The Southern Lady and the Grand Old Man

The Southern was said to the “the apotheosis of the lowbrow in manners. His speech is wrecked on a false ideal of freedom and ease; his traditions are huddled up under aggression and haste; his manners are sacrificed to a false democracy.” It was also said that it takes three generations to make a gentleman, and that he is trained in the heart as a scholar is trained in the mind. Ellen Glasgow wrote in her “Virginia” in 1913 regarding the vanishing Southern lady that “the less a Southern girl knew about life, the better prepared she was to deal with it.”

The Southern Lady and the Grand Old Man

“As the shifting social scene swims before my eyes, I realize that two of the most picturesque figures of the past have almost disappeared, the Southern Lady and the Grand Old Man. There are a few survivals of the Southern Lady, but their voices are growing fainter.

The old-time Southern Lady with purring and ceremonious manners was the queen of what has been called the moonshine and magnolia era. The memory of her is like the faint perfume of old roses, a little sweet, a little melancholy, a little suggestive of decay. Her mind ran in deep groves and her manners were brocaded. The worst of it was that she had many spurious imitators who lacked her charm.

The Grand Old Man type has disappeared from village life in the South. He was an institution. He had form, background, and color. He was often a lawyer and politician, in frock coat and high hat. He was sometimes an old-line Whig of the Henry Clay school. An old-line Whig has been described by somebody as a man who wore a ruffled shirt and drank a lot of whiskey. The Grand Old Man’s more remote ancestors fought the Indians and the British; he and his more immediate relatives fought the Yankees.

He will tell over and over the story of his grandfather who was stood up by a group of Tories after King’s Mountain and threatened with death unless he gave certain information; of how his grandfather looked down the gun barrels and told them to “shoot and be damned.”

The Grand Old Man most likely had an old uniform and a sword somewhere in the house, the uniform to be buried in and the sword to hang over the fireplace. If his grandchildren today were asked about the sword, they would probably display indifference and ignorance. To them Gettysburg is little more than a name – a name they have heard too often.

But the history of that sword, lying dormant for years in their brains, will perhaps come to life in their later years and whisper in their ears its story of courage and sacrifice.

The Grand Old Man was undoubtedly a social force in his day. He was ceremonious, courteous, deliberate, positive, and a trifle pompous. If he ever posed, he was not conscious of it. He always knew to a certainty what the government should have done and what it should do. His opinions always hardened his convictions. But this stalwart and picturesque figure has faded out. If there be any of his kind left, they are today little more than museum pieces.

No Southern Terms of Reunion

Unofficial peace overtures of mid-1864 coming through leading citizens of the North to Confederate commissioners in Toronto and Niagara Falls led to much speculation, but all saw that the obstacle to peace was in Lincoln himself. Lincoln would not agree to self-government for the South and continued his war to crush independence for his fellow Americans.  Below, Confederate Commissioner Clement C. Clay reports to Secretary of State Judah P. Benjamin.

No Southern Terms of Reunion

“We never proposed, suggested or intimated any terms of peace, to any person, that did not embrace the independence of the Confederate States. We have not dispelled the fond delusion of most of those with whom we have conversed, that some kind of common government might at some time hereafter be re-established. But we have not induced or encouraged this idea.

On the contrary, when obliged to answer the question – “Will the Southern States consent to reunion?” – I have answered:

“Not now.  You have shed so much of their best blood, have desolated so many homes, inflicted so much injury, caused so much physical and mental agony, and have threatened and attempted such irreparable wrongs, without justification or excuse, as they believe, that they would now prefer extermination to your embraces as friends and fellow citizens of the same government.

You must wait till the blood of our slaughtered people has exhaled from the soil, till the homes which you have destroyed have been rebuilt, till our badges of mourning have been laid aside, and the memorials of our wrongs are no longer visible on every hand, before you propose to rebuild a joint and common government.”

If we can credit the assertions of both peace and war Democrats, uttered to us in person or through the presses of the United States, our correspondence with Mr. [Horace] Greeley has been promotive of our wishes. It has impressed all but fanatical Abolitionists with the opinion that there can be no peace while Mr. Lincoln presides at the head of the Government of the United States.

