Total War Comes to France

Otto von Bismarck saw Lincoln’s war as one of unification and centralization, as he had accomplished with the German states; Bismarck also promoted the purchase of US government bonds to support Lincoln’s war. In 1870, the Northern general who visited total war on the Shenandoah Valley and its people was an official observer of Bismarck’s war on France, and undoubtedly influenced the war against civilians. The “francs-tireurs” noted below were French partisans who were shot if caught.

Total War Comes to France

“Moreover as the war dragged on into the winter and fancs-tireur activity grew, the Germans learned an ever-deeper hatred of the nation which was in their eyes prolonging the struggle so uselessly, and by such underhand means. “The War,” wrote a German officer campaigning on the Loire in November, “is gradually acquiring a hideous character. Murder and burning is now the order of the day on both sides, and one cannot beg Almighty God finally to make an end to it.”

“We are learning to hate them more every day, wrote another, a sane and civilized man who watched with horror the deterioration which bitterness and brutality were working among his troops. “I can assure you that it is also in the interests of the civilization of our own people that such a racial struggle should be brought to an end. Atrocious attacks are avenged by atrocities which remind one of the Thirty Years’ War.”

The discipline which during the summer had forced the German troops to respect civilian property was gradually relaxed.

“At first we were forbidden with the severest penalties, to burn vine-posts in bivouacs, and woe to him who used unthreshed corn for his palliasse. Child-like innocence! Now no one asks whether you are using garden fences . . . no Frenchman can any longer lay claim to property or means of livelihood.”

Thus throughout the autumn and winter of 1870 the terrorism of the francs-tireurs and the reprisals of the Germans spiraled down to new depths of savagery. If the French refused to admit military defeat, then other means must be found to break their will.

The same problem had confronted the United States in dealing with the Confederacy six years earlier, and Sherman had solved it by his relentless march through the South. [General Helmuth von] Moltke had believed war to consist in the movement of armies; but General Sheridan, who was observing the war from German headquarters, pointed out that this was only the first requirement of victory. [He stated:]

“The proper strategy [he declared after Sedan] consists in inflicting as telling blows as possible on the enemy’s army, then in causing the inhabitants so much suffering that they must long for peace, and force the government to demand it. The people must be left nothing but their eyes to weep with over the war.”

Bismarck took this advice more seriously than did Moltke. The more Frenchmen who suffered from the war, he pointed out, the greater would be the number who would long for peace at any price. “It will come to this, that we will have shoot down every male inhabitant.” Every village, he demanded, in which an act of treachery had been committed, should be burned to the ground and all male inhabitants hanged. To show mercy was “culpable laziness in killing.”

Southern Statesmen Save the Union

The final breakup of the union of States in 1861 was preceded by over 80 years of conflict and compromise, and it was Southern statesmen who most often tried valiantly to save the confederation of the Founders. Just as colonial New England frequently antagonized England with its independently-minded maritime fleet, it often threatened secession and independence from the United States as it viewed its own interests as paramount to any other.  The infamous Hartford Convention of New England Federalists seriously entertained secession in late 1814, and espoused States’ rights doctrines.

Southern Statesmen Save the Union

“The period from the ratification of the treaty of peace to the adoption of the Constitution has been called the critical period of American history; and the first year of that period was scarcely less critical than the last, the year in which, to use a familiar evangelistic expression, the Constitution was hair-hung and breeze-shaken over the bottomless pit.

It is scarcely to be doubted that at that time [1784] the New Englanders in particular seriously contemplated the dissolution of Congress and the abandonment of the union of the thirteen States.

At such a time, when the bands of union were slipping, the centrifugal forces were everywhere running amuck, it was Thomas Jefferson who conceived the idea that the preservation of a “visible head” of the government was of supreme importance, lest, with the disappearance of even a symbol of the union, all faith and hope in a more perfect union should likewise perish; and it was the Southern members of Congress, nobly aided by Pennsylvania alone, who strove with might and main to combat the threatened peril.

Again, when men of the North would have hog-tied and bound the West and have delivered it into permanent subjection to the East, it was Southern statesmen, more than any others, who strove to establish the principle that the West should be carved into self-governing States, having equal rights in the union with the original thirteen.

Once more, in that long and hard-fought contest over the free navigation of the Mississippi River, when the North would have sold that American birthright for a mess of Spanish turnip greens and them frostbitten, it was Southern statesmen who saved the West to itself and to the nation.

