“One Southern conservative on the eve of war was a teacher of physics at a military institute. Observing the actions and words of the people in the North, he said:

‘It is painful to discover with what unconcern they speak of war and threaten it. They do not seem to know what its horrors are. I have had the opportunity of knowing enough on the subject to make me fear war as the sum of all evils.’

Looking around him at his own duties, he said – this was on February 2, 1861, after the first seven States had declared independence: ‘I am much gratified to see a strong Union feeling in my portion of Virginia . . . For my own part I plan to vote for the Union candidates for the [State] convention and I desire to see every honorable means used for peace, and I believe that Providence will bless such means with the fruits of peace.’

That was Thomas Jonathan Jackson.

Another was a United States cavalry colonel at the time. After the first six States had declared independence, he wrote his son on January 29, 1861:

‘I can anticipate no greater calamity for the country than a dissolution of the Union. I am willing to sacrifice everything but honor for its preservation. I hope that all Constitutional means will be exhausted before there is a resort to force. Still, a Union that can only be maintained by swords and bayonets, in which strife and civil war are to take the place of brotherly love & kindness, has no charm for me . . . If the Union is dissolved & the government disrupted, I shall return to my native State & share the miseries of my people & save in her defense, will draw my sword on none.’

That was Robert E. Lee.”

From the Congressional Globe, February 14, 1826:

“The government which John Quincy Adams found when he moved into the White House in 1825 was a much bigger government than his father had left; and Nathaniel Macon, who had represented North Carolina in Congress since 1791, was far from happy with it.

He regretted that everything had grown, just like the number of doorkeepers of the houses of Congress. “Formerly two men were sufficient for doorkeeper, etc., for the two houses,” Macon complained, “but now there is a regiment.”

As he recalled at the time, during the presidency of John Adams, when the Kentucky and Virginia Resolutions had been passed, he asked: “If there was reason to be alarmed at the growing power of the General Government [then], how much more has taken place since? Congress now stopped almost at nothing, which it deemed expedient to be done, and the Constitution was construed to give power for any grand scheme.”

To Macon, it was a dangerous development. “Do a little now, and a little then, and by and by, they would render this government as powerful and unlimited as the British Government was,” Macon told his colleagues in the Senate in 1825.

At the next session, Macon declared that “he did not like to go on in this way – the Government constantly gaining power by little bits. A wagon road was made under treaty with an Indian tribe some twenty years ago – and now it has become a great national object to be kept up by large appropriations. We thus go on by degrees, step by step, until we get almost unlimited government power.”

A Civil War in the North?

Connecticut’s Hartford Times of November 7, 1860, after referring to the danger that the Southern States would “form a separate confederacy, and retire peaceably from the Union,” proceeds to say “If they do decide and act, it will be useless to attempt any coercive measures to keep them within the voluntary co-partnership of States . . . We can never force sovereign States to remain in the Union when they desire to go out, without bringing upon our country the shocking evils of civil war, under which the Republic could not, of course, long exist.”

The misunderstanding of “treason” is noted in the text below, but its actual definition is found in Article II, Section 3 of the United States Constitution: “Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort.” It is clear then, whoever waged war upon the several seceding States (them) was guilty of treason. Outgoing President James Buchanan understood this and admitted no authority to wage war against a State, as did his Attorney-General.

A Civil War in the North?

“Prominent supporters of Mr. Lincoln asserted that “secession is treason, and must be treated by the government as treason,” and that “the government has the right and the power to compel obedience.” A considerable number of Republicans, while they emphatically denied the right of secession, questioned the policy of forcibly preventing it. They held, that, if an undoubted majority of the adult population of any State deliberately pronounced for separation, the rest of the States, though they might legally compel that State to remain, would do better to assemble in national convention, and acquiesce in her departure from the Union. Withdrawal under these sanctions is the only secession ever deemed valid or permissible by any number of the supporters of Mr. Lincoln. Many who had voted against him also concurred in this view.

