The South Delivered Up to the Care of the North

When the Articles of Confederation were put to the States for ratification in November, 1776, the preparatory debates revealed very strong warnings of sectionalism. These clear and distinct divisions eventually produced threats of New England secession in 1814, economic fissures by the 1820s, talk of Southern secession by 1850, and eventually an all-out shooting-war in 1861 which ended the experiment in free government.

“The Congress debated the Articles throughout the summer of 1776. There were three main arguments. One was on whether each colony should have a single vote, and issue of large versus small States. The second was States’ rights, whether the confederation had authority to limit territorial expansion of individual States. Third was the method of apportioning taxation. The North wanted to tax according to total population. The South was opposed to taxing slaves.

The latter issue began one of the enduring sectional debates of the first American century. Were slaves part of the general population? Or were they property? The South held for property and Rutledge of South Carolina said that if ownership of slaves was to be taxed, then so should the ownership of the Northern ships that carried the slaves.

There were several strictly sectional votes on the subject with the bloc of seven Northern States lined up against the six-State Southern bloc. It was finally compromised that taxes would be apportioned according to the private ownership of land and the improvements thereon.

In November 1776 the Articles were sent to the States for ratification. The hottest opposition came from the Southern States (with the exception of Virginia) . . . The reaction of William Henry Drayton, chief justice of South Carolina, was typical of the eighteenth-century South. Drayton felt the Articles gave too much power to the central government and States’ rights would be run over roughshod. He observed that there was a natural North-South division among the States, arising “from the nature of the climate, soil and produce.”

He felt the South’s opportunities for growth would be crippled by the Articles because “the honor, interest and sovereignty of the South, are in effect delivered up to the care of the North.”

Americans Unable to Control Their Future

Author Howard Ray White writes in his new “Rebirthing Lincoln” that Northern forces concentrating black refugees together in “contraband camps” promoted sickness and disease. He notes as well a smallpox epidemic “was first noted in 1862 among black congregations in Washington, DC . . . It subsequently spread south reaching epidemic levels among blacks and arriving in Texas in 1868.” This excellent and timely book is available in print or audiobook formats at www.Amazon.com.

The book helps make it clear that had the war been avoided through patience, diplomacy and a constitutional convention of States to solve their differences peacefully, the lives noted below would have been saved and the Founders’ republic perpetuated. Or perhaps two or more American republics, as Jefferson anticipated.

Americans Unable to Control Their Future

“The December 2011 issue of Civil War History, a scholarly journal published quarterly be The Kent State University Press, presented a highly-praised, 41-page census quantitative study by J. David Hacker, titled “A Census-Based Count of the Civil War Dead.” Hacker, presently at the University of Minnesota, reports that his study indicates that our ancestors suffered 750,000 soldier deaths instead of the 620,000 traditional number, an increase of 130,000.  He believes the Confederate deaths from disease and accidents have been seriously undercounted.

Due to the North’s scorched-earth policy, food, clothing and shoes were often scarce, increasing the death rate from exposure and disease, so we assign 70% of those 130,000 deaths to Confederates, elevating their death total from 260,000 to 350,000. The death toll for Lincoln’s invaders rises to 400,000. Hacker’s figures include war injuries that resulted in death up to 4 years after surrender.

A death toll of 350,000 Southern men represents 30 percent of the white male population, aged 18 to 48, that were living in the seceded States when Lincoln launched his invasion. And a death toll of 400,000 Northern men, many, many just-arriving immigrants, represents 9 percent of that population, aged 18 to 48.

Applying 30 percent to today’s American population (2010 census), calculates to 21 million deaths – a war death toll that today’s Americans cannot comprehend. Only the region between the Rhine and Volga in World War II suffered greater mortality.

White civilian deaths during Lincoln’s invasion and the first four years of the political Reconstruction that followed are a very sad historical story. William Cawthon estimated that 35,000 white civilians died. Historian James McPherson calculates that the North’s war against civilians destroyed two-thirds of the assessed value of wealth in the Confederate States, two-fifths of their livestock and over half of their farm machinery, resulting in a destitute people, struggling to find enough to eat, unable to control their future.”