During the contest over the navigation of the Mississippi . . . the forces of disunion again began slithering through the East. In the late summer of 1786 [James] Monroe was alarmed to discover that, in the very shadow of Congress, an intrigue was asquirm, the design of which appeared to be the disruption of the existing union and the creation of a Northern confederation that would extend, if possible, as far southward as the Potomac.

The scheme may have died a-borning . . . At all events there are grounds for suspicion that it was the same infant, waxed a bit stronger, that was exhibited at Hartford in 1814.”

The Old Lady of Broad Street Versus FDR

By 1936, Franklin Roosevelt’s Democrat Party had become a virtual duplicate of the Communist Party USA with a near-identical platform, and supported by communist labor and black voting blocs. The old Southern Democratic traditions were thrust aside and the seeds of the “Dixiecrat” party were sown as FDR used his power to unseat opponents. Charleston editor William Watts Ball rose to the occasion.

The Old Lady of Broad Street Versus FDR

“[South Carolinian James] Byrnes found further cause for disagreement with [President] Roosevelt during the Congressional elections of 1938; he did not approve of Roosevelt’s attempt to unseat conservative Southern Democrats who had not supported New Deal legislation in the Senate. Some of the President’s closest advisors thought it unwise for him to dare intervene in Southern politics.

But Roosevelt would not be deterred; he undertook a “purge” trip through the South . . . [and] visited South Carolina. Since Olin Johnston had been invited to ride on the presidential train, it was obvious that Roosevelt favored Johnston for the [Senate] seat held by “Cotton Ed” Smith, presently running for reelection. Roosevelt had picked

Johnston and [News and Courier editor] Ball observed, “If the president can elect Mr. Johnston US Senator from South Carolina he can elect anybody . . . Northern Negro leaders were the masters of the national Democratic party. A vote against Smith was a victory for Walter White and the NAACP.”

Ball observed [that there] was a need for an independent Jeffersonian Democratic party in national affairs . . . to that end, on August 1 [1940] more than two hundred delegates convened at the South Carolina Society Hall in Charleston to organize the State Jeffersonian Democratic party. Almost simultaneously, “Time” magazine printed a picture of the “New Deal-hating” Ball and reported his support of [Republican Wendell] Wilkie as indicative of anti-Roosevelt rumblings in the normally Democratic Southern press.

[Ball wrote to his sister that] Election returns are coming in . . . the election of Wilkie would give me a surprise. I have no faith in “democracy” (little “d”) and the government of the United States has placed the balance of power in the hands of mendicants. I suppose the inmates of any county alms house would vote to retain in office a superintendent who fed them well and gave them beer. As for South Carolina, the South, it is decadent, spiritless; it is not even a beggar of the first class.

And in good health and bad, Ball maintained his unfaltering crusade against the New Deal. “Never was deeper disgrace for a country, in its management, than the disgrace of waste and corruption the last eight and a half years. I would not say there has been stealing, not great stealing, but the buying of the whole people with gifts and offices has been the colossal form of corruption . . . the American symbols are the night clubs of New York, the playboys and playgirls of Hollywood and the White House family with its divorces and capitalization of the presidential office to stuff money into its pockets.”

[Ball’s] News and Courier adhered steadfastly to its traditional policies: States rights; tariff for revenue only; strict construction of the Constitution; a federal government whose duties were confined to defending the republic against attack and to preserving peace and free commerce among the States. Fazed neither by depression nor by war, the “Old Lady of Broad Street” persisted in her jealousy and suspicion of all governments that set up welfare, do-good and handout agencies.

Ball claimed not to dislike [Roosevelt aide Harry] Hopkins, but [regarded] him as the embodiment of the fantastic in government: a man who “on his own initiative never produced a dollar,” a welfare worker who now was the greatest spender of the taxpayers’ money.”

Du Pont and His Powder Industry

E. I. Du Pont’s position as an anti-slavery advocate may have been more about containing black people in the South and forbidding them into the North and territories, as was common among Republicans. He may also have been opposed to the war but made a fortune through powder orders by providing 4 million barrels to the Northern government. Du Pont’s revolutionary “mammoth powder” for heavy artillery allowed greater range for bombarding American cities in the South.