Some of the opponents of the President-elect denied the right of secession, but claimed there was no constitutional remedy against it. The greater part held that the recusant States were theoretically if not practically right; that the United States was simply a confederation of sovereign States, any one of which possessed a constitutional right to withdraw whenever it should consider the arrangement no longer profitable. They deemed an attempt to coerce a State, in order to vindicate the supreme authority of the Federal Government and to preserve the territorial integrity of the Union, to be both illegal and useless.

The opponents of Mr. Lincoln . . . asserted that the Southern people had abundant provocation for their . . . conduct. They . . . declared that the conservatives of the North would never consent to coercion; adding the not infrequent menace, that, “if war is to be waged, that war will be fought in the North.”

As the Democratic party split into North and South factions in early 1860, it paved the way for the new, sectional Republican party — comprised of former Whigs, abolitionists, transcendentalists, and anti-Catholic Know-Nothings — to triumph in November with a 39% plurality. Aware of the extreme danger Republicans posed to the Union, rational Southern men traveled northward to alert their Democratic brethren.

One voice was William L. Yancey, born at Warren County, Georgia but educated at Williams College in northwestern Massachusetts, where he likely absorbed that State’s tradition of threatening secession from the 1789 union should that State’s equality in the federation be threatened. He relocated to Elmore County, Alabama in 1837 and eventually represented his district in the United States House of Representatives.

Aware of the extreme danger to the Union should the Democratic party fragment in 1860, he joined “Southern men of all parties who came north in an effort to arouse the masses to the danger of the situation.” He was then prevailed upon to make an extended campaign from Memphis to Boston, speaking to many audiences.

In a speech at Nashville on August 14, 1860 and published in the Nashville Union and American shortly afterward:

“Yancey denied that he was a disunionist per se; but declared that in the event of a Republican victory, “I hope to God there will be some man or set of men, whom Providence will rear in our midst . . . that there will be some great Washington [to] arise who will be able to scourge them from the temple of freedom, even if he is called a traitor – an agitator, or a rebel during the glorious process.”

“Who Owns These Monuments?”

In April 1878, former-President Jefferson Davis prepared a letter to be read at the laying of the cornerstone of the Macon, Georgia monument to Southern dead. He wrote “Should it be asked why, then, build this monument? The answer is, they [the veterans] do not need it, but posterity may. It is not their reward, but our debt. Let the monument teach . . . that man is born for duty, not for expediency; that when an attack is made on the community to which he belongs, by which he is protected, and to which his allegiance is due, his first obligation is to defend that community . . . Let this monument teach that heroism derives its luster from the justice of the cause in which it is displayed, and let it mark the difference between a war waged for the robber-like purpose of conquest and one to repel invasion — to defend a people’s hearths and altars, and to maintain their laws and liberties.”

“Who Owns These Monuments?”

“An address on “Who Owns These Monuments?” delivered by Dr. Joseph Grier of Chester, South Carolina at the dedication of the Richburg monument on May 7, 1939, best sums up the issue of responsibility.

“Whose monument is this? He said, “It is the United Daughters of the Confederacy’s because it is their labor of love, representing a long period of loyalty, devotion and sacrifice, culminating in the erection of the splendid memorial.

Secondly, it is the community’s, because it will stand by the roadside for centuries in the same place and all may see it and draw inspiration from it.

Thirdly, it belongs to the Confederate soldiers whose names ate inscribed on it, because it is erected in their honor.

And Fourthly, to God, because patriotism and devotion to duty and willingness to sacrifice are a vital part of religion, and as we feel the impact of these things, we are swept toward God.”

“Daniel Webster has said, and very justly as far as these United States are concerned: “The sovereignty of government is an idea belonging to the other side of the Atlantic. No such thing is known in North America. Our governments are limited. But with us all power is with the people. They alone are sovereign, and they erect what governments they please, and confer on them such powers as they please.” Jefferson Davis

The Pursuit of Liberty

“If any lingering doubt could have existed as to the reservation of their entire sovereignty by the people of the several States when they organized the federal Union, it would have been removed by the Tenth Amendment . . . the particular one in which they substantially agreed, and upon which they most urgently insisted. Indeed, it is quite certain that Constitution would never have received the assent and ratification of Massachusetts, New Hampshire, New York, North Carolina and perhaps other States, but for a well-grounded assurance that the substance of the Tenth Amendment would be adopted. The amendment is in these words:

“The powers not delegated to the United States by the Constitution nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

To have transferred sovereignty from the people to a Government would have been to have fought the battles of the Revolution in vain – not for the freedom and independence of the States, but for a mere change of masters. Such a thought or purpose could not have been in the heads or hearts of those who molded the Union.

