-slavery movement of the North, but they had in general refused to vote for anybody who compromised on anything less than a declaration in favor of abolition of slavery in the slave States.

The Henry Clay Whigs of the North opposed further acquisition of territory which could be devoted to slavery but desired ultimate abolition of slavery only under conditions equitable to the South. They had most kindly feelings toward the Southern whites and like Clay they preferred the liberty of their own race to that of any other race, although they were no friends of slavery.

Lincoln so skillfully calculated the wording of his famous House-Divided speech that it won converts to his following from both sides of the above-mentioned groups. It carried water on both shoulders, so to speak, for it was so constructed that it was acceptable to both radicals and moderate conservatives. [The speech] contained bait for abolitionist consumption . . . and [it also] veils the radicalism . . . and makes of the whole what many Henry Clay Whigs even in the South hoped.

The idea presented . . . to the effect that the advocates of slavery intended to push slavery forward into the Northern States unless the system was checked . . . contained a powerful cement for amalgamating the heterogeneous elements of the North into one sectional party opposed to such extension. [Lincoln’s speech] was sufficiently nourishing to the party’s life to have “all free” enshrined as an ultimate ideal and to spread the idea that the South would be satisfied with nothing less than “all slave.”

Confirmed Prejudices and Opinions Up North

The emancipation issue promoted by Lincoln’s Republican Party caused a predictable rupture within its ranks, and revealed the true extent of party concern for the African race. The Massachusetts governor mentioned below wanted no black men in his “strange land and climate,” but accepted them as military substitutes for the white men of his State. The great fear persisted in the North that freed black men would migrate there in search if work and compete with white men.

Confirmed Prejudices and Opinions Up North

“The threat of a black “invasion” (or “Africanization”) of the North was a dominant theme in anti-emancipationist rhetoric. Politicians and editors predicted that three hundred thousand freedmen would “invade” Ohio alone, competing with white labor, filling up the poor houses and jails, and generally degrading society. In a June 1862 referendum, by a majority of more than two to one, Illinois voters endorsed a clause in a proposed State constitution that would exclude blacks from moving into the State.

This issue cut across party lines. Senator Lyman Trumbull of Illinois, a former Democrat, now a Unionist, explained “there is a very great aversion in the West – I know it is so in my State – against having free Negroes come among us. Our people want nothing to do with the Negroes.”

One Unionist editor told [Secretary of the Treasury] Salmon P. Chase that the best strategy was to declare that blacks “don’t want to come north and we don’t want them unless their coming will promote the conclusion of the war . . .” Chase himself, while a fervent advocate of emancipation, shared the common assumption that blacks were inherently unsuited to the colder northern climate.

“Let, therefore, the South be open to Negro emigration by emancipation along the Gulf,” he suggested, “and it is easy to see that the blacks of the North will slide southward, and leave no question to quarrel about as far as they are concerned.”

Chase was not the only radical in the Republican party who worried about the political consequences of the “Africanization” issue in the run-up to the fall 1862 elections. Even Governor John A. Andrew of Massachusetts, whose antislavery credentials had been amply demonstrated three years earlier when he had given tacit support of John Brown’s raid on Harper’s Ferry, became embroiled in the issue.

In September 1862, Major General John A. Dix wrote to the governors of three New England States asking them to accept into their States a group of two thousand ex-slaves who had sought refuge with the Union army. Governor Andrew responded with a strongly argued letter, soon leaked to the public, in which he explained that Massachusetts was, for blacks, “a strange land and climate” in which the newcomers would “be incapable of self-help – a course certain to demoralize them and endanger others.’ Such an event would be a handle to all traitors and to all persons evilly disposed.”

With timing that was appalling for the [Lincoln] administration, the black migration issue became a crisis in Illinois at about the same time the preliminary Emancipation Proclamation was issued. The army had been sending refugee slaves to the military headquarters at Cairo – the southernmost town in Illinois. Secretary of War Stanton issued an order allowing these freedmen to be dispersed throughout the State.

This appeared to violate the State’s “Negro Exclusion” law and which was certainly anathema to mainstream public opinion. One Republican wrote to Governor Richard Yates that “the scattering of those black throngs should not be allowed if it can be avoided. The view . . . here is that if the country should become full of them they may never be removed and with the confirmed prejudices and opinions of our people against the mingling of blacks among us we shall always have trouble.”