Du Pont and His Powder Industry

“. . . Du Pont, a strong Whig and anti-slavery partisan could hardly feel much enthusiasm for the [Mexican] war, even if it did bring him government powder orders. [In the postwar] Ohio and Indiana farmers were industriously clearing away timber land, and potent charges of Du Pont powder were needed to extract the stumps. This was the first era of railway building, and powder was a necessity for railroad contractors. William Astor and his Oregon Fur Company needed powder for hunting in the Northwest. Mining was also beginning to develop.

Du Pont did not need a war, but the gods smiled and gave him one. In 1854 England, Turkey, and others went to war with Russia, and guns in the Crimea needed powder. Du Pont filled [orders from both England and Russia, and] shipments of the “black death” went forth to the far corners of the world.

During the American Civil War Du Pont was again the patriot – at least the Northern patriot. Naturally the war brought Du Pont large orders and he was the mainstay of the Northern government.

The Civil War created a virtual partnership between Du Pont and the government. When the war was over, this relationship was not disturbed . . . [and] Working hand in glove with the government became a regular practice for Dupont.

The last decades of the nineteenth century witnessed the formation of powerful combines and trusts in American business. It was only natural that Du Pont should be transformed from a simple powder company into a gigantic combine with international ramifications.

The development came as a result of the Civil War [and] Government orders had been so reckless that the supply of powder on the market proved a drug to the entire industry. The government sold its surplus at auction prices sand the bottom fell out of the powder industry.

Beginning in 1872 the Du Pont Company gradually brought “order” into the industry, and in 1907 it was not only supreme in the field, but had virtually united all powder companies in the country under its guidance, control, or ownership.

The result of this monopolistic policy may be seen in the fact that by 1905 Du Pont controlled the orders for all government powder orders. Having established this monopoly, Du Pont turned again to price-fixing [and] national prices were established from which there was no deviation.

During the World War Du Pont supplied 40 per cent of the powder used by the Allies, and after 1917 its orders from the United States government were enormous.”

Santa Anna Popular Up North

The Mexican War saw the sectional divide widen further as abolitionists and their allies in the North asserted that this was “simply a Southern plot to bring more slave States into the Union.” As New England sided with the enemy during the War of 1812 by selling them supplies and threatened to secede and form a separate republic, they would side with the enemy in 1846. The contingent of Americans fighting with the Mexicans noted below were the “San Patricios,” Irish Catholic immigrants in the US Army who refused to fight against Mexican Catholics. Those captured were executed for treason.  Ohio Senator “Black Tom” Corwin denounced the war in Congress and was summarily hung in effigy near Buena Vista by Ohio troops. They first dressed his likeness in a Mexican uniform.

Santa Anna Popular Up North

“Daniel Webster flung his oratory into caustic criticism of the war and he was abetted by fanatics like [Charles] Sumner. Soon, drinking of this heady fire water, Northern newspapers were fulminating against [President James] Polk and the continuance of the war. This was one of the few wars waged by the United States in which the enemy was popular.

Black Tom Corwin said that American soldiers in Mexico should be welcomed by “hospitable graves,” and a whole nightmare school of literature sprang up. Some papers called for European intervention. One said editorially: “If there is in the United States a heart worthy of American liberty, its impulse is to join the Mexicans.” Another said: “It would be a sad and woeful joy, but a joy nevertheless, to hear that the hordes of Scott and Taylor were every man of them swept into the next world.”

Santa Anna, the rascally Mexican commander, became a hero in Boston and New York, and there was even a contingent of Americans who fought with the Mexican army.”

Southern Indemnity to the North

A question seldom raised about the War Between the States and Southern defeat is the amount of economic indemnity paid to the North, economic reparations if you will, and forcing the defeated to pay the victor the costs of defeating them, as in the aftermath of the Franco-Prussian and World Wars.

Southern Indemnity to the North

“In the wake of wartime devastation, moreover, Southern taxpayers had to help pay the interest and principal on the $2.5 billion federal debt taken on by the North to beat the South, although nearly all of the bond payments went to Northerners.   Taxpayers below the Mason-Dixon Line also had to help support the huge cost of pensions to federal veterans and their widows and dependents, though no such pensions were paid to Confederate veterans.

Such disbursements, obviously, were spent in the North. In these various ways . . . Southerners paid approximately $1.2 billion to the rest of the Union over a period of a half century — more than the indemnity Prussia levied on France after the Franco-Prussian War of 1870-1871.”