All concede that we will not accept his terms . . . They see that he can reach peace only through the subjugation of the South . . . through the seas of their own blood as well as ours; through anarchy and moral chaos – all of which is more repulsive and intolerable than even the separation and independence of the South. “

Senator J. William Fulbright of Arkansas was a man of principle amongst politicians with few principles. With routine US military invasions and interventions in the affairs of other countries today, Fulbright’s moral, ethical and Constitutional reasoning would be laughed at in the District of Corruption.

Southern Senator Advises Against Invasion

“Fulbright stood in the back of the room while [President John] Kennedy handled the press with his usual grace; then he went up to the seventh floor and entered a room where he received the shock of his life.

From what Kennedy had said, Fulbright thought it would be a small, perhaps informal meeting. Instead, he found an intimidating array of key American officials as would be assembled in one place. Three members of the Joint Chiefs of Staff . . . Allen Dulles, the CIA chief . . . the Secretary of Defense, Robert McNamara . . . the Secretary of State, Dean Rusk . . . Secretary of the Treasury Douglas Dillon; Adolf Berle, the old Latin American expert . . . all sitting around a long table surrounded by maps and charts.

“God, it was tense,” Fulbright would remember. “I didnt know quite what I was getting into.”

It was in fact, the full-dress and final major policy review for the Bay of Pigs. Kennedy waved Fulbright to a seat near him and directly in front of Dulles. The CIA emissary spoke in glowing terms of the combat readiness of the Cuban soldiers, Brigade 2506, of their zeal and determination, and of the American belief that everything was ready for the invasion. “Then Dulles took it up and made his pitch,” Fulbright said. “He told what would happen in Havana and all over Cuba after the landing . . . their source in Havana believed there would be a sympathy uprising.”

Although it was the first time he had heard any details of the invasion plan, Fulbright had been singularly unimpressed with the arguments advanced by the CIA. The point that the US would be in a terrible dilemma if it called off the invasion “Didn’t appeal to me a damn bit,” he said.

Besides, because of his experiences with John Foster and Allen Dulles, he was highly dubious of such advice. Fulbright spoke up strongly. He denounced the entire undertaking.

It would be a mistake no matter how one looked at it, he said. It would be a mistake if the military invasion succeeded, because without question the United States would be left with the task of rebuilding Cuba in our own image.

Cuba would become an American puppet, an American Hungary, and the US would be branded an imperialist. It was a mistake, obviously, if it failed, and despite what he had heard he was unconvinced the plan was so foolproof. Beyond that, it was the kind of undertaking that went against the very grain of the American character.

It was a violation of our principles and our treaty obligations. No matter what the final outcome, it would clearly compromise America’s moral position in the world.”

Power, Plunder and Extended Rule

Lincoln’s continued military defeats caused Radical Republicans to oppose his reelection, until Gen. George B. McClellan became the Democratic presidential nominee in 1864. As Charles Sumner put it privately, “Lincoln’s reelection would be a disaster, but McClellan’s damnation.” After winning their war against the South, Republicans extended their rule over the new empire beyond the turn of the century, except for the two terms of Democrat Grover Cleveland. Power, Plunder and Extended Rule

“Surgeon [Francis Marion] Robertson equates the Union logic of war with that which was being espoused by a set of Union opponents of President Abraham Lincoln’s conduct of the war.

Following the long series of Federal military disasters leading up to and including their defeats in the battles of Fredericksburg and Chancellorsville in 1863, there arose a movement within the Army and Federal Congress that reached a fever pitch in its call to displace President Lincoln, in effect, by the appointment of a dictator to direct the war effort.

Members of Congress called for appointing a vigilant “committee on the conduct of the war” to watch and supervise Lincoln’s movements and decisions. Supporters of this cabal included (a), political activists who sought increased military victories and preservation of their personal and party power, (b), commercial zealots who desired spoliation and plunder of the South, and (c), religious abolitionists whose sympathy for the slave had degenerated into envenomed hostility toward his owner.