Seward on God’s Poor

It is erroneous that the Republican party of Lincoln was an “anti-slavery” party and hostile to slavery. The party depended greatly upon new and recent immigrant votes, those who wanted cheap or free land and no labor competition from black people. The western territories were to be reserved for immigrant whites, the South was not to be allowed to bring their workers to the west.  The war of course destroyed the South’s economy and political strength, forced Southerners to accept Northern decrees, and to keep its black people in the South where they could not take jobs from white Northerners.

Lincoln’s Secretary of State, William Seward, viewed black people as did Lincoln, who, when asked of their postwar future stated that they must “root-hog or die.” And he meant that they had to do this in the South and nowhere else in the country. This would quickly change with Radical Republican control of the party and the imperative that Grant be elected president in 1868. To effect this they enfranchised 500,000 illiterate men to vote against New York’s Horatio Seymour, who lost that election by some 300,000 votes.

Seward on God’s Poor

“But Seward viewed the Black Codes as an issue of secondary importance. He was now concerned more with reconciliation between the white majorities, North and South, than he was with the fate of the blacks, for whom the war had already brought freedom. In April, 1866 he gave an interview to Charles Eliot Norton and Edwin Godkin, publishers of the influential magazine Nation.

According to Seward there should be no question about re-admitting the South to full representation in Congress; it had as much right to representation as did the North. He then responded to a question about the blacks:

“The North has nothing to do with the Negroes. I have no more concern for them than I have for the Hottentots. They are God’s poor; they always have been and always will be so everywhere . . . the laws of political economy will determine their position and the relations of the two races.”

Converting Preachers into Devils

John Hay was one of three Lincoln secretaries, along with John Nicolay and William Stoddard, and it was they who most likely revised the Gettysburg speech which was described as “a wet blanket,” for publication. Hay was a young man who idolized Lincoln from his prewar days, and was quickly admitted to his inner circle at president.

Converting Preachers into Devils

“On April 29 we have this entry [in Hay’s diary]: “Going to Nicolay’s room this morning, C. [Carl] Schurz and J. [James] Lane were sitting. Jim was at the window, filling his soul with gall by steady telescopic contemplation of a Secession flag impudently flaunting over a roof in Alexandria. ‘Let me tell you,’ said he to the elegant Teuton, ‘we have got to whip those scoundrels like hell, C. Schurz. They did a good thing stoning our men at Baltimore and shooting away the flag at Sumter. It has set the great North a-howling for blood, and they’ll have it.’

‘I heard,’ said Schurz, ‘you preached a sermon to your men yesterday.’

“No, sir! This is not a time for preaching. When I went to Mexico there were four preachers in my regiment. In less than a week I issued orders for them all to stop preaching and go to playing cards. In a month or so, they were the biggest devils and best fighters I had.’

‘An hour afterwards, C. Schurz told me he was going home to arm his [German] clansmen for the wars. He has obtained three months’ leave of absence from his diplomatic duties, and permission to raise a cavalry regiment. He will make a wonderful land pirate; bold, quick, brilliant and reckless. He will be hard to control and difficult to direct.’

Hay and Nicolay, drawn to Lincoln by his unusual geniality, little suspected at first that he was destined to be . . . the savior of the Republic.

Hay [later] referred to [Orville] Browning’s suggestion that the North should subjugate the South, exterminate the whites, set up a black republic, and protect the Negroes “while they raised our cotton.” Optimists predicted that at the first reverse the Southern Confederacy would collapse . . . The North, however, clamored for action. It felt the sting of the humiliation of Sumter and Baltimore and of more recent rebuffs: it believed that the Government was now strong enough to crush the Rebellion . . .

Monday, the 22nd of July, was one of the [most dismal] days Washington had ever seen. Before afternoon the news spread that the Rebels, having given up the pursuit [after victory at Manassas], were not about to attack the outposts; but everyone realized that the war, alternately dreaded and doubted for forty years, had come in earnest.”

Catholics and Know-Nothings

Though Massachusetts created the first statutes in America establishing African slavery, Catholics were found to be far worse and unwanted strangers prior to the Civil War. A power-base for the nativist Know-Nothing party of the mid-1800s, the Massachusetts legislature desegregated its public schools in order to exclude Catholics, with one observer commenting that “the legislature might appear to have acted inconsistently, opening Massachusetts schools to one minority group while proposing discriminatory statutes against another. However, blacks were Protestants and native-born, and posed no threat to the Protestant curriculum that Know-Nothings found so important.” By 1856, the Know-Nothing party was absorbed by the new Republican party.