The Cause of America’s New Version

The seemingly settled question today is that the American South withdrew from the Union because of a desire to perpetuate African slavery, and that no other issues of that period in our history ought to be considered. And beyond this settled question, Southerners who attempt any favorable motives to their ancestors are “merely repeating Lost Cause myths” to cover up their evil intent of their ancestors. The author below recommends investigating any mythology created by the winning side.

The Cause of America’s New Version

“Set aside that the question of causation in history is a complex one, to say the least. Still it is true that historians of other generations, of vastly greater breadth of learning than most of today’s, ascribed other “causes” to t most critical event in American history: clash of economic interests and cultures, blundering politicians, irresponsible agitators. There is a bit of sleight-of-hand along with today’s false assumptions.

Even if slavery may have in some simplistic and abstract sense “caused” the secession of the first seven Southern States, it does not establish that it “caused” the war. The war was caused by the determination of Lincoln and his party to conquer the Southern States and destroy their legal governments.

Caused, one might say by Northern nationalism – nationalism being a combination of romantic identification with a centralized state and interest in a unitary economic market. The war, after all, consisted in the invasion and conquest of the South by the U.S. government. A very simple fact that most Americans, it would seem, are unable to process, along with the plain fact that Northern soldiers did not make war for the purpose of freeing black people.

One of Lincoln’s many deceptions was the claim that the Founders had intended to abolish slavery but had not quite got around to it. The Southerners of his time, were rebelling against the true Founding by insisting on non-interference, while he and his party were upholding the settled understanding of the Founders.

James McPherson, perhaps the “leading” historian of today in regard to the Great Unpleasantness and no Southern apologist, along with many others, points out that it was the North that had changed by 1860, while the South had remained attached to the original concept of the Union.

Now one may be glad, as McPherson is, that the North changed and triumphed with a new version of America, but to deny which side was revolutionary is merely dishonest.

Historians have devoted vast attention to the South, feeling it was necessary to explain where the South went wrong, find the source of the perversion that led to a doomed attempt to escape the greatest country on earth. But if it was the North that changed, ought our primary focus in understanding American history to be on why and how the North changed during the prewar period?”

Experimenting on the Reunion of the United States

The following passage from a mid-1862 Harper’s Weekly reveals the impetus behind the war, and the intense industrialism and consumerism that drove the Northern war effort. And if the South could not be brought into the orbit of this new order, they would have to be exiled or exterminated once their land was confiscated.  Lincoln’s Secretary of State, William Seward, stated in England in 1863 that the Southern people were free to leave and form their own government, and their land left behind would belong to the Northern government.

Experimenting on the Reunion of the United States

“Under the vigorous administration of Major-General [Benjamin] Butler, New Orleans is steadily returning into shape. General Butler has been more energetic and less conciliatory than General Dix or Governor Johnson: his iron hand has not been covered with a silken glove. We venture the prediction that his success will be all the more thorough and speedy. The good people of Louisiana are already complaining that they have been victimized by the rebels.

And no wonder. What could be more outrageous than the destruction of cotton and sugar, while hundreds of thousands of human beings are starving to death for want of the food which could only be purchased with this cotton and sugar?

To bring the people of Louisiana entirely to their senses, nothing more is needed than a plain statement of this, and we are glad to see that General Butler has stated it.  When one reads of the heart-rending sufferings of the people of the Gulf States of whole families starving, and every rich man reduced to poverty – one is tempted to regret that the civilization of the age forbids the infliction of the tortures of the Inquisition upon the miscreant authors of these atrocities.

Strict Justice would require that Davis, Beauregard, and Lovell should expiate their crimes on the rack, or at the stake. Mean while, the revival of trade, and the exemplary punishment of traitors by General Butler, is gradually developing a Union sentiment in New Orleans as the like policy did at Baltimore. The argumentum ad ventrem is doing the work. Baltimore, Nashville, and New Orleans, are the points where the forces of the United States are experimenting on the reunion of the United States.