The men who had won at great cost the independence of their respective States were deeply impressed with the value of union, but they could never have consented, like “the base Judean,” to fling away the priceless pearl of State sovereignty for any possible alliance.”

No Indissoluble Union

Before the war, Senator Judah P. Benjamin of Louisiana was insulted by a Boston newspaper which wrote: “We ask whether the Jews, having no country of their own, desire to put other nations in the same unhappy condition.”  He shrugged off anti-Semitic comments of other Northern critics as he did a reference to him as one of the “Israelites with Egyptian principles.”

Senator G.G. Vest of Kentucky quoted Benjamin’s response to a Senate opponent: “It is true that I am a Jew and when my ancestors were receiving their Ten Commandments from the immediate hand of the Deity, amidst the thunderings and lightning of Mount Sinai, the ancestors of the distinguished gentleman who is opposed to me were herding swine in the forest of Scandinavia.”

No Indissoluble Union

“Benjamin’s reasoning, with that of most of the other conservatives who saw no alternative but secession, was that upon the North American continent were two peoples, one building an industrial empire and the other content to remain a race of planters and staple producers.

Each could best work out its own destiny . . . And as long as the two were bound into one country, there would be strife. Since they had so little in common, the sensible solution to the impasse they had reached would be the severance of political ties. Certainly he felt he was not without precedent in holding the federal compact to be terminable at the will of its member States. He saw scarcely any evidence that it was intended by those who wrote it to be anything more.

The simple truth is that he aligned himself against the North at least partly because he felt he could not subscribe to the principle of an indissoluble Union. The North embraced the principle of nationality – the South sought, in Benjamin’s words, divorcement “from a compact all the obligations of which she is expected scrupulously to fulfill, from the benefits of which she is ignominiously excluded.” It was as simple as that to him.”

Britain, France and Abolition

After the loss of her American colonies and intense colonial economic competition with France, the British government became abolition-minded not out of pity for those they had purchased from African tribes to labor in America and the West Indies, but to destroy the successful French colony of San Domingo – as well as the American South’s labor system from which Yankee shipping interests were earning vast fortunes.

This was not lost on John C. Calhoun, who in mid-August 1844 wrote American Minister to France William R. King that “It is too late in the day to contend that humanity or philanthropy is the great object of the policy of England in attempting to abolish slavery on this continent. [In abolishing slavery in her colonies], She acted on the principle that tropical products can be produced cheaper by free African labor and East India labor, than by slave labor.”

Calhoun contended that England “calculated to combine philanthropy with profit and power, as is not unusual with fanaticism,” with the experiment turning out to be a costly one. And in order to regain her superiority, England must destroy her economic competition through emancipation.

Britain, France and Abolition

“The slave-trade and slavery were the economic basis of the French Revolution. “Sad irony of human history,” comments Jaures, “The fortunes created at Bordeaux, at Nantes, by the slave trade, gave to the bourgeoisie that pride which needed liberty and contributed to human emancipation.”

Nantes was the center of the slave-trade. As early as 1666, 108 ships went to the coast of Guinea and took on board 37,430 slaves, a total value of more than 37 millions, giving the Nantes bourgeoisie 15 to 20 percent on their money. In 1700 Nantes was sending 50 ships a year to the West Indies with Irish salt beef, linen for the household and for clothing the slaves, and machinery for the sugar-mills.  Nearly all the industries which developed in France during the eighteenth century had their origin in goods or commodities destined either for the coast of Guinea or for America. The capital from the slave-trade fertilized them; though the bourgeoisie traded in other things than slaves, upon the success or failure of the traffic everything else depended.