Catholics and Know-Nothings

“As Irish Catholic immigration to New York City and other northeastern cities skyrocketed during the Irish potato famine (1846-1850), and prelates like [Archbishop of New York, John] Hughes began to succeed in obtaining State funds for Catholic schools, nativist political resolve increased. Another factor that increased nativist hostility was the Catholic hierarchy’s refusal to condemn slavery and its [later] apparent support for the Confederacy. In his recent book “Catholicism and American Freedom,” John T. McGreevy . . . argues that the acceptance of slavery among Catholic intellectuals “rested upon the pervasive fear of liberal individualism and social order that so shaped Catholic thought during the nineteenth century, along with the anti-Catholicism of many abolitionists.”

By 1854 the earlier political manifestations of the nativist movement had matured into a full-fledged political party. The American, or Know-Nothing,” party enjoyed short-lived success in the 1854 election, when it won six governorships and achieved majorities in the State legislatures of Massachusetts, New Hampshire, Connecticut, Rhode Island, Pennsylvania, Delaware, Maryland, Kentucky, and California. Despite the low concentration of immigrants in western Pennsylvania, the Know-Nothings did well there . . . attributed to the high percentage of Anglo-Saxon residents in that area combined with “the belief that the Know-Nothings would advance the temperance and anti-slavery movements.”

The main object of Know-Nothing State legislatures was to introduce legislation that would prevent Catholic immigrants from voting. Massachusetts, Connecticut, Rhode Island and Maine passed laws prohibiting State judges from naturalizing immigrants . . . [and] including the first literacy tests for voting, were passed in order to disenfranchise the Irish.

The party’s platform focused on voting rights . . . and requiring the exclusion of foreigners and Catholics from public office. In Massachusetts, where Know-Nothings were strongest, they passed legislation which prohibited the disbursement of public funds to private schools, required that all public school children, including Catholics, read daily from the Protestant King James Version of the Bible, and desegregated the public school system.”

Slavery and Secession

Though the British discovered a peaceful path to end African slavery in its empire, no practical or peaceful solutions to end slavery in the United States came from New England abolitionists. Rather than look back at their section’s role in the transatlantic slave trade which brought Africans traded for Yankee notions and rum to the West Indies and the South, Massachusetts inventor Eli Whitney’s gin and New England cotton mills which perpetuated slavery, and New England’s threatened secession since 1804, blaming the South for slavery became popular. They would also have found that New England’s financial basis for its industrial revolution was acquired through its African slave trade, which helped Providence, Rhode Island surpass Liverpool as the center of that transatlantic slave trade by 1750.

Slavery and Secessionists

“Soon after the assassination of President Lincoln, the Rev. Daniel C. Eddy of the Baldwin Place Congregational Church in Boston spoke of the fundamental differences he perceived between the South and the North:

“Argue as we may, our Southern people are a different race. Slavery has given them a different idea of religion . . . Slavery has barbarized them, and made them a people with whom we have little in common. We had an idea of Southern civilization when Judge Hoar was driven out of Charleston . . . when Sumner was bleeding in the Federal Senate . . . when ornaments were made for Southern ladies of the bones of the brave soldiers killed at Bull Run . . . in the atrocities perpetrated upon our poor soldiers . . . And now we have another exhibition of it in the base, wanton, assassination of the President.”

In the antebellum years some Northern clergy looked upon the South as a distasteful part of the Union that they advocated the Garrisonian position whereby the South should separate itself from the South. In 1851 Charles G. Finney, coming to the realization that revivalism was not going to bring an end to slavery, suggested “the dismemberment of our hypocritical union.” Finley detested the thought of living in a nation where slavery existed. It was better to separate from such an evil.

In two sermons delivered in 1854, Eden B. Foster, a Congregationalist minister from Lowell, Massachusetts, proposed the secession of the North from the Union as a last resort to check the spread of slavery. Inherent in the slavery system, said Foster, were such evils as cruelty, ignorance immorality and sin. On April 4, 1861, less than two weeks before the cannons at Charleston began to bombard Fort Sumter, [Boston preacher] . . . Eddy urged the North to free itself from the burden of Union with the South so that the North might more fully “develop all those forces of a high-minded Christian civilization.”