If we restore the Union feeling there, we can do it throughout the South. If we cannot succeed there, the bulk of the white people of the South will have to be exiled, or got rid of in some way, in order to reconstruct the Union and secure the safety of the North. In order to create a Union sentiment at the South, we must satisfy the people of that section that we are stronger than they, and that we are thoroughly earnest in our purpose of preserving the soil of the United States undivided.

We must then show them that if they persevere in rebellion they cannot escape hunger and misery, that they will be outcasts without property or rights of any kind; that it is a mere question of time how soon they will be hunted down; that it is simply due to our forbearance that the negroes have not been armed for insurrection; whereas, on the other hand, if they return to their loyalty, they will be received into the Union with the same rights as the people of the North, and will be assisted by a generous government to emancipate their slaves and start afresh in a new and wholesome career of industry. When this is done, the work of reconstruction will be more than half achieved.”

Suppressing the Consent of the Governed

“Imagine America invaded by a foreign power, one that has quadruple the population and industrial base. Imagine that this enemy has free access to the world’s goods as well as an inexhaustible supply of cannon fodder from the proletariat of other countries, while America itself is tightly blockaded from the outside world.

New York and Cincinnati have been taken. For months, Boston and Chicago have been under constant siege, the civilian population driven from their homes. Enemy forces roam over large parts of the country burning the homes, tools and food of the noncombatants in a campaign of deliberate terrorism.

Nearly eighty-five percent of the nation’s able-bodied men (up to 50 years of age) have been called to arms. Battlefield casualties have run to 39 percent and deaths amount to half of that, far exceeding those from any other war.

On the other hand, the enemy, though its acts and domestic propaganda indicate otherwise, is telling the American population that it only wants peace and the restoration of the status quo antebellum. Lay down your arms and all will be as before. What would be our state of morale in such conditions? Americans have never suffered such misfortune, have they?

Alas, they have. This was the experience of the Southern people from 1861-1865 in their lost War for Independence.

How hard the Southerners struggled for independence from the American Empire has been, and continues to be, suppressed by a nationalist culture that can only wonder: How could any group possibly have dissented from the greatest government on earth? But a very large number of Americans did no consent that government (the regime, after all, was supposed to be founded on the consent of the governed).

They were willing to put their dissent on the line in a greater sacrifice than any large group of Americans has ever been called on to make. Until finally, as a disappointed Union officer quoted by [author Gary] Gallagher remarked: “The rebellion [was] worn out rather than suppressed.”

Achieving Southern Destiny

Washington warned that sectional animosity would endanger the new Union; by 1826 both Jefferson and Adams deplored the loss of republican direction provided by the revolutionary generation. The tariff controversy of the early 1830s ignited the fire that would not be quelled until 1865, though the Constitution and the Union were destroyed in the process.

Achieving Southern Destiny

“[Henry] Clay’s campaign for his “American System” drew fire mainly from the South Carolinians.

In 1827, Robert J. Turnbull, under the pseudonym of Brutus, published a series of thirty-three articles in the Charleston Mercury, and promptly issued them in a pamphlet entitled “The Crisis: Or Essays on the Usurpation of the Federal Government,” which he dedicated “to the people of the “Plantation States” as a testimony of respect, for their rights of sovereignty.”

Turnbull vehemently urged the people of the South to face the facts, to realize that the North was beginning to use its control of Congress for Southern oppression by protective tariffs and otherwise; and he proposed as a remedy that South Carolina should promptly interpose her sovereignty, and safeguard Southern interests, by vetoing such congressional acts as she should decide to be based upon Federal usurpations and intended for Northern advantage at the cost of Southern oppression.

“. . . William H. Trescott’s “The Position and Course of the South” [was] an embodiment of the soundest realization of the sectional conditions of the Southern section in the closing decade of the ante-bellum period. The author, a leading, experienced, conservative citizen of South Carolina, states in his preface, dated Oct. 12, 1850, that his purpose is to unify the widely separated parts of the South.

He says his views are not new, but they are characteristically Southern: “We are beginning to think for ourselves, the first act toward acting for ourselves.” The essay begins with an analysis of industrial contrasts.

The political majority of the North represents labor; that of the South, capital; the contrast is violent. Free labor hates slave labor, and it will overturn the system if it can. The two sections with many contrasting and conflicting characteristics are combined under the United States Constitution, but they are essentially irreconcilable. Even in foreign relations the North is jealous of foreign powers for commercial and industrial reasons, while Southern industry is not competitive with, but complementary to European industry and commerce, and the South, if a nation by itself, would be upon most cordial terms with foreign powers.