The British bourgeois, the most successful of slave-traders, sold thousands of smuggled slaves every year to the French colonists and particularly to San Domingo. But even while they sold the slaves to San Domingo, the British were watching the progress of this colony with alarm and with envy. After the independence of America in 1783, this amazing French colony suddenly made such a leap as almost to double its [sugar] production between 1783 and 1789.

The British bourgeoisie investigated the new situation in the West Indies [and] prepared a bombshell for its rivals. Without slaves San Domingo was doomed. The British colonies had enough slaves for all the trade they were ever likely to do. With tears rolling down their cheeks for the poor suffering blacks, those British bourgeoisie who had no West Indian interests set up a great howl for the abolition of the slave trade.”

Washington’s Warning on Foreign Influence

“Against the insidious wiles of foreign influence (I conjure you to believe me, fellow citizens) the jealousy of a free people ought to be constantly awake; since history and experience prove that foreign influence is one of the most baneful woes of republican government.

But that jealousy to be useful must be impartial; else it becomes the instrument of the very influence to be avoided, instead of a defense against it.  Excessive partiality for one foreign nation, and excessive dislike of another, cause those whom they actuate to see danger only on one side, and serve to veil and even second the arts of influence on the other.

Real patriots, who may resist the intrigues of the favorite, are liable to become suspected and odious; while its tools and dupes usurp the applause and confidence of the people, to surrender their influence.

The great rule of conduct for us, in regard to foreign nations, is, in extending our commercial relations, to have with them as little political connection as possible. So far as we have already formed engagements, let them be fulfilled with perfectly good faith. Here let us stop.

In offering to you, my countrymen, these counsels of an old and affectionate friend, I dare not hope they will make the strong and lasting impression I could wish; that they will control the usual current of the passions, or prevent us from running the course which has hitherto marked the destiny of nations . . . that they may now and then recur to moderate the fury of party spirit, to warn against the mischiefs of foreign intrigues, to guard against the postures of pretended patriotism . . .”

An American Chamber of Horrors

In an effort to forestall a Republican “Force Bill” designed to bring reconstruction horrors back to the postwar South, fourteen spokesmen that included Zebulon Vance, Robert Stiles and Bernard J. Sage undertook to explain the Solid South to what may be termed the New North. In April 1890 they published a symposium “Why the Solid South? Or Reconstruction and its Results,” designed to appeal to the self-interest of the North’s business class and a very clear recapitulation of what Reconstruction thus far “had cost in money, public morale and cultural retardation.”

An American Chamber of Horrors

“Hilary Herbert of Alabama, who served as editor, expressed . . . in a preface: “Its object is to show to the public, and more especially to the businessmen of the North, who have made investments in the South, or who have trade relations with their Southern fellow citizens, the consequences which once followed an interference in the domestic affairs of certain States by those, who either did not understand the situation or were reckless of results.”

There followed factual histories of Reconstruction in each of the ex-Confederate States, including West Virginia and Missouri, which also had suffered from the fraud, repression and vicious partisanship of the postwar settlement. All in all, it is one of the most dismal stories ever told, unrelieved by a single ray of light, unless a revelation of how much people can endure and how they will struggle to attain their hopes even in extremis be such.

Governor Vance of North Carolina in a particularly mild and philosophic chapter pointed out that during what was supposed to be a moral and political rebirth “the criminals sat in the law-making chamber, on the bench and in the jury-box, instead of standing in the dock.” It has become the fashion nowadays to regard Reconstruction as a kind of chamber of horrors into which no good American would care to look, but Governor Vance reminded his readers that no portion of our history better deserves study “by every considerate patriot.”

From the comparatively uneventful story of North Carolina’s experience, the chronicle moves on to the wild saturnalia of South Carolina, where amid riotous spending of public funds the State House was turned into a combination of saloon and brothel. Yet the ordeal of South Carolina was matched by that of Louisiana, where in four years’ time the incredible Warmoth regime squandered an amount equal to half the wealth of the State.

“Corruption is the fashion,” Governor Warmoth, an ex-soldier who had been dishonorably discharged from the Federal army, remarked with laudable candor. “I do not pretend to be honest, but only as honest as anybody in politics.”