Later that month, on April 28, after the surrender of Fort Sumter, Eddy changed his mind and advocated war to save the Union.”

Un-Christian Hell-Hounds in Georgia

The path of Sherman’s army across Georgia was strewn with “outrages and barbarities of the most repulsive nature” wrote Southern newspapers, with the Macon Telegraph claiming that “Southern women had been overpowered by the “lustful appetites of the hell-hounds.” The “cesspools of Northern infamy and corruption” had been dredged, it said, “in order to collect the infamous spawn of perdition sent out to despoil our country.” Sherman, by the acts of hiss men, had earned “the fame of the ravisher, the incendiary and the thief.” His men did not draw a color line as black “comfort women” followed his army.

Un-Christian Hell-Hounds in Georgia

“[Sherman’s] army continued to support its burden of Negro followers . . . despite Sherman’s admonitions. Altogether, about twenty-five thousand – four Negroes for every ten soldiers – tagged along, but about three fourths of them became disillusioned by their new “freedom” and, after a few days of starting out, began the weary trek back to their home places. When Sherman and his men came within sight of the coast, the horde had dwindled to sixty-eight hundred.

[They] were fascinated by the guns and volunteered to “tote” them for the men. In camp they looked after the pots and pans and helped out with the cooking. At night they entertained their “liberators” with their plaintive plantation melodies. And the good-looking women peddled sex.

Sherman naturally was reluctant to take on these added appetites to be satisfied. And he had a strong personal dislike for colored people. (Damn the n****r! he once exploded.)

A large number of Negroes lost their lives in a few minutes of horror and hysteria at Ebeneezer Creek. Upon approaching the creek, General Jeff Davis of the XIV Corps . . . ordered the [bridge] pontoons taken up, leaving the Negroes on the west bank. In desperation, the Negroes attempted a mass crossing. Even the few who could swim had great trouble making it . . . many were drowned.

[When] the Christian Commission asked Sherman to allow its agents – distributing literature and conducting religious services – to carry on their work among the troops, he shot back, “Certainly not . . . Crackers and oats are more necessary for the army than any moral and religious agency, and every regiment has its chaplain.”

Virginia’s Effort to Abolish the Slave Trade

In the first Congress under the United States  Constitution, Josiah Parker of Virginia attempted to insert a clause in the Tariff Bill to levy a ten dollar tax on every slave brought into this country on foreign ships, and especially those of New England.  Parker was supported in this by two other Virginians, Theodoric Bland and James Madison.  In a March 1790 Virginia petition to Congress, the slave trade was denounced as “an outrageous violation of one of the most essential rights of human nature.”

In an unclean bargain to extend the slave trade until 1808, the commercial interests of New Hampshire, Massachusetts and Connecticut allied with South Carolina and Georgia rice planters – while Virginia strenuously protested. The slave traders of New England continued their nefarious traffic until the eve of the Civil War.

Virginia’s Efforts to Abolish the Slave Trade

“Despite Virginia’s failure to secure the immediate suppression of the foreign slave trade, her sons were active in their efforts to restrict its growth and at the earliest possible moment to drive the slave ships from the seas.

“ . . . James Madison [declared] . . . By expressing a national disapprobation of that trade it is hoped we may destroy it, and so save ourselves from reproaches and our posterity from the imbecility ever attendant on a country filled with slaves.”

In his message to Congress, at its session 1806-07, Mr. Jefferson, then President, brought to the attention of that body the fact that under the Constitution the time was at hand when the African slave trade could be abolished, and urged a speedy enactment of such a law. He said:

I congratulate you, fellow-citizens, on the approach of a period at which you may interpose your authority constitutionally to withdraw the citizens of the United States from all further participation in those violations of human rights which have so long been continued on the unoffending inhabitants of Africa, and which the morality, the reputation and the best interests of our country have long been eager to proscribe.”

[Later], In his message to Congress, December 5, 1810, President [James] Madison declares: “Among the commercial abuses still committed under the American flag . . . it appears that American citizens are instrumental in carrying on the traffic in enslaved Africans, equally in violation of the laws of humanity and in defiance of those of their own country.”