“The United States government under the control of Northern majorities must reflect Northern sentiment, sustain Northern interests, impersonate Northern power. Even if it be conceded that the South has no present grievance to complain of, it is the part of wisdom to consider the strength and relations of the sections, and face the question, what is the position of the South? In case our rights should be attacked, where is our constitutional protection? The answer is obvious.

But one course is open to her honor, and that is secession and the formation of an independent confederacy. There are many men grown old in the Union who would feel an honest and pardonable regret at the thought of its dissolution. They have prided themselves on the success of the great American experiment in political self-government, and feel that the dissolution of the Union would proclaim a mortifying failure. Not so.

The vital principle of political liberty is representative government, and when Federal arrangements are discarded, that lives in original vigor. Who does not consider the greatest triumph of the British constitution the facility and vigor with which, under slight modifications, it developed into the great republican government under which we have accomplished our national progress. And so it will be with the United States Constitution.

We believe that Southern interests demand an independent government. We believe that the time has come when this can be established temperately, wisely, strongly. But in effecting this separation we would not disown our indebtedness, our gratitude to the past. The Union has spread Christianity, fertilized a wilderness, enriched the world’s commerce wonderfully, spread Anglo-Saxon civilization. “It has given to the world sublime names, which the world will not willingly let die — heroic actions which will light the eyes of a far-coming enthusiasm. It has achieved its destiny. Let us achieve ours.”

Harriet the Deliverer

Harriet Tubman was utilized by Northern forces on the South Carolina coast to help in carry away black laborers who were supporting the Southern war effort. With the plantations overrun and crops destroyed, the African workers had lost their homes and livelihood and left with the liberators who promised farms for all.

Harriet the Deliverer

“They came down every road, across every field, just as they had left their work and their cabins; women with children clinging around their necks . . . all making at full speed for “Lincoln’s gun-boats.”  Eight hundred poor wretches at one time crowded the banks, with their hands extended toward their deliverers, and they were taken off upon the gun-boats, and carried down to Beaufort [South Carolina].

“I nebber see such a sight,” said Harriet [Tubman]; “we laughed an’ laughed . . . One woman brought two pigs, a white an’ a black one; we took ’em all on board; named the white pig Beauregard, and de black pig Jeff Davis.

And so they came pouring down to the gun-boats. At length Colonel Montgomery shouted from the upper deck, above the clamor of appealing tones, “Moses, you’ll have to give ’em a song.” Then Harriet lifted up her voice and sang:

“Of all the whole creation in the East or in the West,

The glorious Yankee nation is the greatest and the best,

Come along! Come along! Don’t be alarmed,

Uncle Sam is rich enough to give you all a farm.”

Postwar Whiskey, Beer and Dollar Bills

In 1880, the shooting war had been over for 15 years though a conflict raged for political control of the South until 1877. James Garfield and Chester Arthur eked out a slim victory in 1880, and the New York Times wryly observed that so many [Republican] factions were convinced that they had been promised cabinet positions that “if all reports are true, President Garfield’s Cabinet will contain about one hundred and twenty-five persons.” The elimination of Southern conservative influence in Congress led to the corruption of the Gilded Age.

Postwar Whiskey, Beer and Dollar Bills

“The [presidential] campaign of 1880 is notable mostly for what it lacked. It was a contest of organization and will, not a battle over the future direction of the country. The Republican factions in Chicago were divided by personalities, not by beliefs, and the [Northern] Democrats did not offer a dramatically different vision.

But the main attraction had all the ideology of a horse race. That fact did not escape the disgusted intellectuals who sat on the sidelines wondering what had happened to the once noble republic of Washington [and] Jefferson . . . [and] . . . What was the election about, really, other than who would win?

[Republicans and Democrats] voted because of party loyalty or because some local organizer sweetened the pot. They voted because a Republican precinct boss in New York Boston or Buffalo or St. Louis or Nashville invited them to a picnic on a fine Sunday on September, trucked out a few respected and/or dynamic speakers, and handed out whiskey, beer and dollar bills.