These aggressive enemies of Lincoln in the North and within his own party summed up the logic of war in the comprehensive formula, “Power, plunder and extended rule.”

This phrase summarized the vindictive motivation that the seceding Southerners both expected and feared from the Union, if they should lose the war. The collection of attitudes has later been described by historians as the Radical Republican philosophies.

So Lincoln, faced with fire in both his front and rear, finally concluded that he must assert himself. Lincoln exclaimed, “This state of things shall continue no longer. I will show them at the other end of the Avenue whether I am President or not!” From soon after this moment, “his opponents and would-be masters were now, for the most part, silenced; but they hated him all the more cordially.”

In the end, after the Southern surrender and Lincoln’s assassination, the worst apprehensions of white Southerners about “power, plunder and extended rule” at the hands of the Republican North and the carpetbaggers would largely come true.”

Remember the Maine

President William McKinley had to be goaded into war against Spain by the yellow journalism and fake news of Hearst and Pulitzer, but his dispatch of the USS Maine to Cuba provided the incident, as Roosevelt’s dispatch of the US fleet to Pearl Harbor did 43 years later. Lincoln’s bludgeoning of Americans seeking independence in 1861-1865, cleverly disguised as a war to emancipate slaves, left future imperial-minded presidents with a reusable template for war.

Remember the Maine

“Henry Luce coined the phrase “The American Century” as an expression of the militant economic globalism that has characterized American policy from the days of William McKinley. Luce, the publisher of Time and Fortune, was the child of missionaries in China – a product, in other words, of American religious and cultural globalism. It is no small irony that this preacher’s kid was the chief spokesman for a global movement which, in its mature phase, has emerged as the principal enemy of the Christian faith.

The approach to Christianity taken by the postmodern, post-civilized, and post-Christian American regime is a seamless garment: At home, the federal government bans prayer in school, enforces multiculturalism in the universities, and encourages the immigration of non-Christian religious minorities who begin agitating against Christian symbols the day they arrive; abroad, the regime refuses to defend Christians from the genocide inflicted by Muslims in the Sudan, while in the Balkans it has waged a ruthless and inhumane war against the Serbs of Croatia, Bosnia, Kosovo and Serbia.

The inhumanity of NATO’s air campaign against villages, heating plants and television stations reveals, even in the absence of other evidence, the anti-Christian hatred that animates the Washington regime.

Luce did not invent the American Empire, he only shilled for it. His American Century began in the Philippines 100 years ago, when the American regime refined the policies and techniques discovered in the Civil War.

The oldest and best form of American imperialism is the commercial expansion advocated by the Republicans – McKinley, Taft, Hoover and Eisenhower – who warned against the military-industrial complex. Although all of these free-traders were occasionally willing to back up the politics of self-interest with gunboats, they preferred to rely, whenever possible, on dollar diplomacy. McKinley had no hesitation about establishing American hegemony in Cuba and the Philippines, but he had to be dragged into war.

Free trade, these Babbits believed, could be the route to market penetration around the globe, and one of the early slogans of commercial imperialists was the “Open Door.” Sometimes, however, the door had to be kicked in by the Marines.

As one spokesman for American industry put it 100 years ago, “One way of opening up a market is to conquer it.” This is what Bill Clinton meant when he justified his attack on Yugoslavia on the grounds that we need a stable Europe as a market for American goods.

Even the most tough-minded Americans are suckers for a messianic appeal; it must have something to do with the Puritan legacy. Even bluff old Bill McKinley, in declaring war on the people of the Philippines, a war that would cost the lives of more than 200,000 civilians, proclaimed the aim of our military administration was “to win the confidence, respect and affection of the inhabitants . . . by assuring them . . . that full measure of individual rights and liberties which is the heritage of a free people, and by proving to them that the mission of the United States is one of benevolent assimilation.”

The new American globalism has a logic all its own, one based on universal free trade, which destroys local economies; open immigration for non-Europeans and non-Christians, who can be used to undermine a civilization that is both Christian and European; and universal human rights, which are the pretext for world government.”