Victory Seals Union Theft and Destruction

The author below writes of the “well-dressed malingerer, the best educated, the most cunning, the most creative of the [Vietnam] generation, they live with their little secret: their citizenship came of age on a note of avoidance . . . which in turn bred a profound cynicism toward their responsibilities in a free society.”

This may be compared to the “well-dressed malingerers” of Northern society in the early 1860s who remained home, a few after tasting 90 days service, and realizing the resolve of their opponent seeking independence; then they avoided the draft with substitutes and paying for exemptions from physicians seeking extra income. They dug deep into their pockets as well for town, county, State and federal bounty money to pay the poor and recently-released criminals to take their place. They then applauded Lincoln for seizing dispossessed black Southern farmhands, and taught them to loot and burn Southern farms and towns, for “the Union.”

“General Sherman had done the dirty work for the Union. To him had fallen the duty to break the spirit of the rebellion, to punish the rebels, whatever their sex or station. His unsparing, relentless hand had given the Union victory.

The dirty work of the Vietnam War was consigned to a small percentage of the Vietnam generation; the poor, the uneducated, and the youth who fought who were wounded, who died. Most of those who went to Vietnam, the studies show, saw moderate to heavy combat. It is only the glories of modern medical science and the speed of the helicopter that prevented the names on the Vietnam Memorial in Washington from being etched in much smaller print.

If the cruel charge of substitution is valid against any group, it is valid for the sixteen million who avoided Vietnam illegally. By their avoidance, the country had, de facto, reverted to the practice of the Civil War, where a man could buy a substitute. Had it not been for this overall turpitude, a Lt. William Calley could never have been an officer in the US Army.

Sherman’s dirty work ended in victory, and the victory swept away in the North any preoccupation with the manner of victory. Victory sealed over for the Union veteran his memory of theft or wanton destruction in Dixie.

In Vietnam, defeat and atrocity are fused. The wanton violence of Sherman’s bummer and Westmoreland’s grunt differs as looting differs from stealing, but neither time nor morals are static. The patterns of behavior in both armies were encouraged by the official policy and extended the rules of permissible conduct in the same degree.

The burning of Columbia and the slaughter at My Lai were exceptional only in their dimensions. The formal order for civilized behavior contrasted with the informal message toward atrocity in precisely the same way.”

A War of Conquest, Not Philanthropy

Fearing slave rebellion from its highly concentrated black population, the South wanted free access to the Territories to lessen this; the North wanted to restrict black people to the South and open the Territories to white-only immigration. A great irony of history is the blame the American South receives for African slavery: the South did not bring the black man to America, British and New England slave ships did after purchasing their human cargoes from African chieftains.

A War of Conquest, Not Philanthropy

“The initial sympathy of the British people for the North because of the belief that the South had seceded to set up a slave state and that the North stood for freedom of the slave was soon to be destroyed, and a strong conviction arose that the freedom of the slave was not an issue in the war. One can hardly escape the logic of events which forced this conclusion upon the English mind.

During the winter of [early] 1861, it will be recalled, numerous compromises of the American troubles were discussed, the most important of which was the Crittenden compromises conceding a permanent share of the territories to slavery. The Economist upon hearing of such proposals spoke of the measures as iniquitous, and was not willing to believe that Lincoln would yield to them.

But the final disillusionment came when in his inaugural address Lincoln said: “I have no purpose, directly or indirectly, to interfere with the institution of slavery in the States where is exists . . . I believe I have no lawful right to do so and I have no intention to do so. “

This was, in truth, the death knell of British sympathy based upon the moral righteousness of the Northern cause. If freedom was not the cause, then what was it?

The Economist late in the summer of 1861 pronounced a little stronger upon the issue of the war: It was not for freeing the slave on the part of the North or preserving slavery on the part of the South, but was for dominion and power on the part of the one and the right of self-government on the part of the other.

After Lincoln’s message to Congress, which was as tender of the rights of slavery as had been in his inaugural, the Economist was completely convinced, if there had been any doubts, that Lincoln and the North would be more than glad to continue or restore the old Federal union on the basis of slavery and all its abuses if the South would only return.

The inevitable conclusion was that the war was “a war of conquest and not of philanthropy.”