Yet if you had collared [James] Garfield and Arthur or [Winfield Scott] Hancock . . . and asked them if they stood for anything, they would of course had said yes. They would have said they stood for good government, for the hopes and dreams of the common man, for the expansion of trade, for orderly cities and prosperous farms, well-managed railroads, solvent banks, stable currency, and the settlement of the West.

Having served the Union during the Civil War, they felt the North’s victory had closed the last great fissure that had threatened a country founded on principles of liberty, freedom and the pursuit of happiness. It wasn’t that they eschewed ideology . . . They believed, simply, that everyone would be best served by a government led by their faction. Political appointments and party discipline helped ensure order nationally, and if party leaders stood to gain from electoral success, all the better.

Most politicians of the era saw no inherent conflict between government service and personal gain. They would have looked at later generations of Americans, at the reformers of the twentieth-century who created one box for public service and a separate one for private advancement, and scoffed at the naivete. Most politicians of the 1870s and 1880s looked a government as a vehicle for both.

Accusations that they were feeding at the public trough made minimal sense to them. Government was an institution for the public good that was meant to reward those who entered it.

[To win] the pivotal State of Indiana, Arthur delegated Stephen Dorsey, the former carpetbag Arkansas senator. Dorsey was the ablest fund-raiser the [Republican] Stalwarts had, though it was understood that he was a political operator not afraid to push beyond the limits of law and propriety. He was the type of operative who gives politics a bad name. Dorsey went to the land of the Hoosiers, got some votes legally, and paid for others.

In 1880, not a single State south of the Mason-Dixon Line went Republican, and not a single State from the North went Democratic. A banquet was held by the Union League Club at Delmonico’s to honor Stephen Dorsey for delivering Indiana to the Republicans.

Reform-minded editors like E.L. Godkin sighed that the episode confirmed the venality of politics . . . Dorsey had already been the target of a congressional investigation into the “Star Route” scandals, a scheme that had made a number of Republican loyalists rich from postal route concessions at the federal government’s expense.”

Southern Historians Sapping and Mining the Northern Myth

Historian and author Frank L. Owsley dedicated his professional life to righting the revisionist history of postwar Northern textbooks and relating an honest appraisal of why the War was fought between North and South. He viewed the conflict of 1861 as a struggle between Southern agrarian culture versus Northern industrialism intent upon political and economic control of the entire country.

Southerners Sapping and Mining the Northern Myth

“In describing the writings of one New Southerner, Frank Owsley wrote Allen Tate on February 29, 1932: “He is the typical “New Southerner,” the defeated [and] conquered . . . American. Dodd [William E. Dodd, Frank’s major professor at Chicago] remarked to me that it did not hurt him so much to be whipped! Or to see the South whipped! What broke his heart was to see the South conquered . . . he says it is the most completely defeated and conquered people of all history.”

Frank continued: “I believe that the spiritual and intellectual conquest of the South, which Dodd laments, is superficial. The leadership is in the hands of [these New Southerners] . . . and the history textbooks have been written by Yankees.

The purpose of my life will be to undermine by “careful” and “detached,” “well-documented,” “objective” writing the entire Northern myth from 1820-1876. My books will not interest the general reader. Only the historians will read them, but it is the historians who teach history classes and write textbooks and they will gradually, and without their own knowledge be forced into our position. There are numerous Southerners sapping and mining the Northern position by objective, detached books and Dodd is certainly one of the leaders.

By being critical first of the South itself, the Northern historian is disarmed, and then Dodd hits where it will do the most good . . . [Dodd told Davidson] that the younger Southern writers were making the Northern writers look unimportant.”

Frank’s essay in I’ll Take My Stand, “The Irrepressible Conflict,” concerned “the eternal struggle between the agrarian South and the commercial and industrial North to control the government, either in its own interest, or negatively, to prevent the other section from controlling it in its interests.”

At the time the Union was formed, the two sections were evenly balanced both in population and in number of States. The conflict worsened as the balance of power began to change. Slavery was an element of the agrarian society, but not an essential one. Even after the war, when there was no slavery, the South was an agrarian section. The irrepressible conflict was not a conflict between slavery and freedom, nor was it merely a protest against industrialism. It was equally a protest against the North’s brazen and contemptuous treatment of the South “as a colony and as a conquered province.”