The Anti-Government Instrument of Texas

Coke Stevenson (1888-1975) served as Speaker of the Texas House of Representatives, lieutenant-governor, and governor. In 1948, he ran for the US Senate against Lyndon Johnson and narrowly lost by what he deemed fraudulent votes. Described as an honorable statesman of the traditional Southern type, Stevenson saw little in the calculating and devious Johnson to admire.

The Anti-Government Instrument of Texas

“The Constitution of Texas, drafted in 1876 by delegates (many of whom had worn the Confederate gray; several had been Confederate generals) representing a people who felt that a decade of Carpetbag rule had shown the injustices of which government was capable, was, as the Texas historian [T.R.] Fehrenbach puts it, “an anti-government instrument.”

It not only bound the Legislature within very tight limits but said the Legislature would henceforth no longer meet every year but every other year because, as one Texan said, “the more the damned Legislature meets, the more Goddamned bills and taxes it passes!”

It was no more lenient with the executive branch: the powers of the Governor were reduced to a point where he was one of the weakest in America. “If future State Governments prove burdensome or onerous, it ought not to be the fault of this Convention,” one of the delegates said, and, indeed, the convention’s handiwork made it, in Fehrenbach’s words, almost impossible for government in Texas to be burdensome or onerous in the future.”

The spirit behind the Constitution was the spirit of farmers and ranchers; however, much they believed in education, pensions or government services, the taxes fell on them and their land.

The Constitution was the embodiment of what Fehrenbach describes as “a lasting philosophy that no Legislature or Governor was to be trusted” – as a result, one analyst concludes, “everything possible was done to limit the power of all branches of government . . . None of these [limitations] was controversial; they were what the people wanted.”

The philosophy embodied in the Texas Constitution dovetailed with the philosophy of [Coke Stevenson] who studied it in the light of a predawn fire in his ranch house by the South Llano [river]; its character was his. Thrift, frugality . . . Limits on government; the devotion to individuality, to free enterprise, individual freedom – he had lived his entire life by those principles.

This man who had taught himself history, who had read in it so widely, had a love of history – in particular, the history of his State, the proud heritage of Texas – almost religious in its depth. (On his ranch, he had found an old log cabin; when he learned that it had been built by Jim Bowie not long before he rode off to his death at the Alamo, Stevenson built a shelter around the cabin to protect it from the elements so that it would stand as long as possible. He erected a flagpole in front of his ranch house, and on March 2, Texas Independence Day, and other State holidays, he would, with no one to watch but his wife and son, solemnly raise, in those lonely, empty hills, the Lone Star flag.)

Now, in the 1920s, he was coming to believe that the government of Texas was doing violence to that heritage and those principles. The inefficiency of the State government – in particular, the antics of a Legislature whose lack of responsibility must, he felt, lead to higher taxes – troubled Hill country ranchers. No one in Austin seemed interested in economy, they said – of course not, it wasn’t their own money they were spending.”

Irretrievably Bad Schemes in South Carolina

In the 1876 gubernatorial election in South Carolina, incumbent carpetbag Governor Daniel H. Chamberlain “bombarded the North with lurid accounts of the [Hamburg, SC riot] based on the excited claims of Negro participants” and that this act of “atrocity and barbarism” was designed to prevent Negroes from voting, though, as a matter of fact, the riot occurred five months before the election.” A Massachusetts native and carpetbagger of dubious reputation, Chamberlain left much evidence of a willingness for making his office pay.

Irretrievably Bad Schemes in South Carolina

“In an Atlantic Monthly article published twenty-five years later, ex-Governor Chamberlain stated that] “If the [election] of 1876 had resulted in the success of the Republican party, that party could not, for want of material, even when aided by the Democratic minority, have given pure or competent administration. The vast preponderance of ignorance and incapacity in that [Republican] party, aside from downright dishonesty, made it impossible . . . the flood gates of misrule would have been reopened . . . The real truth is, hard as it may be to accept it, that the elements put in combination by the reconstruction scheme of [Radical Republicans Thaddeus] Stevens and [Oliver] Morton were irretrievably bad, and could never have resulted . . . in government fit to be endured.”