Old World Nationalism of the South

Henry Steele Commager and Richard Morris note below the advantages held by the new American Confederacy in 1861, the most important of which was “that the South did not have to win on the field of battle in order to achieve independence, for it could afford to lose all the battles and all the campaigns and still triumph as long as it was prepared to settle simply for independence with no demands on the Union except the elementary one that it let the Sisters depart in peace.”

Old World Nationalism of the South 

“Nationalism has been a perennial theme in American historiography, but surprisingly enough historians have devoted but scant attention to the analysis of Southern nationalism. Yet the brief and tragic experiment of the Confederate States of America with nationalism provides a laboratory scarcely less interesting than that provided by the American States between 1774 and 1789.

Because historians are camp followers of victorious armies, most of them take for granted the triumph of the first American bid for nationalism and the failure of the Southern. Yet on the surface at least, the Old South of the fifties and sixties boasted more and more persuasive ingredients of national unity than had the American States in 1774.

For the South – and the Confederacy – had, among whites at least, far greater ethnic homogeneity than had the United States of the 1770s, for less than one percent of the population of the Confederate States was foreign born. It acknowledged a greater degree of religious unity than could be found in the original States – for outside Maryland and Louisiana the whole of the Southern population was not only Protestant but evangelical.

By modern standards it confessed pronounced class differences, but by its own standards it could boast that it was a classless society, for all whites could claim membership in an upper class: here was a principle of social philosophy which speedily took on the authority of a moral and a religious principle and provided the South with one of the most powerful of all the forces making for national unity – a common ideology.

Nor, for all its inferiority in population and resources, was the Confederacy without military advantages: a territory more extensive than any which had ever been conquered in the whole of modern history; interior lines of communication; a long military tradition and superior military leaders; and a not unreasonable expectation of a foreign intervention which could rescue the South as French and Dutch intervention had rescued the new United States during the Revolutionary war.”

Brave Deeds Worthy of Harp and Poet

Gen. Jubal Early was held in high esteem by Stonewall Jackson, in whose army the former commanded a division. General Robert E. Lee greatly valued Early as a subordinate commander and tolerated Early’s cursing in his presence. “Old Jube” had an opportunity to capture Washington late in the war, and rather than submit to subjugation at war’s end decided on temporary exile in Canada via Havana. The home he occupied at Niagara-on-the-Lake across from Fort Niagara still stands.

Brave Deeds Worthy of the Harp and Poet

“It was my fortune to participate in most of the military operations in which the army in Virginia was engaged both before and after General Lee assumed the command. My operations and my campaign stand on their own merits.

I believe that the world has never produced a body of men superior, in courage, patriotism and endurance, to the private soldiers of the Confederate armies. I have repeatedly seen those soldiers submit, with cheerfulness, to privations and hardships which would appear to be almost incredible; and the wild cheers of our brave men, when their thin lines were sent back opposing hosts of Federal troops, staggering, reeling and flying, have often thrilled every fiber in my heart.

I have seen, with my own eyes, ragged, barefooted, and hungry, Confederate soldiers perform deeds which, if performed in days of yore by mailed warriors in glittering armor, would have inspired the harp of the minstrel and the pen of the poet.

Having been a witness of and participant in great events, I have given a statement of what I saw and did, for the use of the future historian. Having had some means of judging, I will say that, in my opinion, both Mr. [Jefferson] Davis and General Lee, in their respective spheres, did all for the success of our cause which it was possible for mortal men to do and it is a great privilege and comfort for me so to believe. In regard to my own services, I have the consciousness of having done my duty to my country, to the very best of my ability.

During the war, slavery was used as a catch-word to arouse the passions of a fanatical mob, and to some extent the prejudices of the civilized world were excited against us; but the war was not made on our part for slavery.

High dignitaries in both church and state in Old England, and puritans in New England, had participated in the profits of a trade by which the ignorant and barbarous natives of Africa were brought from that country and sold into slavery in the American Colonies.

The generation in the Southern States which defended their country in the late war, found amongst them, in a civilized and Christianized condition, 4,000,000 of the descendants of those degraded Africans. Nevertheless, the struggle made by the people of the South was not for the institution of slavery, but for the inestimable right of self-government, against the domination of a fanatical faction at the North; and slavery was the mere occasion of the development of the antagonism between the two sections. That right of self-government has been lost, and slavery violently abolished.