While federal troops were still holding the State House in Columbia, The Nation informed its readers, “Evidently there is nothing to be done but to let the sham give way to reality . . . to see without regret . . . the blacks deprived of a supremacy as corrupting to themselves as it was dangerous to society at large.”

As Congressman S.S. Cox of New York and Ohio remarked:

“Since the world began, no parallel can be found to the unblushing knavery which a complete history of carpet-bag government in these [Southern] States would exhibit. If the entire body of penitentiary convicts could be invested with supreme power in a State, they could not present a more revolting mockery of all that is honorable and respectful in the conduct of human affairs. The knaves and their sympathizers, North and South, complain that the taxpayers, the men of character and intelligence in South Carolina and other States, finally overthrew, by unfair and violent means, the reign of scoundrelism, enthroned by ignorance. If ever revolutionary methods were justifiable for the overthrow of tyranny and robbery, assuredly the carpet-bag domination in South Carolina called for it. Only scoundrels and hypocrites will pretend to deplore the results.”

A Conquered and Foreign People

Most, if not all, foreign observers recognized the fiction that the Union was saved by Lincoln. Americans in the South were put under military rule and the Republican Party moved quickly to enlist and manipulate the freedmen vote to attain political dominance and ensure the election of Grant in 1868 – lest their military victory be lost with the election of New York Democrat Horatio Seymour.  Grant won a narrow victory over Seymour, by a mere 300,000 votes of the 500,000 newly enfranchised freedmen.

A Conquered and Foreign People

“Not everything was settled on the day the Federal flag was raised once again over the capitol building in Richmond. The nation had to go forward resolutely to complete the revolution begun by the Civil War . . . It was needful not only to impose obedience on the conquered inhabitants but also to raise them up again after having subjugated them, to bring them back into the bosom of the Union; to rebuild the devastated countryside and enlist the people’s sincere acceptance of the great reform about to be inaugurated.

They must be made to feel the firm hand of a determined government that would not, however, be a threat to their liberties. Armed repression must give way to politics . . .

[In dealing with the Southern States, they] might be considered conquered territory and be told that when they left the Union they gave up all their rights under the Federal Constitution that they had ceased to be sovereign States.

In that case they must be treated as a conquered foreign people; their State and local governments must be destroyed or allowed to collapse and then reorganized as territories . . . Then someday, when the memory of the Civil War had been completely erased, they would be readmitted to the Union.

This procedure, the Radicals argued, would be merely the literal application of the United States Constitution, the sole method of ensuring respect for national authority. It would be the only way to restore the former Union on a solid foundation, having levelled the ground beforehand by stamping out all tendencies to rebellion . . .

It would be a good thing for the Southern States to be subjected for a time to the rigors of military rule and arbitrary power, or at least for them to be kept for a number of years under the guardianship of Congress, that is to say, under the domination of the North.

Their delegates might come, like those from the territories, and present their grievances or defend their interests; but they would only have a consultative voice in Congress and would have no share in the government. Great care must be taken not to give back to the South the preponderant influence it had exercised for so long.

The rebellion is not yet dead, the Radical orators declared; it has only been knocked down and it may get back on its feet if we are not vigilant. Never has the Union been in such danger as in this moment of victory when peace seems to prevail, but when the future depends on the decisions the people and the government now adopt.

If the [Democratic Party] is once again allowed to reorganize, if the Southerners renew their alliance with the Northern Democrats, it will be all up for national greatness and liberty. The same arrogant claims and the same quarrels will reappear . . . all this will someday or another lead to another civil war which will encompass the total destruction of America.”

Citizens of the States

John C. Calhoun noted that the claim of supremacy by the federal government “will be scarcely denied by anyone conversant with the political history of the country.” He then asked “what limitation can possibly be placed upon the powers of a government claiming and exercising such rights.” The case of State citizenship prior to the War, which few denied and which caused Southern men to view supreme allegiance to their particular States, is one that changed in 1865. Afterward, the central government viewed all as citizens of the United States, a revolutionary legal definition with no basis in the United States Constitution. As an example of State subordination to federal domination, the word “state” is not capitalized as it once was.

Citizens of the States

“The Senator from Delaware (Mr. Clayton), as well as others, has relied with great emphasis on the fact that we are citizens of the United States. I do not object to the expression, nor shall I detract from the proud and elevated feelings with which it is associated; but I trust that I may be permitted to raise the inquiry:

In what manner are we citizens of the United States without weakening the patriotic feeling with which, I trust, it will ever be uttered?

If by citizen of the United States he means a citizen at large, one whose citizenship extends to the entire geographical limits of the country, without having local citizenship in some State or territory, a sort of citizen of the world, all I have to say is, that such a citizen would be a perfect nondescript; that not a single individual of this description can be found in the entire mass of our population.

Notwithstanding all the pomp and display of eloquence of the occasion, every citizen is a citizen of some State or territory, and, as such, under an express provision of the constitution, is entitled to all privileges and immunities of citizens in the several States; and it is in this, and in no other sense, that we are citizens of the United States.

The Senator from Pennsylvania (Mr. Dallas), indeed, relied upon that provision in the constitution which gives Congress the power to establish [a] uniform rule of naturalization; and the operation of the rule actually established under this authority, to prove that naturalized citizens are citizens at large, without being citizens of any of the States.

I do not deem it necessary to examine the law of Congress upon this subject . . . though I cannot doubt that he (Mr. D.] has taken an erroneous view of the subject.

It is sufficient that the power of Congress extends simply to the establishment of a uniform rule by which foreigners may be naturalized in the several states or territories, without infringing, in any other respect, in reference to naturalization, the rights of the States as they existed before the adoption of the constitution.”

Sherman’s New Notion of Total War

There is little question that Sherman operated against American civilians in the South with the full approval of Lincoln and Grant, who must also share the responsibility for visiting total war upon defenseless men, women and children. This executive approval of war against civilians was not lost on the young Spanish attache to the Northern army, Valeriano Weyler, who became known in mid-1890s Cuba as General “Butcher” Weyler. To discourage Cuban freedom fighters, Weyler herded their women and children into concentration camps after burning their homes.

Sherman’s New Notion of Total War

“Major-General [Henry W.] Halleck, Sherman’s overall commander-in-chief, was an accepted authority of his day on the rules governing the intercourse of nations and the laws of war. Sherman had attended West Point with Halleck, and certainly curiosity if not actual interest on the subject would have prompted him to look into Halleck’s “International Law.”

It was said of Sherman that he was in the habit of “starting new notions constantly in his own brain, and following them up, no matter how far or whither they led.” On October 4 [1862] he reported to General Grant that two more steamboats had been fired upon – the attacks being described by Sherman as wanton and cruel – and he informed Grant of the new notion that had occurred to him:

“I caused Randolph [Mississippi] to be destroyed, and have given notice that a repetition will justify measures of retaliation, such as loading boats with their captive guerillas as targets (I always have a lot on hand), and expelling families from the comforts of Memphis, whose husbands and brothers go to make up the guerillas. I will watch Randolph closely, and if anything occurs there again I will send a brigade by land back of Randolph and clean out the country.”

From this modest beginning – the experiments to discover the effectiveness of the practical application of his concepts of total war – the destruction of property, the holding of hostages and now the improper exposure of prisoners to the fire of their own forces, would not be enlarged on in the weeks ahead and their effects carefully noted.

Whether Sherman himself ever entertained any doubts or hesitations as to the course to which he had committed himself cannot be stated accurately, but it is noteworthy that during this period no mention is made in his correspondence of the rules of war, nor does he suggest that his actions were not in accord with them.

There are threads of justification woven into his letters and his orders for extreme severity and barbarism; and a definite impression is left that many of these were included with one eye on posterity and the hope of ultimate vindication.”