When the passions and infatuations of the day shall have been dissipated by time, and all the results of the late war shall have passed into irrevocable history, the future chronicler of that history will have a most important duty to perform, and posterity, while poring over its pages, will be lost in wonder at the follies and crimes committed in this generation.”

No Southern Terms of Reunion

Unofficial peace overtures of mid-1864 coming through leading citizens of the North to Confederate commissioners in Toronto and Niagara Falls led to much speculation, but all saw that the obstacle to peace was in Lincoln himself. Lincoln would not agree to self-government for the South and continued his war to crush independence for his fellow Americans.  Below, Confederate Commissioner Clement C. No Southern Terms of Reunion

“We never proposed, suggested or intimated any terms of peace, to any person, that did not embrace the independence of the Confederate States. We have not dispelled the fond delusion of most of those with whom we have conversed, that some kind of common government might at some time hereafter be re-established. But we have not induced or encouraged this idea.

On the contrary, when obliged to answer the question – “Will the Southern States consent to reunion?” – I have answered:

“Not now.  You have shed so much of their best blood, have desolated so many homes, inflicted so much injury, caused so much physical and mental agony, and have threatened and attempted such irreparable wrongs, without justification or excuse, as they believe, that they would now prefer extermination to your embraces as friends and fellow citizens of the same government.

You must wait till the blood of our slaughtered people has exhaled from the soil, till the homes which you have destroyed have been rebuilt, till our badges of mourning have been laid aside, and the memorials of our wrongs are no longer visible on every hand, before you propose to rebuild a joint and common government.”

If we can credit the assertions of both peace and war Democrats, uttered to us in person or through the presses of the United States, our correspondence with Mr. [Horace] Greeley has been promotive of our wishes. It has impressed all but fanatical Abolitionists with the opinion that there can be no peace while Mr. Lincoln presides at the head of the Government of the United States.

All concede that we will not accept his terms . . . They see that he can reach peace only through the subjugation of the South . . . through the seas of their own blood as well as ours; through anarchy and moral chaos – all of which is more repulsive and intolerable than even the separation and independence of the South. “

New England Contemplates Secession in 1786

The Constitution which replaced the Articles of Confederation was a New England-inspired initiative intended to have a centralized government better protect its commercial and maritime interests. Had the South not compromised on that Constitution, it is likely New England would have seceded from the Confederation to form their own commercial union with its neighboring States.

New England Contemplates Secession in 1786

“In view of the sectional troubles which arose during the War of Independence and continued into the period of the [Articles of] Confederation, it is not surprising that the proposed admission of new States also caused sectional dissention. Southern opposition helped prevent the admission of Vermont; and Northerners became concerned as it became ever more likely that Kentucky would seek to be recognized as a State.

If, in the years 1785-1786, when economic depression afflicted the entire Confederation, Southerners were unhappy because Northerners were lukewarm or hostile to Southern expansion, Northerners were discontented because Southerners were neutral toward or opposed to measures which would have benefited the maritime trade of the North.

Merchants of New England and the Middle States wanted protection for their shipping against British competition, especially after Parliament decided to treat the Americans as foreigners and applied the British navigation laws to them. Accordingly, New England sought to amend the Articles of Confederation so as to give Congress powers to regulate interstate and foreign commerce and to levy import and export duties toward that end.

Even though the proceeds of these taxes were to go to the States in which they were collected and power to cut off commerce was expressly reserved to them, Southerners in Congress, especially Virginians, objected strenuously. Members of the Virginia legislature also evidently protested.

They feared that Congress would use these powers to prevent British ships from coming to Southern shores and so to confer upon Northern shipowners a monopoly of the Southern overseas traffic. Certainly the Yankees wished to get as much of that business as they could; and American shipping was concentrated in the Northern ports, being relatively scarce in the Southern ones.

Indeed, by 1786, it had become seemingly impossible to make changes in the Articles of Confederation, these requiring both action by Congress and the sanction of all thirteen State legislatures. In August of that year when James Monroe reported that New Englanders were considering the formation of a separate union, he was not entirely in error. Wrote Yankee Theodore Sedgwick on the 6th of that month:

“It well becomes the [north]eastern and middle States, who are in interest one, seriously to consider what advantages result to them from their connection with the Southern States. They can give us nothing, as an equivalent for the protection which they desire from us but a participation in their commerce. Even the appearance of a union cannot in the way we now are long to be preserved. It becomes us seriously to contemplate a substitute.”
